EF50224 CASE# 24-13082 O OF COLLI r510NN + 12/23/24 09:58 COLL1 NARRATIVE 24-13082 On 12/23/2024 at approximately 1001 hours, I was dispatched to a two-vehicle collision with reports of injury at the intersection of Renton Avenue South and South 132nd Street, within the City Limits of Renton, County of King, State of Washington. Upon arrival, the Renton Regional Fire Authority (RRFA) was already on scene evaluating the involved parties. The driver of Unit#1 complained of being shaken up or"rattled" while the driver of Unit#2 had suffered a bloody nose and was complaining of left knee and chest pain. While on scene, I collected each of the involved parties driving information and their independent recollection leading up to the collision. All involved parties were treated at the scene by RRFA and released. The driver of Unit#1 stated she was the sole occupant of her vehicle and was traveling westbound in about the 13200 block of Renton Ave S., in the left-turn-lane, and was intending to make a left-turn onto S. 132nd ST. The driver of Unit#1 stated she was listening to her GPS to determine which direction to turn as she was not from the area. The driver of Unit#1 stated she was intending to make a left-turn and had begun to traverse across traffic thinking that she had the time and distance to make the turn. The driver of Unit#1 stated that part way into her turn, she noticed Unit#2 approaching her location from the oncoming lane. Both Unit#1 and Unit#2 collided in the roadway subsequently causing significant damage to the passenger side of Unit#1. The driver of Unit#1 believed that Unit#2 had been traveling too fast for the stretch of roadway they were on. The driver of Unit#2 stated she was the sole occupant of her vehicle and had been traveling eastbound in about the 13200 block of Renton Ave South in the only eastbound lane prior to the intersection of S 132nd ST. The driver of Unit #2 stated she was intending to continue east through the uncontrolled intersection. The driver of Unit#2 stated that while approaching the intersection, she noticed Unit#1 attempt to make a left-turn in front of her vehicle. The driver of Unit#2 tried to avoid the collision but subsequently collided into Unit#1 in the roadway causing significant damage to the front of Unit#2. Based on the above statements, I determined that the driver of Unit#1 did not grant the right of way to Unit#2 traveling in the roadway which had the right of way and was already underway. The driver of Unit#1 was turning left and traversing across traffic and must not do so until it is clear of hazard/traffic. The driver of Unit#1 (Wittman) violated RCW 46.61.185.1 by being the driver of a vehicle intending to turn to the left within an intersection shall yield the right-of-way to any vehicle approaching from the opposite direction which is within the intersection or so close thereto as to constitute an immediate hazard. I issued Wittman a citation via mail for not granting the right of way during a left turn. Both Unit#1 and Unit#2 were towed from the scene due to extensive damage. An exchange of information was provided to all involved parties. I certify (or declare) under penalty of perjury under the laws of the State of Washington that the foregoing is true and correct.
