EF78582 CASE# 25-2602 OF LNa 03/22/25 11:06 F coy�isI©�ON u NARRATIVE CC On 03/22/2025 at about 1107 hours I was dispatched to a motor vehicle collision that occurred between two motor vehicles in the 2800 block of NE Sunset Blvd within the city limits of Renton, King County, Washington. When I arrived on scene both involved vehicles were blocking part of the roadway and the Renton Fire Department (RFD) was on scene assisting with traffic control. RFD also evaluated those involved in the collision, but no one was transported to the hospital for any injuries. Pepe Mose (Driver 1) was driving Unit 1 (2004 Mercury Mountaineer with Washington state license plate CNR2120), and Joeann V. Mose was seated in the front passenger seat of Unit 1. Carl Lafraugh (Driver 2) was driving Unit 2 (2020 Acura RDX with Washington state license plate BVN0343). Carl explained that he was traveling in the inner eastbound lane (closest to the center line) of the 2800 block of NE Sunset Blvd when he saw Unit 1 exit a commercial driveway (2801 NE Sunset Blvd) from the south side of the roadway. Unit 1 entered the eastbound lanes of the roadway and both Unit 1 and Unit 2 collided. The front end of Unit 2 struck the front driver side area of Unit 1. Unit 2 had damage to its front end and was not able to be driven from the scene. Unit 2 was towed (private tow) from the roadway. The front driver side airbag inside Unit 2 was deployed, but Carl originally said he was not injured. I later received an email message from Carl, at about 1558 hours, informing me that he went to the hospital for injuries he suffered from the collision. Carl had injuries to his left hand, left knee, and right ankle. At about 1822 hours, I called and spoke to Carl over the phone. Carl told me he had a fracture in his left hand and a fracture in his right ankle. Carl was discharged from the hospital on the same day. Pepe spoke Samoan and minimal English, but Joeann (relative) was able to assist with translating. Pepe and Joeann both said that they were attempting to turn left from the driveway when the collision occurred. Joeann stated she was giving Pepe driving directions to get to a nearby business at the time of the collision. The front driver side area of Unit 1 was damaged and unable to be driven from the scene. Unit 1 was towed (private tow) from the roadway. Neither Pepe nor Joeann complained of any injuries. Pepe had a Washington state photo ID card, but he did not have a driver's license. I confirmed through Washington state DOL that Pepe was not licensed to drive. Pepe was unable to provide proof of insurance for the vehicle. Unit 2 appeared to have the right of way at the time of the collision, and Pepe's actions while driving appeared to contribute to the circumstances of the collision when he did not yield the right of way to Unit 2 as Pepe made a left turn. I completed infraction #5A0074165 against Pepe Mose for the following infractions: Failure to yield while making a left turn (RCW 46.61.185.1), Operating a motor vehicle without insurance (RCW 46.30.020), and Operating a motor vehicle without a valid operator's license with a valid ID (RCW 46.20.015).
