EF50225 CASE# 24-13084 O OF COLLI r�510NN + 12/23/24 10:55 COLL1 NARRATIVE 24-13084 On 12/23/2024 at approximately 1056 hours, I was dispatched to a blocking vehicle collision with reports of injury at the intersection of SE 128th Street and 160th Ave SE, within the City Limits of Renton, County of King, State of Washington. While en route, Dispatch advised there was a two-vehicle collision with one of the involved vehicles driving into a ditch. One of the involved parties was complaining of injury therefore the Renton Regional Fire Authority (RRFA) was dispatched for a precautionary evaluation. Upon my arrival, RRFA was evaluating all involved parties who were treated and later released at the scene. While on scene, I was able to collect the involved party's information and summary of the events leading up to the collision. The driver of Unit#1 was positively identified by DOL photo as Quinto. The driver of Unit#1 stated she was the sole occupant of her vehicle and had been traveling eastbound on SE 128th Street and approaching the uncontrolled intersection of 160th Ave SE. The driver of Unit#1 stated that the turn she needed to make had come up sooner than she anticipated. The driver of Unit#1 attempted to negotiate the southbound turn (right) onto 160th Ave SE but failed to navigate the turn subsequently striking Unit#2 which was stopped and stationary at the intersection. Both vehicles made contact prior to Unit#1 continuing southeast and off the roadway. Unit#1 came to a rest down a 10-foot embankment and into some shrubbery. The driver of Unit#2 was positively identified by pictured WADL as De Dios Santana. The driver of Unit#2 stated she and her three passengers were traveling northbound on 160th Ave SE and approaching the stop-sign controlled intersection of SE 128th Street. The driver of Unit#2 stated that she was intending to make a turn upon an opening in traffic. While stopped, the driver of Unit#2 observed Unit#1 fail to navigate the turn and subsequently strike Unit#2 which was stopped and stationary at the intersection. Unit#2 suffered significant damage to the rear driver's side fender and quarter panel. I believe the driver of Unit#1 was traveling at a high rate of speed prior to the collision and violated RCW 46.61.400 as no person shall drive a vehicle on a highway at a speed greater than is reasonable and prudent under the conditions and having regard to the actual and potential hazards then existing. In every event speed shall be so controlled as may be necessary to avoid colliding with any person, vehicle or other conveyance on or entering the highway in compliance with legal requirements and the duty of all persons to use due care. I gave the driver of Unit #1 (Quinto) a warning in-person for 46.61.400(1) Speed Too Fast for Conditions. Additionally, the driver of Unit#2 (De Dios Santana) was unable to provide proof of motor vehicle insurance and claimed that she did not have insurance. I issued the driver De Dios Santana a written warning for operating a motor vehicle without insurance. Both Unit#1 and Unit#2 had to be towed due to extensive damage.
