NARRATIVE
24-12180
On 11/25/2024 at approximately 0931 hours, I was dispatched to a non-injury and non-blocking
vehicle collision at the intersection of South 3rd Street and Main Ave South, within the City Limits of
Renton, County of King, State of Washington.
While en route, Dispatch advised that the collision occurred at the intersection and that both vehicles
had pulled off the roadway and into a nearby parking lot where they would be waiting for Police
contact. There was an initial report of an attempted hit-and-run, but it was later determined to be a
language barrier and both involved parties were present upon my arrival.
Upon my arrival, I confirmed there were no complaints of injury at the time of report. There, I collected
the involved parties driving documents and their independent summary of the collision.
The driver of Unit#1 stated that he was the sole occupant of his vehicle and was traveling
northbound on Main Ave South approaching the intersection of South 3rd ST in lane 1 of 2 which is a
Right Turn Only lane. The driver of Unit#1 stated that he was intending to change lanes to continue
northbound on Main Ave South. The driver of Unit#1 stated that upon reaching the intersection, he
believed there was sufficient space to change lanes to proceed straight through the intersection. The
driver of Unit#1 said that he did not expect Unit#2 to have "sped up" and that during the turn, both
vehicles collided causing minor damage to the front driver's quarter panel, including the fender and
bumper.
The driver of Unit#2 said he and his three passengers were also traveling northbound on Main Ave
South approaching the intersection of South 3rd ST but in lane 2 of 2. It should be noted that lane 2 of
2 can proceed straight or turn right at this particular intersection. The driver of Unit#2 stated he was
intending to make a right (eastbound) turn onto South 3rd ST. The driver of Unit #2 stated that upon
turning at the intersection, Unit#1 contacted the rear passenger side of his vehicle causing minor
damage. The driver of Unit#2 stated that he believed Unit#1 came into his lane while turning.
No witnesses were immediately available at the scene.
Based on the above statements, I determined that the Driver of Unit#1 (Lin) is the proximate cause
for the cause of collision as Lin violated RCW 46.61.140(1) which states that a vehicle shall be driven
as nearly as practicable entirely within a single lane and shall not be moved from such lane until the
driver has first ascertained that such movement can be made with safety. Lin made a lane change
into Unit#2's lane of travel which had the right of way and was underway. Lin did not ensure that
traffic in lane 2 of 2 was clear of hazard before making the unsafe lane change.
I cited the driver of Unit#1 (Lin) via mail for improper lane usage. All involved vehicles were able to
be driven away without further incident. An exchange of information was provided to all involved
parties.
