EF71824 CASE# 25-1778 OF DATE AND rN + 02/25/25 13:49 OCOLLISION NARRATIVE On February 27, 2025, at approximately 1349 hours, I was dispatched to a two-vehicle collision with reports of injury just north of the intersection at Rainier Ave S and S 3rd St, within the City Limits of Renton, County of King, State of Washington. Upon arrival, I collected the involved parties driving documents and their independent recollection of events leading up to the collision. The driver of Unit 1, identified as Nina N. Mikhailenko, said she was the sole occupant of her vehicle and was traveling southbound in about the 300 block of Rainier Ave S just north of the intersection of S 3rd St. Nina stated she was traveling behind Unit 2 and noticed that Unit 2 had come to a stop at the upcoming intersection. Nina stated she was confused to why the unit 2 had stopped because the traffic signal was green. Nina stated that she simply was unable to stop in time and subsequently collided with the rear of Unit 2 causing moderate damage to the front of Unit 1. Nina said the roadway was slippery because it wet. She did attempt to stop, but her vehicle slid into the back of unit 2. The driver of Unit 2, identified as Hayden F. Bothwell, said he was also traveling southbound in about the 300 block of Rainier Ave S just north of the intersection of S 3rd St. While Unit 2 was stopped in the left turn lane for queued traffic, Unit 1 collided with the rear of Unit 2 causing minor damage to the rear of Unit 2. The driver of Unit 1 (Nina) was not paying attention to traffic in front of him. Smith violated Renton Municipal Code (RMC) 10-12-25 -Inattentive Driving which is defined as any person to drive a motor vehicle on any public highway, street, alley, or road in an inattentive manner in the City of Renton. "Inattentive manner" in this section means a lack of: 1) attentiveness required to safely operate the vehicle under the prevailing conditions, including, but not limited to, the nature and condition of the roadway, the weather conditions, the presence of pedestrians, the presence of other traffic, or by the driver focusing or directing the driver's attention to something other than driving the motor vehicle; or 2) attentiveness that would permit the driver of a motor vehicle to observe anything resting on, or traveling on, or entering the roadway in time to take appropriate action as circumstances require. (Ord. 4462, 7-25-94, eff. retroactive to 7-1-94; Ord. 5635, 11-14-11). Based on the above statements, 1 determined that the Driver of Unit 1 (Nina) is the proximate cause for the collision due to inattention causing a collision. Nina should have been paying closer attention to the movement of traffic in front of her. Both involved vehicles were able to be driven away without further incident. An exchange of information was provided to all involved parties. No citation. Information only. I certify (declare) under penalty of perjury under the laws of the State of Washington that the foregoing is true and correct. C. Catalan 03/07/2025 Renton PAGE 3 OF 4 REPORT NO.
