The project property is located at 15711 152nd Ave SE in Renton, Washington. The site is bordered by
Maple Valley Highway (SR 169) to the north, 152nd Ave SE to the northeast, housing subdivision to the
east, undeveloped forest to the south and southwest, and a housing subdivision to the northwest. The
project site is currently developed with a 54,320 square foot Church, a 36,000 square foot Church
Auditorium added in 2010 (total 90,320 square feet of church use), a 38,680 square foot Private School
serving children from kindergarten – 8th grade, children outdoor play areas, and a multi-purpose
playfield with associated parking, drive aisles, landscaping, and supporting utility infrastructure on the
56-acre site.
The project is to construct a new approximately 6,400 square foot office building at the north side of the
existing parking lot, along with associated parking, sidewalks, landscaping, and utilities. Additionally,
frontage improvements along SR-169 will be required and include undergrounding of the existing
overhead utility infrastructure, rerouting the existing sidewalk to provide a 6’ planting buffer between
the curb and sidewalk, and replacement of the curb ramps (SE and SW quadrant) at the intersection of
SR-169 and 152nd Ave SE. Access to the site will remain unchanged.
The project site lies within the Lower Cedar River Basin and Madsen Creek sub basin.
The property is split-zoned with R-14 (Residential 14 DU/acre) zone located on the northern portion of
the property and the RC (Resource Conservation) zone on the southern portion of the property.
Design Criteria:
The City of Renton has adopted the 2022 Renton Surface Water Design Manual (RSWDM) for the design
of stormwater facilities. Per the requirements of the RSWDM this project is subject to Full Drainage
Review, which include all 9 Core Requirements and 6 Special Requirements.

Proposed Drainage System:
The proposed office building will interrupt existing drainage patterns in the parking lot. Therefore, new
catch basins and storm drainage piping will be required to collect and convey stormwater around the
building to the existing storm drainage system.
Given the limited scope of the frontage improvements, no additional associated stormwater
improvements will be constructed apart from placing amended soils in the disturbed landscape areas
per RSWDM Appendix C, Section C.2.13.

Drainage Basin
The project site lies within the Cedar River Basin and Madsen Creek sub basin.
Existing Sub-basins
The existing site consists of 21 separate sub-basins tributary to respective catch basins all of which
collect and convey stormwater to the existing stormwater pond located at the northwest corner of the
property. For more detailed information see the Technical Information Report prepared by Barghausen
Consulting Engineers dated May 4, 2009 included in this report as Appendix D.

Geotechnical Report
A geotechnical feasibility study was prepared by Associated Earth Sciences, Inc. (AESI), dated September
15, 2022. Based on the report, three hand borings were advanced in the vicinity of the existing sidewalk
within the right-of-way along Maple Valley Highway in efforts to determine BMP feasibility within the
project area. Per the geotechnical report prepared by AESI, the following conclusions were presented:
“In our opinion, based on data included in this report including site reconnaissance, research of design
documents from previous projects onsite, subsurface exploration, and geologic interpretations, the soils
underlying and adjacent to the existing sidewalk along the frontage to Maple Valley Highway at this site
are comprised of non-select fill and are not a suitable receptor horizon for stormwater infiltration.
Existing fill soils are not a suitable infiltration receptor based on random grain size and debris. The area
of the planned frontage improvements is bounded on the north by an existing fill pad of unknown
thickness for Maple Valley Highway, and to the south by existing fill related to the deep public
stormwater line.
Other limitations on infiltration include interpreted underlying low-permeability fine-grained Holocene
alluvium and shallow depth to groundwater. Our previous explorations on portions of the site farther
from the frontage to Maple Valley Highway encountered native alluvial sediments at relatively shallow
depths that were observed to be seasonally saturated at near-surface elevations and wetland conditions
exist in portions of the site bordering Madson Creek. We did not encounter any groundwater in our
recent explorations; however, at the time of these explorations (August 18, 2022) groundwater was
actively flowing in Madson Creek adjacent to the frontage to Maple Valley Highway, at an elevation
approximately 5 feet below the ground surface elevation of our explorations. Our recent explorations
were completed at a time of year when groundwater elevations are expected to be near their lowest
seasonal elevations.
Due to the observed shallow groundwater conditions and existing fill, shallow infiltration is not
feasible, in our opinion, using conventional shallow infiltration strategies such as infiltration trenches,
infiltrating bioretention areas, or permeable pavements. Full or basic dispersion stormwater BMPs as
well as the use of soil amendments for post-construction soil quality and depth mitigation are, in our
opinion, feasible from a geotechnical standpoint.”

As required by the 2022 City of Renton Surface Water Design Manual (SWDM) this project is subject to a
full drainage review. Therefore, the storm drainage design for this project is required to comply with all
nine (9) Core Requirements, and six (6) Special Requirements. The requirements have been met as
follows:
Core Requirement #1: Discharge at Natural Location
All surface and storm water runoff from a project must be discharged at the natural location so as not
to be diverted onto or away from downstream properties. The manner in which runoff is discharged
from the project site must not create a significant adverse impact to downhill properties or drainage
facilities.
Response: Runoff from the relocated sidewalk will sheet flow north into the new landscape strip
adjacent to the curb line. Runoff in the parking lot near the proposed office building will be collected
and re-routed around the building to the existing storm drainage system. All other disturbed areas
remain unchanged.
Core Requirement #2: Off-site Analysis
All proposed projects must submit an offsite analysis report that assesses potential offsite drainage
and water quality impacts associated with the development of the project site, and that proposes
appropriate mitigation of those impacts.
Response: Per the City Engineer, as this project is exempt from Core Requirement #3 (Flow Control) and
Core Requirement #8 (Water Quality, and the project does not change the rate, volume, duration, or
location of discharge to and from the project site, Core Requirement #2 is deemed exempt.
Core Requirement #3: Flow Control
All proposed projects, including redevelopment projects, must provide onsite flow control facilities to
mitigate the impacts of storm and surface water runoff generated by new impervious surface, new
pervious surface, and replaced impervious surface targeted for flow mitigation.
Response:
Per City of Renton SWDM, because the project will result in greater than 5,000 sf of new plus replaced
impervious surface, flow control requirements have been evaluated. Refer to Section 4 for flow control.
Core Requirement #4: Conveyance System
All engineered conveyance system elements for proposed projects must be analyzed, designed, and
constructed to provide a minimum level of protection against overtopping, flooding, erosion, and
structural failure.
Response: New conveyance is required to re-route drainage around the proposed office building and also
to convey roof runoff to the existing drainage system. The proposed 12” pipes at minimum 1% slope are
adequate to convey existing and new flows as needed. Refer to Section 5 for conveyance analysis.

Core Requirement #5: Erosion and Sediment Control
All proposed projects that will clear, grade, or otherwise disturb the site must provide erosion and
sediment controls to prevent, to the maximum extent practicable, the transport of sediment from the
project site to downstream drainage facilities, water resources, and adjacent properties. Both
temporary and permanent ESC measures shall be implemented.
Response: Erosion and sediment control requirements will be an integral part of the project construction
documents. These measures will include methods to reduce erosion of onsite site soils and to prevent
sediments from inadvertently leaving the project site. Additionally, the ESC measures will prevent
sediment-laden discharge from entering the existing stormwater water facilities. ESC plans and a CSWPP
are included in the civil construction permit submittal.
Core Requirement #6: Maintenance and Operations
Maintenance and operation of all drainage facilities is the responsibility of the property owner, except
those facilities for which the City of Renton assumes maintenance and operation, and must be
maintained and operated in accordance with King County or other maintenance standards as
approved by the City of Renton.
Response: The Operations and Maintenance Manual prepared as part of the Church Additions in 2009 is
applicable to this project and is included in this report – see Appendix D.
Core Requirement #7: Financial Guarantees and Liability
In accordance with RMC 4-6-030, CED shall require all persons constructing any surface water facilities
(including flow control/water quality facilities, conveyance systems, erosion control, and road
drainage), to post with the City of Renton a bond, assignment of funds or certified check. The
applicant must also maintain liability insurance.
Response: This Core Requirement will apply as conveyance systems are to be constructed as part of this
project. A Performance Bond will be submitted per COR standards.
Core Requirement #8: Water Quality
All proposed projects, including redevelopment projects, must provide water quality (WQ) facilities to
treat the runoff from those new and replaced pollution-generating impervious surfaces and new
pollution-generating pervious surfaces targeted for treatment.
Response: Per City of Renton SWDM, because the project will result in greater than 5,000 sf of new plus
replaced impervious surface, water quality requirements have been evaluated. Refer to Section 4 for
water quality.
Core Requirement #9: On-Site BMPs
All proposed projects, including redevelopment projects, must provide on-site BMPs to mitigate
impacts of storm and surface water runoff generated by new impervious surface, new pervious
surface, existing impervious surfaces, and replaced impervious surface targeted for mitigation as
specified in the following sections. On-site BMPs must be selected and applied according to the basic
requirements, procedures, and provisions detailed in this section and the design specifications for each
BMP in Appendix C, Section C.2 or the RSWDM.

Response: On-site BMPs are required to be evaluated for this site. Per the City of Renton SWDM, Section
1.2.9.1, on-site BMPs must be applied if feasible as specified in the requirements. See Section 4 of this
report for more details.
Special Requirement #1: Other Adopted Area-Specific Requirements
The City of Renton may apply requirements for controlling drainage on an area-specific basis.
Potential other adopted area-specific requirements may include Master Drainage Plans, Basin Plans,
Stormwater Compliance Plans, etc.
Response: The project site does not lie within a mapped special requirement area or within a critical
area.
Special Requirement #2: Flood Hazard Area Delineation
Threshold and Requirement:
IF a proposed project contains or is adjacent to a flood hazard area for a river, stream, lake, wetland,
closed depression, or if other City of Renton regulations require study of flood hazards related to
the proposed project …
THEN the 100-year floodplain, and applicable floodway, shall be determined and their boundaries,
together with the boundaries of the severe and moderate channel migration hazard area (if
applicable), shall be delineated on the site improvement plans and profiles, and on any final
subdivision maps prepared for the proposed project.
Response: The project site lies within the City of Renton Special Flood Hazard Area (determined by FEMA
FIRM Panel 53033C098AG dated August 19, 2020) and is subject to the provisions of this requirement.
However, the proposed improvements in this area are limited to underground utilities and the surface
will be restored to existing grades/conditions.
Special Requirement #3: Flood Protection Facilities
Threshold and Requirement: IF a proposed project will:
• Rely on an existing flood protection facility (such as a levee or revetment)
for protection against hazards posed by erosion or inundation, OR
• modify or construct a new or to modify an existing flood protection facility . . .
THEN the applicant shall demonstrate that the flood protection facility, as determined by a licensed
professional engineer, conforms with siting, structural stability, environmental, and all other relevant
standards cited in the following regulations and documents:
• Washington State Integrated Streambank Protection Guidelines,
• Corps of Engineers Manual for Design and Construction of Levees (EM 1110-2-1913),
• RMC 4-3-050 and
• Special Requirement #1 (specifically the City Hazard Mitigation Plan)
AND, flood containment levees shall meet or exceed the professional engineering standards
summarized in FEMA National Flood Insurance mapping regulations (44 CFR, subsection 65.10) or
FEMA’s Analysis and Mapping Procedures for non-Accredited Levee Systems.

Response: The proposed project will not rely on an existing flood protection facility or modify or
construct a new flood protection facility.
Special Requirement #4: Source Control
Threshold and Requirement:
IF a proposed project requires a commercial building or commercial site development permit …
THEN water quality source controls applicable to the proposed project shall be applied as described
below in accordance with the King County Stormwater Pollution Prevention Manual and Renton
Municipal Code, Title IV.
Response: Water quality source controls are to be implemented in accordance with the RSWDM and
Renton Municipal Code IV as required.
Special Requirement #5: Oil Control
Threshold and Requirement:
IF a proposed project:
• Develops a site that will have high-use site characteristics, OR
• Is a redevelopment project proposing $100,000 or more of improvements to an existing high-use
site, OR
• Is a redevelopment project that results in new plus replaced pollution generating impervious
surfaces of 5,000 square feet or more or new pollution generating pervious surface of ¾ acre or
more improvements to an existing high-use site …
THEN the project must treat runoff from the high-use portion of the site using oil control treatment
options from the High-Use menu in the RSWDM.
Response: The proposed development does not meet the requirements for a high-use site. The
redevelopment will result in a reduction of pollutant-generating impervious area, and will not require
additional treatment for oil control.
Special Requirement #6: Aquifer Protection Area
If a proposed project is located within the Aquifer Protection Area as identified in the RMC 4-3-050,
this special requirement requires the project to determine those components that are applicable and
delineate them on the project’s site improvement plans.
Response: The project is located within Aquifer Protection Area Zone 2. Since conveyance systems are to
be constructed as part of this project, this requirement applies and must be reviewed. Per Section 1.3.6
of the RSWDM, if a proposed project is in Zone 2 of the APA, then the following may require a liner in
accordance with the design criteria in Section 6.2.4:
a) Facilities that allow runoff to have direct contact with the soil, such as flow control and water
quality treatment ponds, stormwater wetlands, filter strips, and infiltration facilities.
b) Open channel conveyance systems that are not concrete lined, such as ditches as swales.

Since the proposed conveyance system consists solely of underground storm drain pipe and storm
structures, liners are not necessary or applicable to this project and will not be proposed.
Upstream Analysis
Due to the existing topography, minimal tributary area drains to the site where the proposed church
office is located. Existing catch basins are located to the west, east and south of the proposed
improvements that will continue capturing surface runoff. Existing perimeter curbing north of the
proposed building prevents upstream run-on.
Stormwater runoff within the ROW sheet flows to the curb and gutters where it is then collected within
catch basins and conveyed via underground pipes.
Downstream Analysis
Per discussions with the City Engineer, this project is exempt from this requirement as it is already
exempt from Core Requirements #3 (flow control) and #8 (water quality), and does not change the rate,
volume, duration, or location of discharges to and from the project site.

Target Impervious Surfaces
Per the City of Renton SWDM, target impervious surface is defined as the portion of a site’s new and/or
replaced impervious surface from which runoff impacts are required to be mitigated by a particular set
of drainage requirements (flow control facility, water quality facility, and/or on-site BMP). For a
redevelopment project, when the value of the proposed improvements is less than 50% of the assessed
value of the existing site improvements, only new impervious surfaces (not replaced impervious
surfaces) are classified as target impervious surfaces.
Per information obtained from the King County Department of Assessments, the 2023 tax year
appraised value of the improvements for the parcel (excluding land value) was $17,635,500. The
estimated value of the proposed improvements is $3,733,000, which is approximately 21% of the
assessed value of existing site improvements. Therefore, drainage requirements have only been applied
to new impervious surfaces.
Flow Control
As discussed above, drainage requirements are only to be applied to new impervious surfaces. The
proposed impervious surfaces are all replaced, and result in a reduction in both overall impervious areas
and pollutant-generating impervious areas. As such, no flow control is required for the project
impervious surfaces. See area summaries below in Tables 2-5.
Water Quality
As discussed above, drainage requirements are only to be applied to new impervious surfaces. The
proposed impervious surfaces are all replaced, and result in a reduction in both overall impervious areas
and pollutant-generating impervious areas. As such, no water quality is required for the project
impervious surfaces. See area summaries below in Tables 2-5.

On-Site Stormwater BMPs
On-site BMPs are required to be evaluated for this site. Per the City of Renton SWDM, Section 1.2.9.1,
on-site BMPs must be applied if feasible as specified in the requirements. The feasibility of on-site
stormwater BMPs is evaluated below:
Full Dispersion
The proposed project site does not provide adequate means to satisfy the requirements for full
dispersion as a native vegetative flow path of at least 100 feet is not available to utilize for full
dispersion. The site topography and features within the site area also contribute to the infeasibility
of utilizing full dispersion.
Full Infiltration
Per the Geotechnical Engineering Report prepared by Associated Earth Sciences, Inc, prepared on
September 15, 2022, infiltration is not recommended for this project due to the limited infiltrative
capacity of site soils and ground water levels.

Limited Infiltration
Per the Geotechnical Engineering Report prepared by Associated Earth Sciences, Inc, prepared on
September 15, 2022, infiltration is not recommended for this project due to the limited infiltrative
capacity of site soils and ground water level.
Bioretention
Bioretention is not suitable per the Geotech’s recommendation that infiltration is not utilized for
this project.
Permeable Pavement
Permeable pavement is not suitable per the Geotech’s recommendation that infiltration is not
utilized for this project.
Basic Dispersion
Dispersion of stormwater runoff generated from the proposed project site is infeasible as the
vegetative flow path segment dimensional requirements cannot be met due to site topography and
surface features.
Perforated Pipe Connection
Perforated pipe connections for roof downspouts are not suitable per the Geotech’s

All erosion and sediment control measures shall be governed by the requirements of the City of Renton
and the Washington State Department of Ecology. A temporary erosion and sedimentation control plan
will be prepared to assist the contractor in complying with these requirements. The Erosion and
Sediment Control (ESC) plan is included with the construction plans.
1. Erosion Risk Assessment
The degree of erosion risk on the proposed project site is minimal. Slope across the site is minimal.
Runoff will not travel at high velocities across the site and, therefore, will not cause noticeable erosion
impacts.
2. Construction Sequence and Procedure
The proposed development will include an erosion/sedimentation control plan designed to prevent
sediment-laden run-off from leaving the site during construction. The erosion potential of the site is
influenced by four major factors: soil characteristics, vegetative cover, topography, and climate.
Erosion/sedimentation control is achieved by a combination of structural measures, cover measures,
and construction practices that are tailored to fit the specific site.
Prior to the start of any grading activity upon the site, all erosion control measures, including stabilized
construction entrances, shall be installed in accordance with the construction documents.
The best construction practice will be employed to properly clear and grade the site and to schedule
construction activities. The planned construction sequence for the construction of the site is as follows:
1. Attend a pre-construction meeting with the City of Renton.
2. Install temporary erosion control features.
3. Demolish existing structure(s).
4. Clear and grub site.
5. Install storm drainage and utilities.
6. Grade site.
7. Construct buildings.
8. Pave site and install landscaping.
9. Remove temporary erosion control features once site is fully stabilized.

3. Trapping Sediment
Structural control measures will be used to reduce erosion and retain sediment on the construction site.
The control measures will be selected to fit specific site and seasonal conditions.
The following structural items will be used to control erosion and sedimentation processes:
• Stabilized construction entrances
• Filter fabric fences
• Catch Basin Inlet Sediment Protection
• Proper Cover measures
Weekly inspection of the erosion control measures will be required during construction. Any sediment
buildup shall be removed and disposed of off-site.
A stabilized construction entrance will not be necessary given the limited project scope and the area is
primarily paved. In the event that mud is tracked off site, it shall be swept up and disposed of off site on
a daily basis. Depending on the amount of tracked mud, a vehicle road sweeper may be required.
Because vegetative cover is the most important form of erosion control, construction practices must
adhere to stringent cover requirements. More specifically, the contractor will not be allowed to leave
soils open for more than 14 days and, in some cases, immediate seeding will be required.
4. Wet Season TESC Operating Plan
Work between October 1st and April 30th must adhere to the Wet Season Special Provisions noted in the
2022 RSWDM.

The only modifications proposed to the existing stormwater facilities include the installation of three new
catch basin structures that will allow for the construction of the new building. As described in previous
sections of this TIR, the proposed drainage conveyance utilizes 12” piping sloped at 1.0% to convey
existing flows to the existing storm system. As such, all previously approved stormwater covenants for
the overall parcel are applicable to this project as well.
