EF78055 CASE# 25-2688 OF DATE AND r�N + 03/25/25 13:40 O�COLLISION NARRATIVE On 03/25/2025, at approximately 1340 hours, while employed as a uniformed Patrol Officer for the City of Renton, I was dispatched to an accident located at N 3rd St and Sunset Blvd N, within the City of Renton, County of King, State of Washington. The Driver of Unit 2 is Cortinas, Sylvia (DOB 02-20-1958). Cortinas was the driver of the 2023 Honda Odyssey with license plate WA/CHD6620. The Driver of Unit 1 is Tran, Tran V (DOB 04-23-1962). Tran was the driver of a white 2021 Honda HR-V with license plate WA/BYX0777. When I arrived on the scene, I observed a male subject by the HR-V and a female by the Odyssey. I saw minor damages to both vehicles involved. Both subjects provided their driver's licenses, which I ran with dispatch. Dispatch advised that Cortinas returned clear, but Tran returned with Suspended/Revoked 3rd Degree. I spoke with Cortinas, who stated that she was driving in lane one, going northbound on Bronson Ave N, approaching Factory Ave N/Houser Way N. Cortinas stated that she had a green light and continued past Factory Ave N/Houser Way N when she was struck by the HR-V. Cortinas did provide me with all her documents. I spoke with Tran, who stated he was on Houser Way N making a right turn in lane two going northbound on Bronson Way N. Tran stated that he was in lane two making a right turn going northbound on Bronson Way North. He stated that he had a yellow light and that Cortinas vehicle came out of nowhere striking his vehicle. Tran provided me with every document except insurance, which he stated that he did not have. Tran's vehicle was towed due to driving with a suspended license and the proximate cause of the accident; I believe it was safe for the community for the vehicle to be towed. Bankers Towing was on the scene. Tran was arrested for driving with a suspended or revoked license in the 3rd degree, as per RCW 46.20.342, a misdemeanor offense. Tran was cited and released. I advised Tran that his ticket would come in the mail once I completed the report. I provided Cortinas with the case number and my business card. The proximate cause of the accident was Tran. On 03-28-2025 at approximately 1250 hours, I was dispatched for a follow-up with Tran. I spoke with Tran and Nguyen, Vi (daughter of Tran). Nguyen was taking every step to help his father. I checked Tran's history, which shows that he was issued a DWLS in July 2024. Tran's DOL stated that he resides at 574 Bronson Way NE. Tran stated that he moved out of that location in July 2024. 1 believe Tran was telling me the truth, and he was not aware that his license was suspended. I was going to issue him a ticket, but after considering that Tran was not aware of his license being suspended, I will be giving him a warning. Tran will be issued, which violated Renton Municipal Code (RMC) 10-12-25-Inattentive Driving, which is defined as any person driving a motor vehicle on any public highway, street, alley, or road in an inattentive manner in the City of Renton. "Inattentive manner" in this section means a lack of: 1) attentiveness required to safely operate the vehicle under the prevailing conditions, including, but not limited to, the nature and condition of the roadway, the weather conditions, the presence of pedestrians, the presence of other traffic, or by the driver focusing or directing the driver's attention to something other than driving the motor vehicle; or 2) attentiveness that would permit the driver of a motor vehicle to observe anything resting on, or traveling on, or entering the roadway in time to take appropriate action as circumstances require. (Ord. 4462, 7-25-94, eff. retroactive to 7-1-94; Ord. 5635, 11-14-11). Tran will also be getting a ticket for operating a motor vehicle without liability insurance (RCW 46.30.020). Tran understood that he would receive his ticket by mail. My Axon camera was on for this call.
