24-13306
On 12/30/2024 at approximately 1757 hours, I was dispatched to a two-vehicle collision with reports
of injury at the intersection of Park Avenue North and North 3rd Street, within the City Limits of
Renton, County of King, State of Washington.
While en route, Dispatch advised that two vehicles were involved in a collision, with one of the
involved drivers requesting aid for an evaluation due to being 35-weeks pregnant. The Renton
Regional Fire Authority (RRFA) responded and treated all involved parties at the scene. RRFA
released the involved party at the scene.
Upon my arrival, 1 collected each involved party's information and their independent recollection of
their involvement leading up to the collision.
The driver of Unit#1 stated that he and his three juvenile passengers were traveling southbound on
Park Ave N approaching the controlled intersection of N 3rd ST in lane 1 of 2. The driver of Unit#1
stated that he had just purchased the vehicle for 1450" and had not made necessary repairs, to
include the brakes. The driver of Unit#1 stated he entered the intersection against a red light due to
the defective brakes on the vehicle. Upon entering the intersection, opposing traffic had a green light
to proceed. Both Unit#1 and Unit#2 collided in the intersection. Due to the impact, Unit#1 suffered
moderate to the front of the vehicle because of the collision.
The driver of Unit#2 said she was the sole occupant of her vehicle and was traveling eastbound on N
3rd ST approaching the controlled intersection of Park Ave N in lane 2 of 3 (one-way road). The driver
of Unit#2 stated she was intending to continue east at the intersection. The driver of Unit#2 stated
that she had a stale green light and proceeded into the intersection. Unit#2 was partially into the
intersection when it was struck by Unit#1 causing significant damage to the front, specifically on the
driver's side, of Unit#2.
Dash Camera footage has since been reviewed and uploaded to this case for evidence. The dash
camera footage confirmed the above statements and clearly shows Unit#1 entering the intersection
while Unit#2 had a stale green light for her direction of travel.
Based on the above statements, 1 determined that the Driver of Unit#1 (Brown) is the proximate
cause for the cause of collision due to Entering an Intersection against a Steady Red Circle
(Reference RCW 46.61.055(3A)). Brown violated RCW 46.61.055(3A) as vehicle operators facing a
steady circular red signal alone shall stop at a clearly marked stop line, but if none, before entering
the crosswalk on the near side of the intersection or, if none, then before entering the intersection
control area and shall remain standing until an indication to proceed is shown.
Brown is a juvenile with no identification nor driver's license. His mother, Kelly Brown, later arrived on
scene and positively identified him as Brown, Kell R.D. (DOB 03/05/2008). A DOL records check
confirmed that Brown was operating a motor vehicle without a valid operator's license without
identification, violating RCW 46.20.005 - Driving without a Valid Operator's License without valid
Identification.
Brown was also unable to provide proof of motor vehicle insurance, violating RCW 46.30.020 -
Liability Insurance as no person may operate a motor vehicle subject to registration under chapter
46.16A RCW in this state unless the person is insured under a motor vehicle liability policy with
liability limits of at least the amounts provided in RCW 46.29.090, is self-insured as provided in RCW
46.29.630, is covered by a certificate of deposit in conformance with RCW 46.29.550, or is covered

by a liability bond of at least the amounts provided in RCW 46.29.090. Proof of financial responsibility
for motor vehicle operation must be provided on the request of a law enforcement officer in the format
specified under RCW 46.30.030.
Lastly, Brown was operating a motor vehicle with defective equipment, violating RCW 46.37.360 - All
brakes shall be maintained in good working order and shall be so adjusted as to operate as equally
as practicable with respect to the front and back wheels and to wheels on opposite sides of the
vehicle.
I cited Brown via mail for RCW 46.20.015 - NVOL with Identification (the lesser, non-criminal offense)
via mail. I also issued Brown a Correction Notice for Vehicle Entering Intersection against a Steady
Red Circle, Operating a Motor Vehicle without Insurance, and for Operating with Defective Brakes.
Unit#1 was moved off the roadway so the owner could make arrangements for a private tow. Unit#2
had extensive damage and had to be towed from the scene. An exchange of information was
provided to all involved parties.
