Upon my arrival, I confirmed that the passenger of Unit 2 was complaining of back pain. RRFA had already responded and evaluated the involved parties prior to my arrival. All parties were treated at the scene and released by RRFA. While on scene, I was able to collect each involved party's information and independent summary of the events leading up to the collision. The driver of Unit 1, identified as Matthew Wagner, said he was the sole occupant of his vehicle was traveling westbound in about the 4800 block of NE 4th Street and approaching the intersection of Duvall Ave NE in right turn lane. Matthew stated he was intending to continue north on Duvall Ave NE following the turn. As he drove northbound, Unit 1 changed lanes from lane 2 of 2 and into lane 1 of 2 which Unit 1 was occupying. *Unit 2 crossed the solid white lane. Unit 2 then attempted to make a right turn into the first parking lot, so they stopped abruptly. Matthew was ultimately unable to avoid the collision and Unit 1 subsequently collided with Unit 2. Unit 1 suffered significant damage to the front bumper due to the collision. The driver of Unit 2, identified as Elijah Bolton, said he was the sole occupant of his vehicle and was traveling eastbound in about the 4600 block of NE 4th Street approaching the intersection of Duvall Ave NE in the left turn lane. The driver of Unit 2 stated he was intending to continue straight on Duvall Ave NE and enter the QFC parking lot after turn. Following the turn, Elijah made a quick lane change from lane 2 of 2 to lane 1 of 2 to enter the parking lot. While slowing, Unit 1 subsequently collided with Unit 2 from behind. Unit 2 suffered significant damage to the rear bumper and Elijah had back severe back pain and chest pain. Elijah was transported to VMC. After hearing the two statements, I measured the distance from the parking lot entrance to the painted lines at the intersection. The distance was approximately 127 feet. The solid white line between lanes 1 and 2 had a measurement of 108 feet which indicated the end of the lane. That left approximately 19 feet to make a proper lane change. I was unable to calculate when Unit 2 turned on their turn signal to indicate a lane change, but that needs to be indicated 100 feet prior. Based on the above statements, I determined that the Driver of Unit 2 (Elijah) is the proximate cause for the cause of collision as Elijah violated RCW 46.61.140(1) which states that a vehicle shall be driven as nearly as practicable entirely within a single lane and shall not be moved from such lane until the driver has first ascertained that such movement can be made with safety. Elijah made a lane change into Unit 2's lane of travel which had the right of way and was underway. Elijah did not ensure that traffic in lane 1 of 2 was clear of hazard before making the unsafe lane change and bring their vehicle to a stop. Unit 2 required a tow due to extensive damage. Unit 1 was drivable, so an exchange of information was provided to all involved parties. This is an information report only. No citations were given.
