EF81578 CASE# 25-3039 OF COLLISION 04/04/25 14:55 OF CbLLI510N NARRATIVE gry/1 cross w2e mashing 35/20 RTF Within the city limits of Renton/King/Wa I responded to a car vs bicycle injury crash at the intersection of 116th Ave SE at SE 164th St. I contacted the driver of unit 1 who told me she was stopped at the stop sign/SE 164th St waiting to cross west to east. She said there was a clear break in traffic and she began to proceed. She said she felt/heard something hit the back of their car on the rear driver side. She looked saw what she thought was a bicycle had hit her car and a kid laying in the street, who then jumped up. She repeatedly told me she never saw him and was so glad he didnt hit the many pedestrians at the crosswalk. This collision happened on a 2 lane double yellow in an active school, with properly posted signs, flashing lights and a speed limit of 20 mph, lots of children were present and walking in the area. I contacted unit 2. He was not on a pedal bicycle. He was operating an all black electric two wheel/looks like a bike but no pedals. I do not know the kilowatt capability of this unit. However, unit 2 told me he was going about 35 mph in the middle of the roadway southbound and crashed into the back of unit 1. He was wearing a helmet and had a bloody rub mark on his nose and mouth. He was checked on scene and released by Renton Fire. His parents later took him to VMC-ER for additional checks. Unit 2 was up, walking around and excited (not in a good way) about being in a crash. His electric bike was moved off the roadway and had obvious front end damage from the contact with unit 1. Unit 2 was ID'd by his driver learners permit. I contacted the witness. He told me he watched the entire event. He told me he noticed unit 2 on his electric bike and as he described going way too fast and almost doing a wheelie. He told me the "kid" on the bike was dressed in all black and an all black bike with no lights. Unit 2 was wearing a helmet. Wit said unit 2 was not regarding other traffic or pedestrians. He told me he had over 10 years of street motorcycle riding. He owns a variety of motorcycles and considers himself skilled and knowledgeable about riding in traffic. He told me unit 2 speed was dangerous and it was obvious to him that if unit 2 had been going the posted limit of 20 mph this crash would not have happened. Wit said from what he observed this was a kid with no experience in traffic rule and roadway safety riding his electric bike way too fast and couldn't get stopped for a car that otherwise would not have been an issue. Based on the statements from unit 2 saying he was only going 5 over in a 30, but it was clearly an active school zone, so he was going 15 over, his ID was a learners permit (15yo), so his driving time is most likely very limited and probably does not include some isolated information regarding motorcycle riding that assists a new operator with traffic safety. The statements made by unit 1 and the witness leads me to believe that unit 2 is the proximate cause of this collision.
