EF83621 CASE# 25-3332 OF COLLISION 04/13/25 13:13 OF CbLLI510N NARRATIVE 25-3332 On 04/13/2025 at approximately 1315 hours, I was dispatched to a vehicle versus motorcycle collision with reports of injury in the 300 block of SW 43rd Street (JEO Lind Ave SW), within the City Limits of Renton, County of King, State of Washington. Upon my arrival, the Renton Regional Fire Authority (RRFA) was on scene and treating the motorcyclist for injuries. It was later determined that the Rider of Unit#2 had collided with the curb causing him to be partially ejected from the motorcycle and fall underneath a stopped vehicle that was queued at the intersection ahead. The rider of Unit#2 was later transported by private ambulance to Valley Medical Center (VMC) for further evaluation. While on scene, I collected the involved parties driving documents and their independent recollection of events leading up to the collision. The driver of Unit#1 stated she was the sole occupant of her vehicle and was attempting to exit a private property parking lot, located at 8825 S 180th Street, Kent, and on the south side of the roadway. The driver of Unit#1 stated that she was intending to make a left turn out of the parking lot to proceed westbound onto SW 43rd ST following the turn. The driver of Unit#1 believed all westbound and eastbound traffic on SW 43rd ST was clear and therefore proceeded out into the roadway. The driver of Unit#1 stated her ultimate intent was to make a northbound turn onto Lind Ave SW and therefore she began merging over to the far-right westbound lane (lane 1 of 2) of SW 43rd Street. The driver of Unit#1 stated that she did not see the motorcycle occupying the westbound lane (lane 1 of 2) of SW 43rd Street. The driver of Unit#1 stated she did not make contact with the motorcycle and stopped her vehicle prior to contact/collision. The driver and owner of Unit#1 provided me access to recorded dash camera footage of the incident. I reviewed the footage which confirmed the statements made by the driver of Unit#1 above. The collision appeared to be a no-contact collision between Unit#1 and Unit#2. The dash camera footage has been uploaded to this case. A statement was not obtained from the rider of Unit#2 at the time of collision due to him being medically treated by RRFA. Officer J. Meyers later contacted the rider of Unit#2 at VMC to return his documents. The driver of Unit#3 said she and her adult passenger were traveling westbound on SW 43rd ST just east of the intersection of Lind Ave SW in lane 1 of 2. The driver of Unit#3 stated she was stopped for a red light at the controlled intersection. While Unit#3 was stopped for the traffic signal, The rider of Unit#2 made contact with the rear of Unit#3 causing no-noticeable damage to the rear of Unit#3, however, the motorcycle (Unit#2) continued sliding past the rider of Unit#3 and came to a rest against the front passenger tire of Unit#3. It appeared Unit#3 did not suffer any noticeable damage as a result. Based on the above statements, 1 believe that the driver of Unit#1 (Minami) is a contributing factor for the cause of collision as Minami is required to comply with RCW 46.61.205(1) which states that every driver of a vehicle about to enter or cross a highway from a private road or driveway shall yield the right-of-way to all vehicles lawfully approaching on said highway. Unit#2 was already underway in the roadway and had right of way. Based on the above statements, 1 believe that the rider of Unit#2 (Sabbagh) is also a contributing factor for the cause of collision as Sabbagh is required to comply with RCW 46.20.500(1) which states that no person may drive either a two-wheeled or a three-wheeled motorcycle, or a motor- PAGE 3 OF 6 REPORT NO. EF83621 CASE# 25-3332 OF COLLISION 04/13/25 13:13 OF CbLLI510N NARRATIVE driven cycle unless such person has a valid driver's license specially endorsed by the director to enable the holder to drive such vehicles. Sabbagh was operating a 150cc moped at the time of collision, which exceeds 30 mph and by operating such classification moped, is required to comply with this RCW. Subsection 2 of the above RCW applies to mopeds that are less than 50cc and do not exceed 30mph. I inspected the Moped that the rider of Unit#2 was operating at the time of collision which revealed the Moped was 150cc's and was traveling on a highway that had a speed limit of 35-40mph, depending on the section of roadway. The rider of Unit#2 contributed to the cause of collision by not being properly trained and endorsed to operate this moped on the highway. Unit#2 had to be towed due to extensive damage. Unit#1 and Unit#3 were able to be driven away without further incident. An exchange of information was provided to all involved parties.
