1. Introduction
Salish Restoration Associates was contacted by Julia Reeve, Development Manager of Unico
Properties LLC and asked to compile an Arborist Report for a development project located at the
site known as the Boeing Longacres Industrial Park. The study area encompasses ten King County
Parcels in the City of Renton located west of Oakesdale Avenue SW, east of Longacres Drive
SW, and south of SW 16th Street. The proposed development includes several large commercial
and residential buildings and associated infrastructure.
Our assignment is to prepare a written report in accordance with the City of Renton’s Tree
Retention and Land Clearing Regulations (RMC 4-4-130), detailing the current condition of all
significant trees within the developable areas of the subject parcels. The report will also include
recommendations for tree protection measures near the planned clearing and grading zones, as
well as forest restoration practices.

2. Description
The total study area of the ten parcels is 1,794,956 SF (41.21 AC). The Longacres property was
redeveloped in the mid 1990’s and features commercial buildings, parking lots, landscaped
areas, planted woodlands, and wetlands. The parcels are zoned ‘Commercial Office’ (CO) and
are subject to minimum tree retention requirements per RMC 4-4-130. Properties subject to an
active land development permit shall retain a minimum of thirty percent (30%) of all significant
trees on site, and a minimum rate of thirty (30) tree credits per net acre as scored in the table
referenced below. Either tree retention or a combination of tree retention and supplemental tree
planting shall be provided to meet or exceed the minimum tree credits required for the site.
Portions of several parcels are encumbered by a wetland and associated critical area buffer
setback. Trees in this area are not included in the tree density calculations.
Per Renton Municipal Code 4-11-200, a 'Tree' is defined as 'A
woody perennial usually having one dominant trunk, or, for certain
species, a multi-stemmed trunk system, with a potential minimum
height of ten feet at maturity. Any trees listed on the Complete
King County Weed List shall not qualify as a tree.'
Per RMC 4-4-130, a significant tree has a caliper (trunk diameter
measured 4.5 feet above the ground) of at least six inches, or an
alder or cottonwood tree with a caliper of at least eight inches.
Trees planted within the most recent ten years qualify as significant
trees, regardless of the caliper. Landmark trees are defined as
those with a caliper of twenty-four inches (24") or greater, except
for big leaf maples, black cottonwoods, and red alder trees, which
qualify as landmark trees with a caliper of thirty inches (30") or
greater.
A mix of ornamental and native trees were planted or
regenerated throughout the site. Trees found in the planted
wooded areas are mostly black cottonwood with lesser
components of red alder and Scouler’s willow. Many of the trees in
parcels 8 and 9 are black cottonwood below the size threshold to
be considered ‘Significant’ trees (eight inches DBH).

3. Methodology
All Significant and Landmark trees growing in the developable portions of the study area were
assessed in September 2024.
A numbered aluminum tag was attached to the lower trunk of dominant trees to locate them in the
field. These numbers correspond with the Tree Summary Table and their locations are shown on
the attached tree locator layer of the survey. If necessary, adjacent smaller trees can be located
in the field using the dominant tree location and Tree Locator Map.
Tree diameters were measured by tape at 4.5 feet above grade for caliper (also known as
DBH.) Each tree was visually examined for defects and vigor. The tree assessment procedure
involves the examination of many factors:
• The crown of the tree is examined for current vigor. This is comprised of inspecting the
crown (foliage, buds and branches) for color, density, form, and annual shoot growth,
limb dieback and disease. The percentage of live crown is estimated for coniferous
species only and scored appropriately.
• The bole or main stem of the tree is inspected for decay, which includes cavities, wounds,
fruiting bodies of decay (conks or mushrooms), seams, insects, bleeding, callus
development, broken or dead tops, structural defects and unnatural leans. Structural
defects include crooks, forks with V-shaped crotches, multiple attachments, and excessive
sweep.
• The root collar and roots are inspected for the presence of decay, insects and/or
damage, as well as if they have been injured, undermined or exposed, or original
grade has been altered.
Based on these factors a determination of condition is made. The four condition categories are
described below based on the species traits assessed:
Excellent – free of structural defects, no disease or pest problems, no root issues, excellent
structure/form with uniform crown or canopy, foliage of normal color and density, above average
vigor, it will be wind firm if isolated, suitable for its location.
Good – free of significant structural defects, no disease concerns, minor pest issues, no significant
root issues, good structure/form with uniform crown or canopy, foliage of normal color and
density, average or normal vigor, will be wind firm if isolated or left as part of a grouping or
grove of trees, suitable for its location.
Fair – minor structural defects not expected to contribute to a failure in near future, no disease
concerns, moderate pest issues, no significant root issues, asymmetric or unbalanced crown or
canopy, average or normal vigor, foliage of normal color, moderate foliage density, will be wind
firm if left as part of a grouping or grove of trees, cannot be isolated, suitable for its location.

Poor – major structural defects expected to fail in near future, disease, or significant pest
concerns, decline due to old age, significant root issues, asymmetric or unbalanced crown or
canopy, sparse or abnormally small foliage, poor vigor, not suitable for its location.
A ‘viable’ tree is a significant tree that a qualified professional has determined to be in good
health, with a low risk of failure due to structural defects, is wind firm if isolated or remains as
part of a grove and is a species that is suitable for its location. Trees considered ‘non-viable’ are
trees that are in poor condition due to disease, age related decline, have significant decay issues
and/or cumulative structural defects, which exacerbate failure potential.
4. Observations
All trees larger than six inches DBH found in the study area of the subject parcels were observed
and recorded on the Tree Summary Table with corresponding Tree ID numbers on the survey. A
total of 963 trees were located and assessed. Of these, 197 were found to not qualify as
‘Significant trees’ due to their size or condition. Of the 766 Significant trees in the study area,
seven trees were documented that qualify as ‘Landmark trees’ which included black cottonwood,
Scots pine, Sitka spruce, and Oregon ash.
The majority of the trees found in the study area were planted or regenerated since the
redevelopment of the property in the 1990’s. The western portion of the site remained
undeveloped following demolition of the Longacres Racetrack. Old pavement, retaining walls,
and utility posts were found in this area bordered to the west by BNSF railway and the Tukwila
Train Station.

This parcel covers the northwest corner of the
study area west of the intersection of SW 16th
Street and Longacres Dr. SW. Three significant
trees found here are in a greenspace south of
I-405. Most of this parcel is paved and was
once the main entrance to the Longacres
Racetrack.
The eastern portion of this parcel is covered by
a wetland buffer. The trees in this area are not
included in the tree density calculation.

Parcel 17 is bordered by the BNSF railway
corridor along the west property line and on
the east by a pond whose critical area buffer
covers the eastern portion of the lot. Several
cottonwood trees and associated understory
plants are growing in the buffer zone. The
majority of the developable area is paved
with a total of 15 significant trees found at the
edge of the wetland buffer and in two fenced
planting beds. The majority of the trees are
conifer species such as Hollywood juniper,
shore pine and deodar cedar.

The western portion of Parcel 15 is mostly paved
and includes a paved pathway between the Tukwila
train station and the Sounders HQ to the east. A
diverse mix of tree species is found here, primarily
composed of Black cottonwood, with other species
such as Scots pine, Japanese maple, Scouler's willow,
Oregon ash, and Pacific willow. The majority of
trees are in good condition, though several are
marked as fair, and a few are classified as
non-viable due to poor or dead condition.
Three Landmark Scots pine trees are found in the
northwest corner.

Parcel 14 contains a large number of trees,
primarily black cottonwoods with other species
such as red alder, Pacific willow, Scouler's
willow, Oregon ash, and paperbark birch. One
Landmark black cottonwood was observed on
this parcel. The majority of Significant trees are
in good or fair condition, while seven trees are
classified as poor condition and eight trees are
recorded as dead. These non-viable trees
include issues such as dead tops, structural
weaknesses, uncorrected leans, and thin crowns
which may require special management or
removal.

Parcel 13 is mostly covered in invasive species such as
Himalayan blackberry and Canary-reed grass.
A variety of trees, predominantly black cottonwoods,
along with a few red alders, Pacific willows, Scouler's
willows, Oregon ash, and a paperbark birch are found
here.
The majority of the trees are in good or fair condition.
However, six trees are in poor condition and five trees are.
Dead. Trees in poor or dead condition have defects such
as dead tops, weak attachments, lean, thin crowns, and
codominant structures. These conditions may require
additional maintenance or removal for safety in the future.

the understory in this zone.
The tree canopy consists entirely of black

are in poor condition or dead.

neighboring office park. This area features a
variety of trees, with the majority being black
cottonwoods, along with mountain ash, Sitka spruce,
red alder, and Pacific willow. In total, there
are sixty-eight significant trees and one landmark
tree.
Most trees are in good or fair condition. Four trees
are non-viable in poor condition, and seven trees
are dead. The dead trees include several black
cottonwoods covered in ivy which has dominated
their crowns.
The landmark tree is a black cottonwood with
multiple codominant trunks.

Parcel 9 is bordered to the east by Oakesdale Ave.
SW and the neighboring office park to the south. A
paved access road runs through the center of this
parcel with hundreds of young trees on both sides of
the road, many of which do not meet the size threshold
to be considered Significant. Parcel 9 is primarily
dominated by black cottonwood trees, with shore pine,
western red cedar, Scouler's willow, Sitka spruce, blue
sequoia, thundercloud flowering plum, Oregon ash,
arborvitae, and a few unique species such as Hinoki
cypress and giant sequoia found here. A total of 270
significant trees and two landmark trees were
observed. The majority of trees in Parcel 9 are
in good condition. Four trees are classified as
non-viable in poor condition and six dead trees were
found as well as several stumps.

Parcel 8 is bordered to the west by Oakesdale
Ave SW, and the south by a utility corridor. This
area is almost entirely covered by Himalayan
blackberry. A total of sixty-two trees,
predominantly black cottonwood were assessed
here. Most of the Significant trees are in good
condition. Twelve trees are categorized as fair
condition, suggesting some minor issues that may
need monitoring but do not immediately
compromise their stability or ecological value.
There is one tree in poor condition, described as
mostly dead, and four trees that are dead. Two
cottonwood trees are in good condition, but below
the size threshold to be considered Significant.

5. Discussion
The extent of driplines (farthest reaching branches) for the subject trees can be found on the Tree
Summary Table. These can be delineated on a copy of the site survey for trees planned to be
retained and transferred to a final tree retention/protection plan to meet City of Renton submittal
requirements. The trees that are to be removed must be shown crossed out with an ‘X’ on the final
plan.
The International Society of Arboriculture (ISA) definition of ‘Critical Root Zone’ (CRZ) is an area
equal to a one-foot radius from the base of the tree trunk for each one-inch of tree diameter at 4.5
feet above grade (DBH). Example: A 24-inch DBH tree has a CRZ radius of 24 feet. In this example,
the total CRZ including trunk, would be 50 feet in diameter. This is a good baseline for determining
appropriate ‘Tree Protection Zones’ (TPZ) for retained trees, but the ‘Limit of Disturbance’ (LOD) may
vary from the CRZ. The LOD measurement is the distance from the trunk face that impacts might occur
without compromising health or structural stability. This measurement may be larger or smaller than
the CRZ, and is based on species, age, condition, existing improvements, and the anticipated overall
impact to the subject tree.
Once finalized site plans have been developed and retained trees identified, LOD measurements can
be provided for retained trees near proposed improvements. The LOD is the maximum limit of
encroachment into the tree’s root zone. These measurements shall be referenced when determining
whether a tree can be successfully retained given the necessary TPZ.
Few of the trees located on the property are suitable for retention as single trees if adjacent trees
are removed. Trees will have a better likelihood of long-term safe life expectancy if they are
retained in groups or groves. Many small trees below six inches DBH were observed in the woodlands
throughout the site. These trees may survive for decades as suppressed interior trees, but their
stability and vigor may become compromised due to clearing and grading practices.
The frequency of failure for trees along a new forest edge is high for the first few years after
clearing. This is due to exposure to wind in combination with poorly tapered trunks, low live crown
ratios and small root systems. Live crown ratio (LCR) is the ratio of the length of the live crown to the
height of the tree, expressed as a percent. Trees growing in a forested environment are protected
from the elements and do not need to develop large anchoring root systems or high LCR’s.
6. Tree Protection Measures
The following guidelines are recommended to ensure that the designated space set aside for the
retained trees are protected and construction impacts are kept to a minimum.
• Tree protection fencing (TPF) shall be initially erected at the edge of the CRZ of trees to be
retained prior to moving any heavy equipment on site.
• Tree protection fencing may be moved where necessary to install improvements, but only as
close as Limits of Disturbance.
• Excavation limits should be laid out in paint on the ground to avoid over-excavating.

• Excavations within the driplines shall be monitored by a qualified tree professional so necessary
precautions can be taken to decrease impacts to retained trees. A qualified tree professional
shall monitor excavations when work is required within the drip lines.
• To establish sub grade for foundations, curbs, or pavement sections near retained trees, soil
should be removed perpendicular to the root flare extending from the tree to avoid breaking
and shredding roots that lead back to the trunk within the drip line. Any roots damaged during
these excavations should be exposed to sound tissue and cut cleanly with a saw.
• Retained trees with excavation within their CRZ should be irrigated weekly during dry periods.
• Preparations for final landscaping shall be accomplished by hand within the drip lines of
retained trees. Large equipment shall be kept outside of the TPZ at all times.
7. Tree Retention and Credit Requirement
A minimum of 30% of all significant trees on-site must be retained, with priority given to the
protection of high-value trees, particularly landmark trees and continuous canopy groups near
critical area buffers.
Additionally, for each acre of development, a minimum of 30 tree credits are required. This may
be achieved by retention of existing trees or by planting new trees to meet or exceed this
threshold, as scored by the tree credit value table in RMC 4-4-130.
To comply with the City of Renton's requirements for tree
retention and credits under RMC 4-4-130, the proposed
replanting strategy must ensure adequate tree retention and
selecting appropriate tree species for replanting to reach the
required tree credits. This plan must satisfy the minimum standards
for replanting in areas impacted by development while adhering
to the priority for tree protection and replacement criteria.
Species and Size for Replanting
If supplemental planting is necessary to meet minimum
tree density requirements, the ecological function of the
site will be enhanced by including a diverse variety of
tree species. The minimum planting size is two-inch caliper
for deciduous trees or a minimum height of six feet for
evergreen species.
Species selection should focus on native or regionally
appropriate trees with a priority on long-term viability,
disease resistance, and compatibility with site conditions.
Native conifers such as Sitka spruce, western red cedar,
Douglas-fir, and shore pine are recommended as conifers
provide better stormwater mitigation than deciduous trees
in the winter months.

Placement and Maintenance
Where feasible, new trees should be located within designated tree protection tracts or
easements. This placement approach ensures optimal growth conditions and reduces
potential impacts on individual lot usage.
Regular maintenance and monitoring must be implemented to ensure the health of newly
planted trees, including irrigation, mulching, and pruning as necessary. The use of tree
protection fencing will safeguard these areas during construction to prevent damage.
Site Constraints
Where replanting on-site is infeasible, a fee in lieu may be provided to the City's Urban
Forestry Program to contribute towards off-site tree planting, per the City’s alternate
compliance methods.
Implementation and Monitoring
The replanting plan must be implemented alongside the development phases, with monitoring
to ensure all trees reach establishment successfully. A qualified arborist should oversee the
installation and initial maintenance phases, ensuring compliance with all City standards.
8. Recommendations
• Obtain all necessary permits from the City of Renton prior to carrying out work that may
impact the site trees.
• Avoid changing the grade within the CRZ of retained trees. If this is unavoidable, follow all
tree protection measures outlined above. It is possible to work within the CRZ, up to the LOD
with written provisions specific to the site.
• Adhere to tree protection measures outlined in this report for all retained trees.
• Assign areas adjoining critical area buffers as tree tracts for larger continuous forest
restoration zones to increase habitat and overall ecological function.
• Have new and retained trees near improvements re-assessed for health and structure
periodically throughout the development process.

Limiting Conditions
There is no warranty suggested for any of the trees subject to this report. Weather, latent tree conditions, and future
human-caused activities could cause physiologic changes and deteriorating tree conditions. Over time, deteriorating tree
conditions may appear and there may be conditions that are not now visible which could cause tree failure. This report or
the verbal comments made at the site in no way warrant any tree's structural stability or long-term condition, but
represent my opinion based on the observations made. Nearly all trees in any condition standing within reach of
improvements or human use areas represent hazards that could lead to damage or injury.
