EF82629 CASE# 25-3343 OFC LNaoy L isI©�ON 04/13/25 21:28 F cu NARRATIVE On 04/13/2025 at approximately 2130 hours I was dispatched to the report of a female laying down bleeding from her head in front of 4310 NE 5th ST Renton, King, WA. It was reported that she was in front of the Child Time Learning Centers, 4311 NE 5th ST, and she stated that she was hit by a car. The reporting party observed glass in the street. At approximately 2135 hours I arrived and located the victim and the RP at the dispatched address on the grass strip on the southside of the road. The victim, later identified by WA driver's license as Luz S. Madrigal Piceno (DOB: 12/18/1995), was laying on her back and holding a rag on her forehead. She was breathing rapidly and appeared to be in shock. The reporting party, later identified as Veronica M. Guillen (DOB: 12/22/1979), told me that Luz only spoke Spanish and she was able to translate for me while I spoke to Luz. Through interpretation, Luz told me the following: She was crossing the street (northbound) across NE 5th ST when a white unknown vehicle hit her. The vehicle was driving westbound on NE 5th ST and continued westbound after the collision. It happened so fast and she doesn't remember anything else. She believes she lost consciousness. She had pain in her stomach and head. I observed abrasions and bruising across most of her stomach, and a swollen laceration on her forehead. I took photographs of the injuries. Veronica said she was driving eastbound on NE 5th ST when she saw Luz laying in the street with her head facing south, and feet north. She saw a white SUV and white lifted truck driving westbound on NE 5th ST just before she found Luz, but it is unknown if either is related. Veronica tried to help Luz and Luz scooted herself over to the grass strip out of the road. Besides the small pile of glass, I did not observe any blood or debris in the street, and did not locate any witnesses. Luz was medically checked by the Renton Regional Fire Authority (RRFA) and transported to Valley Medical Center for her injuries. RRFA advised that the glass Veronica saw in the street was there on 04/12/2025 while they were there for another call, so it was not related to the collision. Luz was minimally coherent, so I was unable to obtain any further information at that time. I contacted Luz at Valley Medical Center at approximately 0041 hours and she signed a medical release form. I provided her with the case number. This case should be forwarded to the Traffic Detectives for review. PAGE 3 OF 4 REPORT NO.
