The existing Right-of-Way (ROW) width of Index PL NE is 50 feet per the Renton Highlands No. 2 plat map and in
order to meet the City of Renton complete street standards for Residential Access streets, a minimum ROW width is
53 feet. A half street improvement, per City Code 4-6-60, includes the pavement width of 26 feet, a 0.5-foot curb, and
8-foot planting strip, a 5-foot sidewalk, street trees and storm drainage improvements.
Please find the provided Justification for the modification/reduction of the planter strip with respect to the half street
improvements per City Code 4-6-60.
a. Substantially implements the policy direction of the policies and objectives of the Comprehensive Plan Land
Use Element and the Community Design Element and the proposed modification is the minimum adjustment
necessary to implement these policies and objectives;
Response: The reduction of the planter strip from 8 feet to 6.5 feet is the minimum adjustment to maintain
the existing ROW and still keep the policies and objectives of the Comprehensive Plan Land Use Element
and the Community Design Element.
b. Will meet the objectives and safety, function, appearance, environmental protection, and maintainability
intended by the Code requirements, based upon sound engineering judgement;
Response: The modification of the planter strip width will maintain continuity with the neighborhood to
continue safety, function, appearance, and still maintain the intended frontage improvement requirements.
c. Will not create substantial adverse impacts to other property(ies) in the vicinity;
Response: This project and the half street improvements with planter strip modification, will not create any
adverse impacts to other properties in the vicinity and will maintain the standard 50 feet of ROW of the
neighborhood.
d. Conforms to the intent and purpose of the Code; and
Response: This minor planter strip reduction request still will conform with the intent of the half street
improvements per City Code 4-6-60 and does not diminish the intent of the code.
e. Can be shown to be justified and required for the use and situation intended;
Response: We are requesting to retain the curb line and reduce the planting strip from 8 feet to 6.5 feet with
the following justification for this planting strip reduction to maintain the existing property line. The current
existing front porch is located about 5 to 6 feet from the property line on the Renton GIS. Without the
approval of this modification, the City would request 1.5 feet to be dedicated to the City and would reduce
the front of the property and the property line would be even closer to the existing residence. All properties
along NE 6th St and Index Pl NE maintains the overall 50-foot ROW and no anticipated widening or
extension of either road in the near future as all of the properties are developed.
