NARRATIVE
On February 19, 2025 at approximately 1657 hours, I was dispatched to a blocking vehicle collision at
the intersection of Hardie Ave SW and SW 7th St, within the City Limits of Renton, County of King,
State of Washington.
Upon my arrival, I confirmed there were no complaints of injury requiring immediate medical response
at the time of report. While on scene, I collected each involved party's driving documents and their
independent involvement leading up to the collision.
The driver of Unit 1, identified by her WADL as Selina Nguma, stated she was the sole occupant of
her vehicle and was attempting to exit a private property parking lot, located at 743 Rainier Ave S,
and on the south side of the roadway (SW 7th St). Selina stated that he was intending to make a right
turn out of the parking lot to proceed eastbound onto SW 7th St following the turn. Selina stated that a
vehicle in lane 1 of 2 on SW 7th St had created an opening in traffic to allow enough space for Unit 1
to turn. Selina believed eastbound traffic in lane 2 of 2 on SW 7th St was clear and therefore
proceeded out into the roadway. As Unit 1 entered lane 2 of 2, Unit 1 was met by another vehicle -
Unit 2. Selina claimed she did not see Unit 2, and believed they were speeding.
The driver of Unit 2, identified by his AZDL as Jaskaran Singh, said he was the sole occupant of his
vehicle and was traveling eastbound in about the 400 block of SW and in lane 2 of 2. Jaskaran stated
he was intending to continue east to the intersection of Hardie Ave SW with the intent to continue
straight. Upon reaching the location of where Unit 1 was turning out from, Unit 2 observed Unit 1 pull
out into the roadway but was unable to avoid the collision.
Both vehicles collided in the roadway and Unit 2 suffered significant damage to the front passenger
side, including the wheel bearing of the vehicle.
Based on the above statements, I believe that the driver of Unit 1 (Selina) is the proximate cause for
the cause of collision as Smith is required to comply with RCW 46.61.205(1) which states that every
driver of a vehicle about to enter or cross a highway from a private road or driveway shall yield the
right-of-way to all vehicles lawfully approaching on said highway. Unit 2 was already underway in the
roadway and had right of way.
I issued the driver of Unit 1 (Selina) a verbal warning for Fail to Stop at Intersection causing a
collision.
Both Unit 1 and Unit 2 had to be towed due to extensive damage. An exchange of information was
provided to all involved parties.
