Unless otherwise stated, the following occurred in the City of Renton, County of King, State of
Washington.
On 03/27/2025 at approximately 1646 hours, I was dispatched to a two-vehicle hit and run collision
that occurred on February 20th, 2025. The reporting party was requesting contact at his residence,
Cedar Park Apartments, located at 458 Monroe AVE N, unit#206.
Upon arrival, I contacted the reporting party who identified himself as Vitalii Suchkov DOB:
10-1.2-1989 (verified WADL). Vitali said his father was the one who was involved in the collision. His
father was with him and identified himself as Volodymyr Suchkov DOB: 09-06-1968 (verified
WADL). Language line Russian was used for all communication.
Volodymyr was driving Vitalii's silver 2018 Subaru Outback bearing Washington license plate
CNL4661 on February 20th. 2025. At approximately 1310 hours, Volodymr was rear ended by a silver
Dodge Ram pickup truck bearing Washington license plate D98029F in the 3400 block of NE 4th ST.
Volodymyr was traveling westbound on NE 4th ST in lane 1 of 2 at the time of the collision. After the
collision, Volodymr turned northbound into the parking lot of Cedar Park Apartments, and the silver
Dodge continued westbound on NE 4th ST. This was captured on the rear camera that was previously
installed on Vitalii's vehicle.
Volodymyr said he saw a male driving the vehicle but would not be able to identify him if he saw him
again. He describe him as a white male adult, wearing a baseball cap, and skinny.
I ran the Dodge through WACIC/NCIC and it returned to Ashleigh Morgan Lynn Nicholson DOB:
09-05-1996 located at 2412 Scandia AVE, Enumclaw, WA 98022. I requested dispatch to have
officers contact Ashleigh at that address in Enumclaw and see if she knows who would have been in
possession of her vehicle on February 20th. Dispatch said officers were unable to contact anyone at the
address.
Volodymyr sustained no injuries. There is body damage to the rear bumper of the Subaru and the rear
driver side door. Damage to the Dodge Ram would likely be on the front passenger side.
I provided Vitalii an Axon link and he was able to upload the video under this case number. I took
photos of the Subaru and uploaded to Axon under this case number.
This incident occurred in the sCity of Renton,King County,Washington State.

Volodymyr said that he did not call the Police because in his country that brings more trouble. Vitalii
was out of town and when he returned home and learned about the collision, he called 911 and
educated his dad on how to call for help in America.
If the driver of the Dodge Ram can be identified I have probable cause for RCW 46.52.020 one (1)
count of Hit-and-Run-Attended by being involved in an accident with another vehicle, which is
attended, and failing to stop and remain at the scene until fulfilling all statutory duties (provide name,
address, insurance company,policy, vehicle license, exhibit driver's license and render reasonable
assistance to any person injured).
