Street Modification Application
The City of Renton, Construction Engineering, is requesting a modification from RMC 4-6-
060F.2 to maintain the existing street sections for Logan Ave S and S 3rd St, surrounding the
proposed World Cup Legacy Square at 510 S 3rd St (APNs 7841800195, 7841800205,
5696000005). The following outlines the required and existing street sections for Logan Ave
S and S 3rd St.
Logan Ave S
Logan Ave S is classified as a Minor Arterial Street within the City Center Community Planning
Area. The required street section includes a minimum right-of-way width of 91 feet, a 54-foot
paved road (27 feet on each side), a 0.5-foot curb, a 12-foot sidewalk with tree wells, and
storm drainage improvements on both sides.
Currently, the right-of-way width, as measured using the King County Assessor’s Map, is 60
feet with approximately 36 feet of ornamental paving. The existing section includes a 0.5-foot
curb, a 17-foot sidewalk on the project side, and a 5-foot sidewalk on the opposite side,
which together support pedestrian access and events. Logan Ave S is designated as a festival
street, designed to serve multiple functions, including pedestrian access, and support of the
Pavilion, Piazza Park, and Gateway Park.
S 3rd St
S 3rd St is classified as a Principal Arterial Street within the City Center Community Planning
Area. The required street section includes a minimum right-of-way width of 91 feet, 54-foot
paved road (27 feet on each side), a 0.5-foot curb, a 12-foot sidewalk with tree wells, and
storm drainage improvements on both sides.
The current right-of-way width, as measured using the King County Assessor’s Map, is 60 feet
and contains two one-way eastbound travel lanes, a right-turn only lane, an 8-foot parking
lane along the north side, and a 12-foot sidewalk with street trees in grates. This section
abuts Gateway Park to the north and parking to the south.

Justification for Street Modifications per RMC 4-9-250.D:
The following is the justification for the street modifications as required by RMC 4-9-250.D.
1. Substantially implements the policy direction of the policies and objectives of
the Comprehensive Plan Land Use Element and the Community Design Element
and the proposed modification is the minimum adjustment necessary to
implement these policies and objectives.
The proposal is consistent with the Comprehensive Plan’s Land Use Element and
Community Design Element and represents the minimum adjustments necessary to
implement these policies. Specifically, the proposed development aligns with the
following policies and goals:
▪ Policy L-2: Support compact urban development to improve health outcomes,
support transit use, maximize land use efficiency, and maximize public
investment in infrastructure and services.
▪ Policy LU-4: Consider surplus public property for other public uses before
changing ownership.
▪ Policy LU-6: Site and design essential public facilities to be efficient and
convenient and to equitably distribute the impacts and benefits. Facilities should
be sited on an arterial street with good access including transit service, and
where parking requirements are appropriate to the use. If the use is people
intensive, it should be in a Center, compatible with surrounding uses and
collocated with other uses when possible.
▪ Goal LU-BB: Ensure new development supports a high quality of life with design
that is functional and attractive.
▪ Goal LU-CC: Support and sustain programs in Renton to encourage the effective
use, preservation, and protection of Renton’s resources.
▪ Goal LU-EE: Build neighborhoods that promote community resilience through
healthy lifestyles, active transportation, proximity to goods and services, access
to local fresh food, environmental sustainability, and a feeling of community.
▪ Goal LU-FF: Strengthen the visual identity of Renton and its Community Planning
Areas and neighborhoods through quality design and development.
▪ Policy LU-49: Encourage the creation and maintenance of places and events
throughout the community where people can gather and interact. Allow for
flexibility in public gathering places to encourage place-making efforts and
activities.
▪ Policy LU-51: Require human-scale features such as pedestrian pathways,
quality landscaping, and public spaces that have discernible edges, entries, and
borders to create a distinctive sense of place in neighborhoods, commercial
areas, and centers.

2. Will meet the objectives and safety, function, appearance, environmental
protection and maintainability intended by the Code requirements, based upon
sound engineering judgment.
The proposed frontage improvements, located within the City Center Community
Planning Area, maintaining the integrity of Logan Ave S as a festival street and ensure
the design integrity of S 3rd St as a functional arterial street. Specifically, the project
will extend the sidewalk onto the property along S 3rd St, creating a 12-foot-wide
sidewalk with tree grates, in line with the City Center Community Planning Area
guidelines.
3. Will not create adverse impacts to other property(ies) in the vicinity.
The requested modification allows the street design to remain unchanged, ensuring
that the surrounding properties are not adversely impacted by this proposal. No
street width changes are included in this modification.
4. Conforms to the intent and purpose of the Code; and
The proposed improvements maintain the character and design integrity of Logan
Ave S as a festival street and S 3rd St as a principal arterial. Specifically, the project
will extend the sidewalk onto the property along S 3rd St, creating a 12-foot-wide
sidewalk with tree grates, in line with the City Center Community Planning Area
guidelines.
5. Can be shown to be justified and required for the use and situation intended.
The proposed modifications maintain the existing street sections for Logan Ave S and
S 3rd St, ensuring continuity and consistency with the street design pattern in the
downtown core.
