We have a particular issue with the Technical Information Report compiled by Encompass, which shows the surface water management plan in Section III(Downstream Analysis). Section III, Task 4 (page 12) incorrectly identifies SE 192nd street as SE 196th St. The map (page 11) shows runoff from the development being carried underneathSE 192nd street via a CMP culvert where it then " flows to the south trough residential properties until the 1/4 mile downstream limit is reached." From C to D on the map. Wecurrently struggle with surface runoff from the existing culvert which frequently backs up where it transitions from above ground to the below ground stormwater catchment system. Myproperty floods if I do not frequently maintain the ditch and keep the catchment area free of leaves and debris. Given the current difficulty in maintaining the flow of surface water into thesystem and keeping my property and home from being flooded, it is not feasible to dump additional runoff from this development into the existing inadequate catchment system. Onesolution would be to an install underground culvert in front of the PSE substation and connect with the existing drainage system east of the substation.
