Statements have been paraphrased and summarized. On 04-12-2025 1 was working as a police officer in a fully marked, department issued uniform, patrolling in a marked police vehicle for the city of Renton. At approximately 1041 hours I was dispatched to a non-injury hit and run at the intersection of SE 155th Pl/152nd Ave SE, City of Renton, County of King, State of Washington. I gathered from the call notes, a minute ago a vehicle went into a fence and neighborhood sign just east of the call location.The vehicle was a grey or tan sedan that left towards Maple Valley Highway. En route to the call location,the reporting party(Paul Stumpf) advised dispatch that the driver drove slow before hitting the sign and fence. Paul was unable to give a description of the driver of the vehicle. Paul gave dispatch the license plate (CPU1926/WA)which came back to a 2005 Nissan Altima. I conducted an area check for the vehicle on Maple Valley Highway, and I located the vehicle in the number one lane of westbound traffic on the 2000 block. I was about two car lengths behind the Altima and followed it for about two blocks.While I followed the Altima, I observed the Altima maintain their own lane, and did not give me any indication the driver was impaired. I attempted to pull over the vehicle by initiating my emergency lights and sirens. The vehicle switched to the number two lane, and pulled over at the 2900 block of SE 5th Ct. When I made contact with the vehicle, I observed that there were two occupants in the vehicle. I advised the driver he was being detained for a hit and run investigation.The driver was positively identified as Eddie A. Martinez(DOB 02-23-1992)via WADL. The front right passenger appeared to be intoxicated, as he slurred his speech,was unable to focus, and repeatedly answered questions for the driver when I specifically asked the driver only questions. As I spoke with Eddie, I did not smell any odors of intoxicants come from his breath, I did not see any drugs/drug paraphernalia in plain view sight of the vehicle, and only observed that his eyes were bloodshot. Eddie was not very forthcoming when he answered my questions, but he said that he did not hit anything with his vehicle. I observed minor cosmetic damage to the rear driver side door. 1 did not see any damage to the front of Eddie's vehicle. I re-contacted Paul by phone and he advised the following: Paul was outside of his yard and heard a loud crash. He looked up and saw the Altima at a forty-five-degree angle into the community sign.The Altima then reversed into a fence at slow speeds that damaged the fence. Paul tried to have them stop as he yelled "Hey" at the driver.The driver of the Altima then drove off towards Maple Valley Highway. Paul advised that the windows were too dark to get a good look of the driver. Paul said he would not be able to identify the driver. I re-contacted Eddie and asked him if he would take voluntary standardized field sobriety testing (SFST's). Eddie refused to take SFST's. I did not have probable cause to believe that Eddie was an impaired driver or that he caused the damage to the fence and fled. I advised Eddie that he was free to leave. I contacted Paul in person at the Emerald Crest Mobile Home Park located at 15400 SE 155th Pl. Paul advised the damage was to the Emerald Crest Mobile Home Park sign and a fence at Unit #105. 1 met with Victor L.Alder(DOB 01-10-1975)who is the owner of Unit#105.Victor advised that he had very minor damage and did not want to press charges for the damage. I emailed the president to give him the case number and inform him of the damage caused to the Emerald Crest Mobile Home Park sign. Paul advised that there are no surveillance cameras in the area that could have captured the incident. I took photos of the fence and sign and uploaded the photos to evidence.com.
