Renton Case #24-12896

On 12/17/2024 at 1649 hours I was dispatched to the intersection of SE Carr RD/103rd Ave SE, in the
City of Renton, King County, Washington. I was responding to a call of blocking accident. This
incident was captured on my body worn video camera. This report is a summation of events that
occurred and is not an exact sequence of events.
At approximately 1654 hours, I arrived on scene and located the two involved vehicles. Unit 2 vehicle
was blocking the number 2 lane of westbound travel on SE Carr RD and Unit 1 vehicle was partially
blocking 103rd Ave SE.
I identified Unit 1 as a 2014 Ford Focus (WA LIC #AYM5145) being driven by the registered owner of
the vehicle, identified by his WA DL as Andre L Young (DOB 11/21/1962). Unit 1 driver was the only
occupant of the vehicle.
Unit 1 driver told me he was not injured. I asked Unit 1 driver what happened and he stated that as he
was traveling eastbound on SE Carr RD in the number 2 lane of travel. At the intersection of SE Carr
RD and 103rd Ave SE, Unit 1 driver said that he attempted to take a left turn onto 103rd Ave SE, and
in doing so, struck Unit 2 vehicle, who was traveling westbound on SE Carr RD in the number 1 lane
of travel.
I observed substantial damage to the right rear of Unit 2 vehicle.
Unit 1 driver provided me with his WADL, registration and proof of insurance.
I identified Unit 2 as a 2012 Nissan Altima (WA LIC #BIS6945) being driven by the registered owner
of the vehicle, identified by his WA DL as Charles Flanagan (DOB 10/30/1951). Also located in Unit 2
vehicle, in the front right passenger seat, was his wife Pamela K Mccowan-Conyers (DOB
02/28/1960).
Unit 2 driver and passenger told me they were uninjured. I asked Unit 2 driver what happened, he
stated that he was traveling westbound on SE Carr RD in the number 1 lane of travel. As he
approached 103rd Ave SE, Unit 1 vehicle cut in front of him, from the eastbound lane of travel on SE
Carr RD, colliding with the front of his vehicle.
Unit 2 driver provided me with his WADL, registration and proof of insurance.
I observed substantial damage to the front right of Unit 2 vehicle.
All observed damage to both Unit 1 and Unit 2 vehicles were consistent with the version of events
provided by each involved.
I took photographs of both vehicles at the scene along with the sustained vehicle damage to each
unit. All photos were later uploaded to Axon Evidence.
I provided each involved unit with a business card, case number and answered their remaining
questions.
Gene Meyer was dispatched and removed Unit 2 from the scene. Unit 1 cleared the scene

unassisted.
I then provided a courtesy transport to Unit 2 driver and passenger to their Renton residence.
I then cleared the scene.
