EF43971 CASE# 24-12221 DATE OF COLLI r�510NN + 11/25/24 16:50 L1 NARRATIVE 24-12221 On 11/25/2024 at approximately 1650 hours, Officer T. Nelson advised via radio that his marked patrol vehicle was just involved in an unknown-if-injury two-vehicle collision just west of the intersection at South Grady Way and Shattuck Avenue South, within the City Limits of Renton, County of King, State of Washington. Upon checking on the other involved driver, Officer Nelson determined that the other involved driver (Unit #1) was pregnant therefore he requested the Renton Regional Fire Authority (RRFA) for a precautionary evaluation. RRFA responded to the scene where they conducted an evaluation and treated the involved parties. RRFA released all involved parties at the scene. Upon my arrival, I collected the involved parties driving documents and their independent recollection of events leading up to the collision. The driver of Unit#1 said she and her two passengers were traveling westbound in about the 600 block of South Grady Way just west of the intersection of Shattuck Ave S. The driver of Unit#1 stated she was traveling directly behind Unit#2 and saw as Unit#2 had come to a stop for queued traffic at the upcoming intersection. The driver of Unit#1 stated that her brakes appeared to not be functioning as expected and she simply was unable to stop in time, subsequently colliding with the rear of Unit#2. Unit#1 suffered moderate damage to the front of the vehicle because of the collision. The driver of Unit#2 was a marked Renton Police patrol vehicle and operated by Officer Nelson at the time of collision. Officer Nelson said that he was the sole occupant of his department issued vehicle and was also traveling westbound in about the 600 block of South Grady Way just west of the intersection of Shattuck Ave S. While Unit#2 was stopped for queued traffic, Unit#1 collided with the rear of Unit#2 causing moderate damage to the rear of Unit#2. The driver of Unit#1 (Jose Jose) was not paying attention to traffic in front of her. Jose Jose violated Renton Municipal Code (RMC) 10-12-25-Inattentive Driving which is defined as any person to drive a motor vehicle on any public highway, street, alley, or road in an inattentive manner in the City of Renton. "Inattentive manner" in this section means a lack of: 1) attentiveness required to safely operate the vehicle under the prevailing conditions, including, but not limited to, the nature and condition of the roadway, the weather conditions, the presence of pedestrians, the presence of other traffic, or by the driver focusing or directing the driver's attention to something other than driving the motor vehicle; or 2) attentiveness that would permit the driver of a motor vehicle to observe anything resting on, or traveling on, or entering the roadway in time to take appropriate action as circumstances require. (Ord. 4462, 7-25-94, eff. retroactive to 7-1-94; Ord. 5635, 11-14-11). A DOL records check revealed that Jose Jose was Driving While License Suspended in the third degree. Jose Jose violated the crime of Driving While License Suspended in the third degree by operating a motor vehicle at a time when her license is suspended in the third degree. Based on the above statements, I determined that the Driver of Unit#1 (Jose Jose) is the proximate cause for the collision due to inattention causing a collision. Jose Jose should have been paying closer attention to the movement of traffic in front of her. I cited Jose Jose via complaint for DWLS 3rd Degree as well as via mail for Inattention. Unit#1 was towed due to extensive damage, defective brakes, and no licensed driver able to operate the vehicle. Unit#2 was able to be driven away without further incident. An exchange of information was provided to all involved parties. Sergeant J. Trader arrived on scene and assisted by capturing photographs of the collision scene.
