The following briefly describes the application and the necessary Public Approvals. A Notice of Application was issued for the Bull Residence Accessory Dwelling Unit and Detached Garage on December 26, 2024 and included a two (2) week comment period. The initial Notice of Application (NOA) was inadvertently issued without the optional DNS-M process. Therefore, a correction re-notice of application with a new fourteen (14) day public comment period is being issued. DATE OF RE-NOTICE OF APPLICATION: April 9, 2025   PROJECT NAME/NUMBER: PR24-000074 Bull Conditional Use Permit and a Reasonable Use Variance for an Accessory Dwelling Unit Development / LUA24-000367, ECF, CU-A, V-A   PROJECT LOCATION: 5424 NE 10th St (APN 1023059365)   APPLICANT/PROJECT CONTACT PERSON: Leah and Tristan Bull / 5424 NE 10th St, Renton, WA 98059 / tristan.m.bull@gmail.com   LOCATION WHERE APPLICATION MAY BE REVIEWED: Applicant documents are available online through the City of Renton Document Center website. PROJECT DESCRIPTION: The applicant is requesting Environmental (SEPA) Review, Conditional Use Permit (CUP), and a Reasonable Use Variance to construct a 968 sq. ft. detached Accessory Dwelling Unit (ADU) over a garage at 5424 NE 10th St, Renton, WA 98059 (APN 1023059365). The 1.26-acre irregular shaped parcel is located in the Residential-4 (R-4) zoning district and is designated Residential Low Density (RLD) in the Comprehensive Plan. The site currently contains an existing single-family dwelling unit. According to City of Renton (COR) Maps, the site has identified high erosion hazards, regulated slopes, a Category II Wetland, and a Type F stream (Honey Creek) that flows through the western portion of the site. The applicant submitted a Geotechnical Engineering Investigation, Wetland and Stream Delineation Report, and Standard Stream Study with the application.  DATE OF APPLICATION: November 21, 2024  DATE OF INITIAL NOTICE OF COMPLETE APPLICATION: December 26, 2024  OPTIONAL DETERMINATION OF NON-SIGNIFICANCE, MITIGATED (DNS-M): As the Lead Agency, the City of Renton has determined that probable significant environmental impacts from the proposed project can be mitigated. Therefore, as permitted under the RCW 43.21C.110, the City of Renton is using the Optional DNS-M process to give notice that a DNS-M is likely to be issued. Comment periods for the project and the proposed DNS-M are integrated into a single comment period. There will be no comment period following the issuance of the Threshold Determination of Non-Significance-Mitigated (DNS-M). This may be the only opportunity to comment on the environmental impacts of the proposal. A 14-day appeal period will follow the issuance of the DNS-M.  PERMITS/REVIEW REQUESTED: Environmental (SEPA) Review, Administrative Conditional Use Permit, and a Reasonable Use Variance  OTHER PERMITS WHICH MAY BE REQUIRED: Building Permit   REQUESTED STUDIES: Geotechnical Engineering Investigation, Wetland and Stream Delineation Report, and Standard Stream Study  CONSISTENCY OVERVIEW:    Zoning/Land Use: The subject site is designated Residential Low Density (RLD) on the City of Renton Comprehensive Land Use Map and Residential 4 (R-4) on the City’s Zoning Map.   Environmental Documents that Evaluate the Proposed Project: Environmental (SEPA) Checklist   Development Regulations Used For Project Mitigation: The project will be subject to the City’s SEPA ordinance, RMC 4-2, RMC 4-3-050, RMC 4-4, RMC 4-6-060, RMC 4-9-030, RMC 4-9-070, RMC 4-9-250, and other applicable codes and regulations as appropriate.   Proposed Mitigation Measure(s): The following Mitigation Measure(s) will likely be imposed on the proposed project. These recommended Mitigation Measure(s) address project impacts not covered by existing codes and regulations as cited above.   1. The applicant shall prepare and submit an Inadvertent Discovery Plan (IDP) prior to the start of any ground-disturbing activities. The applicant shall provide notification to Tribes’ cultural committee prior to the start of construction.
