Page 1 1 PROJECT OVERVIEW 1.1 INTRODUCTION The May Creek Trail South project (Project) will expand the existing soft surface trail system within the May Creek Greenway and provide minor frontage road improvements along Lake Washington Boulevard N. There is an existing trail that runs along the north side of May Creek; it was originally constructed in 2012 and extended in 2018. The new trail will be constructed along the south side of May Creek and will connect to the north side trail via a new bridge. The southside trail will be composed of a combination of soft surface trail, boardwalk, a prefabricated aluminum bridge. The trail is also passing through existing wetlands and the work will include wetland and riparian enhancement. The trail will be approximately one-quarter mile in length, with two spurs leading to viewing areas. The boardwalk sections will be located where the trail crosses above wetlands. The frontage road improvements will include an extension of the existing sidewalk, curb and gutter, connecting the north and south trail entrances along a portion of Lake Washington Blvd N that will comply with the City of Renton’s Complete Street Standards. The project is located entirely within the City of Renton (COR), Washington. The project is in the May Creek Greenway at May Creek Park at 4260 Lake Washington Blvd N. This drainage report documents the drainage analysis for this project. The requirements for drainage analysis are based on the 2022 City of Renton Surface Water Design Manual (2022 RSWDM). 1.2 PURPOSE OF REPORT The purpose of this report is to describe and document the hydrologic and hydraulic conditions of the project site using established procedures and methodologies according to the 2022 RSDWM as well as to describe how the project will satisfy the City’s applicable drainage minimum and special requirements. The storm drainage requirements discussed in this report are based on a 60% level design and will need to be revisited as design progresses. 1.3 SITE DESCRIPTION The COR is constructing a trail extension within the existing May Creek Greenway Park on a parcel that runs along the easterly side of Lake Washington Blvd N between Wells Ave North and North 43rd Street. May Creek runs roughly through the center of this parcel, flowing from southeast to northwest. A portion of the parcel lies within a flood hazard zone that has been designated Special Flood Hazard Zone AE. The trail extension will run to the south of May Creek, just outside the Special Flood Hazard Zone. Four wetlands and several mature trees have been identified on the parcel. Steep slope hazard areas are also present within the site, primarily on the southern portion of the parcel. The May Creek Greenway Park is owned and maintained by the COR. The Project site also consists of a 100 ft long segment of Lake Washington Blvd N that runs along the northwestern edge of the parcel containing the trail extension. Lake Washington Blvd N is a two-lane Collector Arterial with an existing right-of-way width of approximately 60 ft and bike lanes in each direction. The posted speed limit is 25 miles per hour. The project can be considered one threshold discharge area (TDA) as all parts of the project site discharge into May Creek within ¼ mile. TDA 1 includes both the trail extension improvements and the Lake Washington Blvd N frontage road improvements. It has been evaluated as a site redevelopment package. This type of development determines the Target Impervious Surfaces that are required to be mitigated by Core Requirement #3 (Flow Control Facilities), Core Requirement #8 (Water Quality Facilities), and Core Requirement #9 (On-Site BMPs). The Project is classified as a redevelopment with greater than 5,000 square feet impervious and improvements greater than 50% of the assessed value of the existing site improvements. Therefore, the Target Impervious Surfaces include new impervious surface (Core Requirement #3), new plus replaced impervious surface (Core Requirement #9), and new plus replaced PGIS (Core Requirement #8). The required core and special requirements for a Full Drainage Review were reviewed for applicability to the Project’s proposed improvements. 2.1 CONDITIONS 2.1.1 PREDEVELOPED CONDITIONS LAKE WASHINGTON BLVD N Stormwater runoff from the Lake Washington Blvd N portion of TDA 1 is collected in a system of vegetated swales and culverts on the southeast side of Lake Washington Blvd N. The flow from this system of swales and culverts outlets into Wetland A, where it merges with runoff from the May Creek South Trail portion of TDA 1 and then outfalls into May Creek. MAY CREEK SOUTH TRAIL Stormwater runoff from the proposed May Creek South Trail portion of TDA 1 travels as sheet flow generally from the sloped area along the southerly portion of the parcel. The runoff travels to either the flatter part of the site or to a wetland and finally flows into May Creek. 2.1.2 DEVELOPED CONDITIONS LAKE WASHINGTON BLVD N Lake Washington Blvd N improvements include approximately 150 linear feet of 5-foot wide sidewalk, curb, and gutter (new PGIS) adjacent to the northbound lanes from the new May Creek South Trailhead to connect to the existing sidewalk, curb, and gutter on the Lake Washington Blvd bridge over May Creek. In addition, there will be approximately 100 feet of 2 inch grind and overlay adjacent to the new sidewalk, curb, and gutter until the improvements meet the bridge. There is a proposed catch basin at the downstream end of the new curb and gutter to capture the flow from the added impervious areas of the frontage road improvements that will discharge via 12” storm drain into Wetland A and eventually May Creek. The existing system of vegetated swales and culverts on the southeast side of Lake Washington Blvd N, upstream of the improvements, will not be impacted and the stormwater runoff to this system will not change except for the replacement of a 12” culvert that is in bad condition (See Section 3 for further information). In addition to these improvements, there will also be re-striping over existing pavement with a revised lane configuration for approximately 400 feet on Lake Washington Blvd N, but this will not have any drainage impacts. MAY CREEK TRAIL SOUTH WSP60% Design Phase Drainage Report WSP.com City of Renton – PARKS PLANNING AND DEVELOPMENT Page 4 MAY CREEK SOUTH TRAIL The parcel will be redeveloped to include a trail along the southern side of May Creek that will connect to the existing northern trail via an engineered prefabricated aluminum bridge. The trail will be composed of alternating segments of bark mulch surfacing and fiberglass reinforced plastic (FRP) Grating surfacing. The proposed trail is considered new impervious surface, but it is not a pollution generating impervious surface. There are 4 V-Ditches and 5 culverts designed to intercept upslope runoff prior to reaching the new trail and maintain existing conditions by routing it to the same respective Wetlands and eventually into May Creek. CORE REQUIREMENTS The target surfaces being added or replaced will not require flow control per Core Requirement #3, nor treatment for water quality per Core Requirement #8. Flow control is not required because TDA 1 qualifies for Exemption #2 as the increase in 100-year peak flow is less than 0.15 cfs when comparing existing vs. proposed site conditions. Further discussion is in section 4.1.1. For Core Requirement #8, TDA 1 qualifies for Exemption #1 as the new plus replaced PGIS is less than 5,000 sf and less than ¾ acre of new PGPS will be added. See section 4.1.2 for further information. 2.1.3 SOILS AND GROUNDWATER Geotechnical investigations were conducted by PanGeo Incorporated in March 2023. The water table is found at a depth of 2 ft below the surface and are expected to fluctuate with seasonal flow changes in the creek. Per the investigations, soils were characterized as alluvium and colluvium overlying glacial outwash material and glaciolacustrine material. 2.2 CORE REQUIREMENTS SUMMARY Table 2-1 summarizes each core requirement and special requirement in the 2022 RSWDM and its applicability to the project. CR 8 Water Quality Water quality treatment is not required for the improvements. See discussion in Sections 4.1.2 and 4.2.2 of this report. CR 9 On-Site BMPs While On-Site BMPs are required for the project improvements, it is not feasible to provide due to proximity of discharge locations to steep slope hazard areas. See discussion in Sections 4.1.3 and 4.2.3 of this report. SR 1 Other Adopted Area- Specific Requirements The project also must comply with requirements from the City of Renton Shoreline Master Program. SR 2 Flood Hazard Area Delineation A portion of the project lies within a flood hazard area (type AE). This area has been delineated on project plans. Refer to FIRM panel in Appendix A. SR 3 Flood Protection Facilities This requirement does not apply because the project does not rely on an existing flood protection facility nor is it modifying or constructing a new flood protection facility. SR 4 Source Control The project improvements do not include any activities that require source control. SR 5 Oil Control The project improvements do not include any activities that require oil control. SR 6 Aquifer Protection Areas This requirement does not apply because the project is not located within an Aquifer Protection Area. MAY CREEK TRAIL SOUTH WSP60% Design Phase Drainage Report WSP.com City of Renton – PARKS PLANNING AND DEVELOPMENT Page 6 3 OFFSITE ANALYSIS Per section 1.2.2 of the 2022 RSWDM, an offsite analysis is required for the project to identify and evaluate any offsite flooding, erosion, and water quality problems that may be caused by the project. The offsite analysis is composed primarily of a Level 1 downstream analysis that examines the drainage system one-quarter mile downstream of the project and secondarily, an evaluation of the upstream drainage system to verify that the project will not cause significant flooding and erosion impacts. The Level 1 downstream analysis per Section 1.2.2.1 of the 2022 RWSDM is composed of the following: Task 1: Define and map the study area Task 2: Review all available information on the study area Task 3: Field inspect the study area Task 4: Describe the drainage system, and its existing and predicted drainage and water quality problems 3.1 PROJECT STUDY AREA The approximately 1.7-acre project site is located between Lake Washington Boulevard North, Interstate-405, North 41st Street and North 43rd Street. Project study area shown in Figure 3-1. Photos from the inspection are included in Appendix D. The field inspection observations were used to help document the drainage system description in Section 3.4 below. No evidence of existing or potential drainage or erosion problems were observed in the field inspection. 3.4 DRAINAGE SYSTEM DESCRIPTIONS Downstream Analysis Description For Lake Washington Blvd N, runoff from the existing road flows into a shallow grassy ditch on the east side of the road and continues northwards in an alternating system of ditches and 12 inch corrugated metal culverts before outletting into Wetland A (See Figure 3-1) within TDA 1. Wetland A is a wetland that has a positive grade with flow path that eventually discharges into May Creek. Runoff from the May Creek South Trail portion of TDA 1 sheet flows either directly to May Creek or first to Wetland A or Wetland C and then to May Creek. Flow in May Creek leaves the site near the northwestern corner of the site, crosses under the Lake Washington N bridge, where it meets the flow path from the western half of Lake Washington Blvd N. May Creek then continues under the Eastrail multi-use trail bridge and then turns to continue in a southwest direction, passes under the N 40th Place bridge and then discharges into Lake Washington about ¼ mile from the project site. Upstream Analysis Description There are two upstream flow paths. One is the May Creek watershed, which is approximately 14 square miles in area. The other is an upstream flow path for Lake Washington Blvd N. Approximately 350 feet upstream of the site, May Creek passes under Interstate 405 via a bridge crossing. According to the Renton 2021 Surface Water Utility System Plan, no flowing problems are reported along the main stem of the creek near the project site. The other flow path upstream of the project area is along Lake Washington Blvd N through a system of 12” pipes and ditches that run along the southeast side of Lake Washington Blvd N from North 40th Street to Wetland A.This system of pipes and ditches convey flows from residential properties located between North 40th Street and Lake Washington Blvd N. One of these properties is the Eastport Shores Condominiums which incorporates an existing Elliptical Holding Tank. This tank was modeled in WHHM Model 2 for offsite conditions and pipe sizing analysis and is included in Appendices C and F. There are no anticipated impacts to this system from the project. MAY CREEK TRAIL SOUTH WSP60% Design Phase Drainage Report WSP.com City of Renton – PARKS PLANNING AND DEVELOPMENT Page 8 Problem Descriptions Per the Washington Department of Ecology Water Quality Atlas, May Creek is designated a Category 5 waterbody for temperature, fecal coliform, and Category 2 for dissolved oxygen. No turbidity, phosphorus or high Ph problems have been reported. The project will have a minimal increase in PGIS, which will not require flow control treatment nor water quality treatment. The project is not expected to impact runoff volumes or water quality. Based on the findings from the Level 1 Analysis, the project is not expected to cause any new or aggravate any existing downstream flooding, erosion, or water quality problems within a quarter mile from the project site. MAY CREEK TRAIL SOUTH WSP60% Design Phase Drainage Report WSP.com City of Renton – PARKS PLANNING AND DEVELOPMENT Page 9 4 FLOW CONTROL, LOW IMPACT DEVELOPMENT, AND WATER QUALITY FACILITY ANALYSIS AND DESIGN The surface area changes for this project have been reviewed against the Core Requirements #3, #8, and #9 in the 2022 RSWDM as a site redevelopment project. This is classified as a site redevelopment project as there are new impervious surfaces proposed on a site that is already substantially developed. The new improvements are consistent with the site’s current land use as an open space/park and the new impervious surfaces are not for residential subdivision or maintenance purposes. Exhibits included in Appendix B show the surface types for TDA 1. 4.1 FLOW CONTROL TDA 1 does not qualify for the basic exemption as there is more than 5,000 square feet of new plus replaced impervious surface. TDA 1 is located within the Existing Condition Flow Control Duration Standard area. The target surface for the Existing Condition Flow Control Duration Standard area are new impervious surfaces only. Exemption #2 for Core Requirement #3 in the 2022 RSWDM states that flow control is waived for any threshold discharge area in which developed 100-year peak flows for target surfaces is no greater than a 0.15 cfs difference than historical conditions. Per coordination with the COR (Appendix E), the COR clarified that the intent of this exemption is to compare flows to the existing site conditions and not the historical. The WWHM modeling results are included in Appendix B and are summarized in Table 4-1. Based on these results, the difference is less than 0.15-cfs, which means that TDA 1 meets the requirements for Exemption #2 and no flow control is required. Per Table 4-2 below, the Project is adding 5,230 sf of New Impervious surface but only 890 sf of total PGIS (the 4,340 sf of proposed trail is considered new impervious surface, but it is not a pollution generating impervious surface) and 2,650 sf of PGPS, which is less than 5,000 sf of new plus replaced PGIS and less than ¾ acre of new PGPS that will be added. Therefore, the project is exempt from Core Requirement #8 and no water quality treatment is required for TDA 1. The target surfaces within TDA 1 are summarized in Table 4-3. TDA 1 does not qualify for the basic exemption as the new plus replaced impervious surface is greater than 2,000 sf. However, projects qualifying as exempt from the flow control facility requirements do not have to achieve the LID Performance Standard, nor consider bioretention, permeable pavement, and full dispersion. The target impervious surfaces must still implement Basic Dispersion if feasible. Based on the assessment above no BMPS are considered feasible and no specific BMPs are required. However, we are still implementing rock pads as a dispersion device to discharge concentrated runoff up-slope of the proposed trail. The runoff from the proposed trail impervious surface is designed to sheet flow into the wetlands and May Creek in order to avoid the concentration of runoff. Target pervious surfaces will still need to meet the City’s requirements for soil amendment BMP as detailed in Appendix C, Section C.2.13 of the 2022 RWSDM. MAY CREEK TRAIL SOUTH WSP60% Design Phase Drainage Report WSP.com City of Renton – PARKS PLANNING AND DEVELOPMENT Page 11 5 CONVEYANCE SYSTEM ANALYSIS AND DESIGN 5.1 LAKE WASHINGTON BLVD N Existing runoff within TDA 1 heading to the east side of the road is currently captured in a system of vegetated swales and culverts that discharges into May Creek on the northwest side of Lake Washington Blvd N. This existing system, upstream of the frontage road improvements, will not be impacted except for the replacement of a 12” culvert under the proposed trail. One new inlet will be added within Lake Washington Blvd N to capture flow that previously sheet flowed off the edge of the road but will now be channelized in the new gutter. It will be located at the downstream (northern) end of the new curb and gutter to capture the flow from the added impervious areas of the frontage road improvements and will discharge via a 12” RCP storm drain into Wetland A and eventually May Creek. RCP pipe is proposed due to low cover conditions. 5.2 MAY CREEK SOUTH TRAIL A new ditch and cross culvert system has been proposed to intercept upslope runoff prior to reaching the new trail. The ditches will be a vegetated 12-inch-deep V-ditch with 3:1 slopes. The flow from the ditches will discharge either directly onto a rock pad or will be routed under the trail in culverts and dispersed on the downslope side of the trail. That being said, any onsite improvements will need to be factored into the calcula ons. “Back in September 2023 I encountered this inconsistency regarding the Flow Control Dura on Standard Matching Exis ng Site Condi ons Areas on page 1-43 of the 2022 RSWDM. Immediately aIerwards, I had noted it as an error to be corrected in the next RSWDM revision. 2 I agree that following this requirement as currently wriJen in the 2022 RSWDM is inconsistent with its actual intent. I believe the manual should be fixed as noted, thereby clarifying the 0.15 cfs exemp on for Flow Control Dura on Standard Matching Exis ng Site Condi ons Areas to be calculated as the difference between proposed and exis ng condi ons, rather than historical.
