SUPPLEMENTAL STAFF REPORT

SUMMARY: This Supplemental Staff Report revises the staff recommendation for the definition of
major pedestrian corridors.
General Description
Last year, the State Legislature passed House Bill (HB) 1042 requiring jurisdictions to allow the
conversion of commercial and mixed-use buildings to convert to residential buildings. There are some
specific allowances the city must make for such conversions such as not requiring additional parking
beyond what is already provided, not requiring exterior facade or structural changes, and allowing 50%
greater density than is allowed for residential in the zone.
One of the provisions of the legislation allows the city to require ground floor commercial be
retained/provided on major pedestrian corridors as defined by city code. Staff had previously
recommended that those streets be defined as Principal and Minor Arterials as identified on the City’s
COR Mapping system. Staff is revising that recommendation to define major pedestrian corridors as:
• Principal Arterials
• Minor Arterials
• Commercial Mixed Use, Industrial, and Neighborhood Collector Arterials
These classifications are found in RMC 4-6-060 in the Public Streets and Right of Way table which
identifies the functional classifications and the standards such as right of way widths, sidewalk widths,
etc. All three (3) of the above street classes require an 8-foot (8’) sidewalk and 8-foot (8’) planting strip.
These widths work to create a pedestrian friendly environment. Linking the definition to these street
types is a stronger connection. These three (3) street types have the greatest width requirements for
sidewalks and planting strips of all the street types.
