EF43962 CASE# 24-12415 OF DATE AND r�N + 12/02/24 17:21 O�COLLISION NARRATIVE 24-12415 On 12/02/2024 at approximately 1722 hours, I was dispatched to an unknown-if-injury and blocking vehicle collision in the 3700 block of East Valley Road, within the City Limits of Renton, County of King, State of Washington. Upon my arrival, I determined that the driver of Unit#2 was complaining of neck pain. The Renton Regional Fire Authority (RRFA) later arrived on scene and treated the involved driver. RRFA released all involved parties at the scene. While on scene, I collected the involved parties driving documents and their independent recollection of events leading up to the collision. The driver of Unit#1 stated he was the sole occupant of his vehicle and was attempting to exit a private property parking lot, located at 3700 East Valley Road, and on the east side of the roadway. The driver of Unit#1 stated that he was intending to make a left turn out of the parking lot to proceed southbound onto East Valley Road following the turn. The driver of Unit#1 believed all traffic on East Valley Road was clear and therefore proceeded out into the roadway. As Unit#1 proceeded out into the roadway, Unit#1 was met by another vehicle - Unit#2. The driver of Unit#1 claimed he did not see Unit#2 traveling and believed Unit#2 might have been speeding. The driver of Unit #1 stated that he was unable to avoid the collision after having pulled out into the roadway and that Unit#2 struck the front of Unit#1, specifically on the driver's side, causing significant damage. The driver of Unit#2 said he was the sole occupant of his vehicle and was traveling northbound in about the 3700 block of East Valley Road. The driver of Unit#2 stated he was intending to continue north. Upon reaching the location of where Unit#1 was turning out from, Unit#2 observed Unit#1 pull out into the roadway. The driver of Unit#2 stated he attempted to swerve into the center-turn- lane but was ultimately unable to avoid the collision. Both vehicles collided in the roadway and Unit #2 suffered significant damage to the front of the vehicle. An independent witness that remained at the scene, identified via pictured WADL as Donna Goodwin, stated that Unit#2 did appear to be driving rather fast and estimated that Unit#2 was traveling "50-60 MPH". The speed limit for this road is 35 MPH. Based on the above statements, I believe that the driver of Unit#1 (Holderman) is a contributing factor for the cause of collision as Holderman is required to comply with RCW 46.61.205(1) which states that every driver of a vehicle about to enter or cross a highway from a private road or driveway shall yield the right-of-way to all vehicles lawfully approaching on said highway. Additionally, both the driver of Unit#1 and an independent witness claimed that was traveling at a high rate of speed and a reasonable driver might have believed that had Unit#2 been going the speed limit, Unit#1 could have successfully made the turn with sufficient time and distance to avoid this collision altogether. Therefore, I believe the driver of Unit#2 had a contributing factor for the cause of collision. A DOL records check revealed that the driver of Unit#2 (Antoine) was Driving While License Suspended in the third degree. Antoine violated the crime of Driving While License Suspended in the third degree by operating a motor vehicle at a time when his license is suspended in the third degree. I cited Antoine via complaint for Driving while License Suspended in the 3rd Degree. I issued the driver of Unit #1 (Holderman) a written warning for Fail to Stop at Private Driveway causing a collision. I issued the driver of Unit #1 (Antoine) a written warning for Operating a Motor Vehicle without PAGE 3 OF 5 REPORT NO.
