EF68018 CASE# 25-1671 O OF COLLISION TIME 02/21/25 18:10 NARRATIVE 25-1671 On 2/21/2025 at 1815 hours, I was dispatched to a motor vehicle collision at the intersection of N 4th St and Wells Ave N. Pre-Collision Unit 1's driver stated that he was traveling North on Wells Ave N approaching N 4th St. Unit 2's driver stated that he was traveling West on N 4th St approaching Wells Ave N in the number 2 lane. Collision Driver 1 stated that he was unable to see clearly due to the dark and rainy conditions. Driver 1 said that he proceeded past the stop sign and into the intersection to continue North on Wells Ave N. In doing so, Driver 1 stated that the front drivers side bumper of Unit 2 collided with the rear passenger side wheel well of Unit 1, causing significant damage. Driver 2 stated that while traveling West in the number 2 lane approaching Wells Ave N on N 4th St, he saw Unit 1 at the last second and was unable to stop or slow to avoid a collision. Driver 2 stated that the front drivers side bumper of Unit 2 collided with the rear passenger side wheel well of Unit 1, causing significant damage. Injuries No injuries were reported or complained of. Vehicle dispositions Unit 1 was rendered inoperable and was towed from the scene. Unit 2 remained operational. Proximate Cause I determined that the proximate cause for the collision was Driver 1 because he failed to yield to the right of way of Unit 2. If Driver 1 had stopped and yielded to the right of way of Unit 2, this collision would not have happened. Final disposition Driver 1 was cited for RCW 46.61.190 because except when directed to proceed by a duly authorized flagger, or a police officer, or a firefighter vested by law with authority to direct, control, or regulate traffic, every driver of a vehicle approaching a stop sign shall stop except as provided in (b) of this subsection at a clearly marked stop line, but if none, before entering a marked crosswalk on the near side of the intersection or, if none, then at the point nearest the intersecting roadway where the driver has a view of approaching traffic on the intersecting roadway before entering the roadway, and after having stopped shall yield the right-of-way to any vehicle in the intersection or approaching on another roadway so closely as to constitute an immediate hazard during the time when such driver is moving across or within the intersection or junction of roadways.
