HomeMy WebLinkAboutNOA_Project Acceptance_20250421 NOTICE OF APPLICATION AND PROPOSED DETERMINATION OF NON-SIGNIFICANCE (DNS) A Master Application has been filed and accepted with the Department of Community & Economic Development (CED) – Planning Division of the City of Renton. The following briefly describes the application and the necessary Public Approvals. DATE OF NOTICE OF APPLICATION: April 24, 2025 /  PROJECT NAME/NUMBER: Oakesdale Ave SW Stormwater System Project / LUA25-000099, ECF / PR25-000028   PROJECT LOCATION: Oakesdale Ave SW (SR900 to SW 3rd Pl)   APPLICANT/PROJECT CONTACT PERSON: Casey Jeszeck / 1055 S. See also https://rb.gy/qvl6lh  PROJECT DESCRIPTION: The applicant is requesting Environmental (SEPA) Review to construct a stormwater system improvement project within the right-of-way of Oakesdale Ave SW, between SR 900 and SW 3rd Pl in Renton, WA. The 0.15-acre project area is located adjacent to the Residential-8 (R-8) zoning district and designated Residential Medium Density (RMD) in the Comprehensive Plan. The project proposes to install a new 18-inch stormwater main to replace aging and deteriorated pipes, improve stormwater conveyance, and enhance maintenance access. One segment of existing pipe crossing private property at 301 Oakesdale Ave SW will be abandoned, with no easements or private property impacts required. All existing collection structures will be connected to the new main. Additional improvements include sidewalk and curb ramp replacements at the intersection of Oakesdale Ave SW and Sunset Blvd to meet accessibility standards, and a half-street grind and overlay to restore the roadway. According to City of Renton (COR) Maps, the southwestern portion of the site contains identified seismic hazard areas.  DATE OF APPLICATION: March 27, 2025  NOTICE OF COMPLETE APPLICATION: April 24, 2025  OPTIONAL DETERMINATION OF NON-SIGNIFICANCE (DNS): As the Lead Agency, the City of Renton has determined that significant environmental impacts are unlikely to result from the proposed project. Therefore, as permitted under the RCW 43.21C.110, the City of Renton is using the Optional DNS process to give notice that a DNS is likely to be issued. Comment periods for the project and the proposed DNS are integrated into a single comment period. There will be no comment period following the issuance of the Threshold Determination of Non-Significance (DNS). This may be the only opportunity to comment on the environmental impacts of the proposal. A 14-day appeal period will follow the issuance of the DNS.  PERMITS/REVIEW REQUESTED: Environmental (SEPA) Review  OTHER PERMITS WHICH MAY BE REQUIRED: Civil Construction Permit  REQUESTED STUDIES: Drainage Report  CONSISTENCY OVERVIEW:    Zoning/Land Use: The subject site is designated Within the right-of-way of Residential Medium Density (RMD) on the City of Renton Comprehensive Land Use Map and Within the right-of-way of Residential-8 (R-8) on the City’s Zoning Map.   Environmental Documents that Evaluate the Proposed Project:  Environmental (SEPA) Checklist   Development Regulations Used For Project Mitigation: The project will be subject to the City’s SEPA ordinance, RMC 4-9-070 and other applicable codes and regulations as appropriate.   Proposed Mitigation Measures: No mitigation measures are proposed at the time of this posting.  Comments on the above application must be submitted in writing by 5:00 PM on May 8, 2025.
