This report is a summary of events that occurred and is not an exact sequencing of events. Statements have been paraphrased and summarized. * The following occurred within the City of Renton, WA and was recorded on my body worn camera. On 04/12/2025 at around 1712 hours, I responded to a collision involving a Renton Police Vehicle (#308, WA LIC 67607D) and a 2011 Toyota Corolla bearing WA LIC AFC9681) at the intersection of Logan Ave N/N 10th ST. I arrived on scene at 1721 hours. I observed that the Toyota had damage to the front and rear driver side doors (Side airbags had been deployed). The Police Tahoe had damage to its front push bumper and front driver side quarter panel. The driver of the Toyota (identified as Phan, Thien HUU 04/24/1974 by his WA DL) was not injured, but was evaluated by fire as a precaution. He mentioned that he was trying to turn South onto Logan Ave N from N 10th ST. He mentioned that he did not see or hear the police siren or emergency lights. I spoke with Ofc. Grozav who was driving Renton Police Vehicle 308. He informed me of the following: Ofc. Grozav was driving South on Logan Ave N near the 600 block. He observed a White Mercedes drive recklessly past him, heading northbound on Logan Ave N at a high rate of speed. Ofc. Grozav turned his patrol vehicle around and activated his emergency lights and sirens in attempts to catch up and stop the Mercedes. While trying to catch up, Ofc. Grozav approached the intersection of Logan Ave N/N 10th ST. Traffic Northbound on Logan was backed up. Northbound traffic was unable to yield and pull to the right to provide room as it is one lane of travel. Grozav moved his vehicle into the first oncoming lane of travel to bi-pass the stopped traffic. Grozav slowed down for the intersection, which Northbound traffic had a red light. His emergency overhead lights and sirens were still activated at this point. The Toyota, whom was facing Westbound on N 10th ST in the left hand turn lane attempting to turn South onto Logan Ave N had a green light. The Toyota navigated the turn while Grozav entered the intersection. The Tahoe's front push bumper impacted the Toyota on the front driver side door. I reviewed the AXON FLEET camera from vehicle 308 which was recording. It appeared that Grozav's view of the Toyota turning was obstructed by the vehicle's stopped in Northbound traffic as Grozav was trying to get around them. I confirmed through the video that vehicle 308 did have its emergency overhead lights and sirens activated. I spoke with witness LIUDAHL-RACKLEY,CHRISTOPHER DOB:10.12.1987 (206 319 6306) who observed the incident take place. Christopher was stuck in traffic facing Northbound on Logan Ave N. Christopher stated that he observed a White Mercedes approaching from behind him, driving recklessly and into oncoming lanes of travel. Christopher first thought was that the driver might have been under the influence. Around 7 seconds later, Christopher then heard the Police siren approaching from behind and attempted to pull as far right as he could. He then observed the Police Tahoe impact the Toyota in the intersection. Gene Meyers tow was called to remove the Toyota from the intersection. I provided Thien with the case number for his insurance. I photographed the scene.
