HomeMy WebLinkAboutNOA_Project Acceptance_20250421 NOTICE OF APPLICATION AND PROPOSED DETERMINATION OF NON-SIGNIFICANCE (DNS) A Master Application has been filed and accepted with the Department of Community & Economic Development (CED) – Planning Division of the City of Renton. The following briefly describes the application and the necessary Public Approvals. DATE OF NOTICE OF APPLICATION: April 24, 2025 /  PROJECT NAME/NUMBER: 116th Avenue SE Sidewalk Project / LUA25-000107, ECF / PR25-000032   PROJECT LOCATION: SE 160th Street to SE 162nd Street   APPLICANT/PROJECT CONTACT PERSON: Blake Costa, City of Renton, 1055 S Grady Way, Renton, WA 98057 / bcosta@rentonwa.gov  LOCATION WHERE APPLICATION MAY BE REVIEWED: Applicant documents are available online through the City of Renton Document Center website. See also https://rb.gy/8hceeb  PROJECT DESCRIPTION: The applicant is requesting Environmental (SEPA) Review to construct sidewalk and stormwater improvements within the right-of-way of 116th Ave SE, between SE 160th Street and SE 162nd Street in Renton, WA. The 2.57-acre project area is located adjacent to Residential-6 (R-6) and Residential-8 (R-8) zoning districts and designated Residential Low and Medium Density in the Comprehensive Plan. The project proposes to install a new sidewalk, ADA-compliant curb ramps, and Rectangular Rapid Flashing Beacons (RRFBs) to improve pedestrian safety and access. The existing roadside ditch will be replaced with a new stormwater conveyance system, and the west side of the roadway will be regraded to manage runoff and connect to existing infrastructure. No private property impacts or easements are required. According to City of Renton (COR) Maps, there are >15% & <=25%regulated slopes present within the project area.  DATE OF APPLICATION: April 3, 2025  NOTICE OF COMPLETE APPLICATION: April 24, 2025  OPTIONAL DETERMINATION OF NON-SIGNIFICANCE (DNS): As the Lead Agency, the City of Renton has determined that significant environmental impacts are unlikely to result from the proposed project. Therefore, as permitted under the RCW 43.21C.110, the City of Renton is using the Optional DNS process to give notice that a DNS is likely to be issued. Comment periods for the project and the proposed DNS are integrated into a single comment period. There will be no comment period following the issuance of the Threshold Determination of Non-Significance (DNS). This may be the only opportunity to comment on the environmental impacts of the proposal. A 14-day appeal period will follow the issuance of the DNS.  PERMITS/REVIEW REQUESTED: Environmental (SEPA) Review  OTHER PERMITS WHICH MAY BE REQUIRED: Construction Permit, Stormwater Permit  REQUESTED STUDIES: Drainage Report  CONSISTENCY OVERVIEW:    Zoning/Land Use: The subject site is designated Within the right-of-way of Residential Medium Density (RMD) on the City of Renton Comprehensive Land Use Map and Within the right-of-way of Residential-6 (R-6) on the City’s Zoning Map.   Environmental Documents that Evaluate the Proposed Project: Environmental (SEPA) Checklist   Development Regulations Used For Project Mitigation: The project will be subject to the City’s SEPA ordinance, RMC 4-9-070 and RMC 4-6-030 and other applicable codes and regulations as appropriate.   Proposed Mitigation Measures: No mitigation measures are proposed at the time of this posting.  Comments on the above application must be submitted in writing by 5:00 PM on May 8, 2025.
