EF59386 CASE# 25-685 OF COLLISION01/21/25 13:53 NARRATIVE 25-685 On 01/21/2025 at approximately 1353 hours, I, Officer Lantagne, responded to a non-blocking, non- injury collision which occurred in the 200 block of SW Grady WAY, which is located in the City of Renton, County of King, and the State of Washington. I responded in my fully marked police vehicle, wearing my patrol uniform and body worn vehicle. I was advised by Dispatch the vehicles involved continued driving to the Renton Police Department, 1055 S Grady Way. I arrived at the police department and observed Unit#1, a 2005 Honda Pilot with license plates CKT8769 issued out of Washington State, and Unit#2, a 2019 Tesla Model 3 with license plates CFR7495 issued out of Washington State, parked in the upper level of the parking lot. The driver of Unit#2 advised he had hit his head on the steering wheel. I did not observe any redness or swelling indicating a possible injury. I contacted the driver of Unit#1, Johnathan P. Ruscoe (DOB 11/14/1990), who told me the following: Ruscoe was driving eastbound on S Grady WAY and changed lanes in front of Unit#2. The driver of Unit#2 started to "road rage" and was driving erratically around Ruscoe while yelling racial slurs at him. The driver of Unit#2 drove in front of Ruscoe and stopped suddenly. Ruscoe attempted to change lanes to avoid the collision but the front right of his vehicle struck the left rear bumper of Unit #2. Because the driver of Unit#2 was road raging, Ruscoe continued driving to the police station. I contacted the driver of Unit#2, Palmer C. McCraw (DOB 03/25/1986), who told me the following: McCraw was driving eastbound on S Grady WAY and as he was approaching the intersection of Rainier AVE S, Unit#1 changed lanes in front of him and cut him off. McCraw merged into the lane to his left and the driver of Unit#1 got behind him. McCraw stopped for traffic stopped at the intersection and Unit#1 merged into the lane to McCraw's left and struck McCraw's vehicle while it was stopped. I observed the damage to the vehicles and other physical evidence was consistent with the statements made by both drivers. Unit#1 had minor damage to the right front bumper which was scraped with cracked paint. Unit#2 had minor scrapes and silver paint transfer to the left rear bumper. The collision diagram is an accurate illustration of the events leading up to the collision. I provided an exchange of information to Ruscoe and McCraw. I checked the traffic cameras at the intersection of Rainier AVE S and S Grady WAY which did not capture the collision due to the direction of the cameras. I, Officer P.
