My response is below: Wetland A was rated as Category III and a habitat score of 4. We concur with the Category III wetland rating and low habitat functions provided by Wetland A, and the buffer width determination of 75 feet for any land use other than low impact. This revised buffer width recommendation is based on the additional supporting documentation provided by the applicant’s consultant in the Technical Memorandum dated October 4, 2017, the findings of which were reviewed in the field prior to the site meeting on October 12, 2017. Could you send something to me clarifying that you now agree that the standard buffer from this wetland is 75 feet and not 100 feet? Thanks so much for your help! I stuck around another 5 minutes or so to help SVC and the applicant understand what my concerns were, and that my opinion hasn’t changed about the ditch being jurisdictional (and therefore has a buffer). It wasn’t clear to me what their next steps will be (revise the site plan, dispute, etc). They wanted me to send you a scope of work but that’s not how the process works since I’m working on behalf of the city, and its up to the city to tell me how I can help them. I saw a couple options moving forward for the city and the applicant, but I also know you’re trying to avoid an endless cycle of dialogue. Give me a call Monday if you want to discuss and how I can help; otherwise, I’ll wait to hear from you as needed. I was expecting a response from Soundview based on the conversation I had with Jon Picket a couple weeks ago, but I didn’t have any preconceived notions about what they’d find or respond with. He planned to do more aerial photo interpretation and field work, and the findings are summarized in the newest memo. I’ll take a closer look at the memo this morning. Want to talk around 9:30am?
