EF70840 CASE# 25-1931 OF COLLISION 03/02/25 02:00 OF CbLLI510N NARRATIVE On 03/02/2025 at approximately 0238 hours I was dispatched to a signal malfunction at the intersection of NE 3rd ST and Jefferson Ave NE, in the City of Renton, King County, Washington. The notes of the call reported that the traffic lights at this intersection were not working in all directions. I arrived on scene and observed that the intersection was entirely blacked out, no traffic lights were functioning in all directions. 1 located the cause of the malfunction at the traffic light electrical box. The small steel electrical box that powers the intersection had been struck by a vehicle, uplifting it from the ground and launching it ten feet west. I located tire marks coming westbound from NE 4th ST, rolling into the grass at the northwest side of the intersection, striking the electrical box and continuing through the grass. Next to the downed power box I located vehicle debris, specifically a portion of a red sedan front bumper. While investigating the collision a vehicle arrived and notified me that they had been involved in the collision. The subject was identified as Cesar A. Juarez-Ramirez (DOB: 04/01/2000) through his WA DL photo. Cesar reported that he was driving a red 2012 Ford Focus (WA LIC: CPV6776) that was parked nearby. Cesar stated that he was driving westbound on NE 4th ST in the number 2 lane. He was approaching Jefferson Ave NE while following behind a seperate vehicle. The vehicle suddenly stopped in the middle of the intersection causing him to swerve to avoid a collision. Cesar swerved to the right which was where the grass and power box were located. Cesar rolled over the concrete curb and struck the power box and destroyed it. I evaluated Cesar's vehicle and observed that a portion of his front bumper was missing which aligned with the front bumper at the collision scene. The vehicle was also the same color as the bumper I located. 1 found that Cesar's front and rear driver side tires were flat as well. Cesar's vehicle was parked legally and left at the scene. Cesar reported that he did not have a description of the vehicle that stopped in front of him, he only knew that it was occupied by a male and female. Cesar reported that he did not have insurance on his vehicle. Photos were taken of the damage to the vehicle as well as to the power box and uploaded to evidence.com. Puget Sound Energy was called to the scene to repair the power box. I find that the proximate cause of the collision to be Cesar's failure to leave an appropriate distance to react to any potential traffic hazards, causing him to swerve to avoid a collision with a seperate vehicle.
