The following occurred in the City of Renton, King County, Washington unless otherwise stated.
During this incident 1 was equipped with body-worn camera which records both audio and video.
Portions of the incident were recorded. This report is merely a summary of the incident and is not
intended to be an exact transcription of the entire investigation or what may have been captured
with the recording system. During this incident I was wearing a department issued uniform or jump
suit and outer carrier vest which was marked with "Police"both on the front, back, and
department patches on each shoulder of the uniform or jumpsuit, as well as a Renton Police Velcro
badge on my►eft chest. It would be immediately obvious to any reasonable person that I was a
Police Officer.
On 4/10/2025 at 1431 hours I was dispatched to a report of a hit and run collision that occurred at
the intersection of NE 4th St and Harrington Ave NE on 03/20/2025 at around 1851 hours.
I contacted the victim who was identified as Catherine A. Bellipanni (DOB: 09/08/1958) by WA DL.
Bellipanni stated that on that date she was driving West on NE 4th St in the#1 lane approaching
Olympia Ave NE in her 2025 Kia Sportage (WA LP: CRL0121). Bellipanni stated that as she approached
the intersection she saw a red Tesla facing Eastbound in the #3 lane which is a 2-way center turn
lane. Bellipanni stated that as she approached the intersection, the Tesla performed a lefthand turn
in front of her and she did not have time to stop. Bellipanni stated that the front passenger side
bumper of her Kia made contact with the rear passenger side bumper of the Tesla.
The damage appears to be of a non-reportable amount, however when trying to do her own report
online Bellipanni stated that she was having troubles.
Bellipanni stated that she went back to the area on another date and found a red Tesla Model S (WA
LP: CNZ4777) behind a business near NE 4th St and Olympia Ave NE with damage to it's rear bumper
in the same spot that her vehicle hit the Tesla the night of the collision. Bellipanni's husband went as
far as to measure the height of the damage on both vehicles which matched per their measurements.
This incident occurred in the sCity of Renton,King County,Washington State.

I was able to find a contact phone number for the registered owner of the Tesla, identified as Royce
R. Thomas (DOB: 08/22/1987), and he advised that he was in a collision on that date but was unable
to find the other vehicle involved when he went back to check. Thomas stated that he was going to
send me his insurance later.
I finally caught Thomas at his place of work at 401 Olympia Ave NE and was able to acertain that he
does not in fact have insurance on his vehicle. He did provide insurance for another vehicle which I
provided to Bellipanni.
This concludes my involvement with this case. This report is for informational purposes only.
