NARRATIVE
25-1252
On 02/08/2025 at approximately 1141 hours, I, Officer Lantagne, responded to a blocking, minor
injury collision which occurred in the 100 block of SW Victoria ST, which is located in the City of
Renton, County of King, and the State of Washington. I responded in my fully marked police vehicle,
wearing my patrol uniform and body worn vehicle.
I arrived on scene and observed Unit#1, a 2004 Honda Odyssey with license plates 5GML322 issued
out of California, and Unit#2, a 2021 Toyota Rav-4 with license plates BXJ6027 issued out of
Washington State, blocking both lanes of SW Victoria ST.
Both vehicles moved from the roadway, and I was advised a passenger from Unit#2 had neck pain.
The passenger advised she did not need the Renton Fire Department to respond.
I contacted the driver of Unit#1, Sokleang Hay (DOB 06/15/1977), who told me the following: Hay
was driving eastbound on SW Victoria ST towards Rainier AVE S at approximately 20 miles per hour.
Hay started breaking approximately 200 feet from Unit#2 which was stopped at the stop sign of
Rainier AVE S. The brakes of Hay's vehicle locked up and he slid down the hill. The front of Hay's
vehicle struck the rear of Unit#2. Hay did not have insurance for the vehicle.
I contacted the driver of Unit#2, Pranay T. Chand (DOB 10/20/2007), who told me the following:
Pranay was stopped in his vehicle for traffic at the eastbound stop sign of SW Victoria ST at Rainier
AVE S. Chand looked in his rear-view mirror and observed Unit#1 accelerating rapidly down the hill
before it collided with the rear of his vehicle.
I observed the damage to the vehicles and other physical evidence was consistent with the
statements made by Chand. Unit#1 had major damage to the front bumper which was pushed into
the radiator and was leaking fluids. Unit#2 had major damage to the rear bumper and door which
consisted of scrapes and significant dents.
The section of SW Victoria ST where the collision occurred, between the four way stop intersection at
Hardie AVE SW and the stop sign at Rainier AVE S is approximately 85 yards in length, or 255 feet.
The section is a steep grade, and the roadway was slippery as it had been snowing earlier.
I evaluated the road and did not observe any marks indicating Unit#1's brakes had locked up. The
tires of Unit#1 were in newer, good condition. I visually estimated the speed of other vehicles coming
down the hill to be approximately 5 to 10 miles per hour, and driver's were applying brakes down the
hill. Based off the steepness of the grade, the wet and icy conditions, and the other traffic and
pedestrians in the area, I established Hay was driving at an unreasonably safe speed which caused
his vehicle to not stop in time to avoid the collision.
The collision diagram is an accurate illustration of the events leading up to the collision.
I provided an exchange of information to Hay and Chand. I issued Hay an infraction for driving too
fast for conditions and for operating a motor vehicle without insurance.
