EF68039 CASE# 25-1673 O OF COLLISION TIME 02/21/25 19:42 NARRATIVE RENTON POLICE CASE #: 25-1673 RECORDED ON AXON *This incident was captured on my body worn video camera. This report is a summary of events that occurred and is not an exact sequencing of events. Statements have been paraphrased and summarized. * On 02.21.2025, at approximately 1953 hours, I was dispatched to a two-vehicle, blocking, non-injury collision at the intersection of Renton Ave Extension and Hardie Ave SW., in the City of Renton, WA, the County of King. At the time of this incident, 1 was assigned to uniformed marked patrol in the City of Renton, WA, the County of King. 1 was operating a fully marked Renton Police Tahoe #304, equipped with "POLICE" markings, overhead exterior lights, and audible siren. 1 was wearing my department-issued uniform, including a fully equipped duty belt, exterior ballistic vest with "POLICE" stenciled on the front and back and Renton Police badge affixed to the left breast. I was also wearing my department-issued jumpsuit with "POLICE" patches on both shoulders and across the rear shoulders. It would be immediately obvious to any reasonable person I was a police sergeant. I was working as the late graveyard patrol sergeant for the North sector of the city, 6r20. At the time of this collision, it was overcast and dark, the streetlights were illuminated, the roadways were wet and free from debris. It was approximately 48 degrees and raining steadily. I arrived on scene at approximately 2000 hours and spoke with all involved parties. The driver of Unit 02, later identified, stated his three young children were in the vehicle at the time of the collision and he was requesting Renton Fire Authority respond to medically evaluate them. Dispatch was updated and RFA responded. Unit 01 was identified as a 2019 white in color Chevy Silverado Pickup Truck bearing WA Plate: C51681X. Unit 01 had moderate damage to the front bumper, but it was operable. Unit 01's driver was identified by his WA State Driver's License as BOULANGER, JOEY LEE (DOB: 09.04.1997). BOULANGER matched the photo shown on his WADL and he stated he was traveling eastbound on Renton Ave Extension, traveling approximately 40-45 mph. As Unit 01 approached the intersection with Hardie Ave SW, BOULANGER stated he "noticed the red light at the last second," and he `hit the brakes,' but due to the wet pavement and rainy conditions, Unit 01 slid through the intersection and struck Unit 02, who was conducting a left-hand turn from Hardie Ave SW to Renton Ave Extension. A WACIC/NCIC/DOL query on BOULANGER returned clear and valid. Unit 01 was occupied by a front seat passenger, SISSON, and he stated he was not injured in the collision. Unit 02 was identified as a maroon in color 2019 Toyota Highlander bearing WA/ CED1021. Unit 02 had moderate damage to the front driver's side door and front tire, which appeared to have a broken axle, as well as side airbag deployments and it was inoperable. Dispatch was updated and Gene Meyer towing was notified and responded for a private impound of Unit 02. Unit 02's driver was identified by his WADL as LY, LENG (DOB: 10.14.1980). LY matched the photo shown on his WADL. LY stated he was traveling northbound on Hardie Ave SW and was stopped at a solid red light at the intersection of Renton Ave Extension. When the traffic signal light changed to green, LY proceeded with his left turn onto Renton Ave Extension, westbound, when he was struck by Unit 01. LY's three young children were passengers in the vehicle and were all medically evaluated and cleared by Renton Fire Authority. A WACIC/NCIC/DOL query on LY revealed he was clear. LY stated he had insurance on the vehicle but was unable to provide it at the time of the collision. Unit 01's driver, BOULANGER, JOEY LEE (DOB: 09.04.1997) is the proximate cause of this collision and is in violation of RCW 46.61.055: Fail to Control Traffic Signal Legend -Solid red signal light. BOULANGER was issued SECTOR citation #:5A0056273, for violation of RCW 46.61.055. This citation will be mailed to BOULANGER via the courts. No injuries were reported; Unit 02 was impounded privately by Gene Meyer towing.
