EF65569 CASE# 25-1053 OF DATE AND r�N + 02/02/25 13:07 O�COLLISION NARRATIVE 25-1053 On 02-02-2025 1 was working as a police officer in a fully marked, department issued uniform, patrolling in a marked police vehicle for the city of Renton. At approximately 1310 hours I was dispatched to a two-motor vehicle collision at the 14000 block of Maple Valley Highway, City of Renton, County of King, State of Washington. I gathered from the call notes, there was a two-motor vehicle collision where the first caller's vehicle was disabled and partially blocking a lane of travel. It was also unknown at the time if there were any injuries sustained from the collision. I arrived on scene and observed a gray 2016 Lexus VST (license plate#CBT2758/WA) with no visible damage, a blue 2012 Subaru Outback (license plate#AZG8148/WA) with obvious damage to the rear end of the vehicle, and a blue 2004 Toyota Corolla (license plate#BZP 1 277/WA) with the front of the vehicle completely smashed exposing metal and wires. The Toyota also had minor rear end damage, and a shattered rear window. All three vehicles were in the number two lane of west bound traffic on Maple Valley Highway. While I observed the area of the collision, I was unable to locate any broken glass on the ground to indicate the area the rear windshield could have been shattered at. I contacted the driver of the Toyota who was later positively identified as Ambar R. Garay (DOB 02-05 -1989) via WADOL photo. Garay advised the following: Garay was trying to flee from the CIA who tried to come after her. Garay said she needed to go to the airport to meet Trump because the Biden administration tried to kill her. I was unable to get a better story from Garay of her account of the collision. asked Garay to grab her license, registration, proof of insurance; and Garay advised me that she was experiencing chest pain and wanted medical attention. Renton Fire Authority (RFA) was dispatched to provide medical attention to all parties on scene. contacted the driver of the Subaru Outback, who was later positively identified as Leah M. Etienne (DOB 08-27-1976) via WADL. Etienne advised the following: Etienne was in the center left turn lane on 140th Way SE, to turn westbound into the number two lane of Maple Valley Highway. Etienne had a green arrow, and she accelerated westbound into the number two lane of Maple Valley Highway. Once Etienne completed her turn, she felt a large crash hit the rear of her vehicle. Etienne pulled over to the side of the road to contact the driver who collided with her vehicle. Etienne described having minor head pain as a result of the collision. Etienne declined to see RFA for medical attention. I contacted the driver of the Lexus who was positively identified as Vanessa E. Soto (DOB 07-10- 1999) via WADL. Soto witnessed the collision occur and advised the following: Soto was in the number one lane of westbound traffic on Maple Valley Highway. Soto said she was about six car lengths back from the stop line, and that she was stopped at a red light at Maple Valley Highway/140th Way SE. Soto observed the driver of the Toyota pass through the intersection of Maple Valley Highway/140th Way SE and fail to stop at the red light. Soto observed the Toyota collide with the rear of the Subaru Outback, but was unsure of which lane the Toyota was initially in at the time of the collision. I determined the proximate cause of the collision, is that Garay failed to stop at a red light on westbound traffic on Maple Valley Highway. By doing so, Garay collided with the rear of Etienne's vehicle who had a green arrow to turn west onto Maple Valley Highway. I provided Garay and Etienne a copy of the sector exchange of information sheet with the information I was provided. Garay was transported by Tri-Med to Valley Medical Center to receive further treatment for her chest pain. Gene Meyers conducted two personal tows for Etienne and Garay's vehicle. cited Garay under sector citation #5A0203416. The citation was sent to the Prosecutor's queue, and to be mailed to Garay.
