NARRATIVE
On 03/10/2025 at 1641 hours I was dispatched to the intersection of Morris Ave S / S 38th Ct, in the
City of Renton, King County, Washington. I was responding to a report of an injury collision.
While en route, dispatch advised the following: 2 vehicle collision, one occupant complaining of foot
pain.
In this report, unit 1 refers to a silver 2017 Audi Q7 (WA/CFX5110), driven by Yen H. Nguyen (DOB
01/25/1945, WA DL). Unit 2 refers to a green 2003 Subaru Legacy (WA/CJL7882), which was parked
off the roadway but occupied by Jody M. Raden (DOB 01/19/1975). Unit 3 refers to a destroyed
mailbox used by Matthew L. Hill (DOB 11/29/1986). Unit 4 refers to a damaged fence owned by
Prime Metropolis Properties.
At approximately 1646 hours, I arrived on scene and found a large crash. I saw Unit 2 with heavy
front end damage on the east side of the intersection. 1 also saw a row of mailboxes knocked over.
Unit 1 came to a rest against the fence of the residence at 516 S 38th Ct. I interviewed the driver of
Unit 1 through his son and nephew, who were interpreting. Ofc. Myers interviewed Raden, the
occupant of Unit 2, and the resident of 516 S 38th Ct. Ofc. Weber spoke to Hill about the mailboxes.
My investigation determined the following:
Nguyen was driving Unit 1 east on S 38th Ct from Talbot Rd S. He had just gotten home from
Vietnam and was jet lagged, and is 80 years old. He fell asleep while he was driving and veered to
the right, striking a mailbox post with several mailboxes on it. The post snapped into pieces. The
mailboxes served 507, 515, and 516 S 38th Ct. Nguyen continued east but started to veer back to his
left. Unit 2 was parked off the street facing north on Morris Ave S in front of 600 S 38th Ct. Raden was
sitting in the driver seat of the parked Subaru. Nguyen struck the front of her vehicle, ripping a large
portion of the bumper off and pushing the front of the car such that it was facing northeast instead of
north. Nguyen's leftward arc continued as he went onto the grass off 600 S 38th Ct, across the
driveway, and turned even more left, crossing Morris Ave S and going off the road on the west side of
Morris. He eventually came to a stop against the fence of 516 S 38th St.
Unit 1 was occupied by Nguyen and his wife, Muon T. Nguyen (DOB 02/03/1945, verbal). Neither of
them reported injuries. Raden complained of foot and generalized body pain, but was not transported
to the hospital. The resident of 516 S 38th Ct, with the damaged fence, said they were renters, but
provided the name (Prime Metropolis Properties) and phone number (509-416-6618) of the
management company. 1 called them but did not get an answer. 1 left a voicemail with the case
number. Ofc. Weber spoke to the owners of one of the mailboxes (Hill), and left business cards for
the others. Ofc. Weber also took photos of the scene and uploaded them to evidence.com.
I did not observe any signs of intoxicants from Nguyen. He was steady on his feet, did not fumble with
his wallet or ID, did not have any odors of intoxicants on his breath, and said the only medication he
takes is for blood pressure. I checked his eyes for horizontal gaze nystagmus and did not observe
any clues.
Based on the foregoing investigation, 1 established probable cause that Nguyen committed the
infraction of Negligent Driving 2nd degree. 1 authored him a citation for that violation and advised it
would be sent in the mail. He confirmed his correct mailing address.
I printed an exchange of information form and gave it to Nguyen and Raden. Raden said she just
purchased the Subaru yesterday and it was not in her name. 1 encouraged her to retain any
ownership documents she has for the insurance companies.
