EF75841 CASE# 25-2263 O OF COLLI r�510NN + 03/12/25 20:23 COLL1 NARRATIVE On 03/12/2025, 1 was working uniformed patrol in a marked police car as 3R23. At approximately 2025 hours, I was dispatched to a vehicle versus pedestrian collision at the intersection of NE 10th St/NE Sunset Blvd, which is located within the city limits of Renton, County of King, Washington. Dispatch advised that an involved person had called reporting a vehicle versus pedestrian collision on NE 10th St. The caller mentioned that the pedestrian was up from the ground but did not know if she sustained any injuries. As 1 was driving to the call, dispatch relayed the following involved vehicle description to me. The sole vehicle involved in this incident is listed as follows: Unit 1: A 2016 Toyota Sienna (WA/BGT5578, VIN/5TDKK3DC5GS753278). Driver: Guangya Gary Tang (DOB: 07/09/1949). Front passenger: Hsiao W. Chen (DOB: 05/05/1955). Dispatch also updated me via radio that the pedestrian involved had walked over to the nearby Shell service station and that the involved Toyota was parked nearby. When 1 arrived at the dispatch location, 1 located the Toyota parked just south of the Shell station on NE 10th St with its hazard lights on. I also located the involved pedestrian sitting outside on a bench in front of the entrance to the Shell. I spoke to the involved pedestrian about the incident. She had identified herself to me as April Dorothea R. Snow (DOB: 04/07/1985, verified via DOL photo). My initial conversation with her is summarized as follows: April described that she had been walking northeast-bound alongside the Renton Highland Library to cross the street toward the Shell station. She had begun to cross NE 10th St to continue northeast- bound. April described she was approximately halfway across the street before she described that Unit 1 had struck her. April was not sure where Unit 1 had turned from but believed Unit 1 came from the northeast-bound NE Sunset Blvd as Unit 1 turned to go northwest-bound onto NE 10th St. She also stated that she was hit by the front of the vehicle. April also mentioned that she may not have noticed that the vehicular traffic lights had just turned green and was subsequently struck by Unit 1. She was also not sure what the pedestrian signal had indicated once she started crossing the street. She stated that when she was struck she had gone airborne and landed on the roadway. April mentioned that she felt as if she was injured and motioned toward her head area. She also stated that she was in shock. She had also requested an ambulance. I noticed on my initial interaction with April, that she was alert, conscious, and answering my questions. I did notice that April was sniffling and appeared slightly overwhelmed and flustered. I did not see any obvious visible injuries on her person at the time. 1 also saw that she was wearing relatively dark clothing. I called for the fire department to evaluate April for her injuries. It should be noted that at the time of the accident, it was already dark outside, but there was ambient light coming from nearby businesses and street lights. The weather was also cold and was raining heavily at the time. I then momentarily stepped away from April to allow the fire department to evaluate her complaints of injuries. I then spoke to the driver of Unit 1. 1 had identified him and his front right passenger at this time. My conversation with him is summarized as follows: Unit 1's driver stated that he was in the northwest-bound lanes of NE 10th St just southeast of NE Sunset Blvd. Unit 1's driver stated that his light had turned green. Unit 1's driver had then proceeded to continue straight on NE 10th St to pass NE Sunset Blvd. Unit 1's driver then explained that once he passed the intersection, to continue on NE 10th St, he described that April had hit the driver's side rear of the vehicle. He indicated that he felt her impact the driver's side door area or the driver's side rear bumper area. Unit 1's passenger echoed a similar story as described by the driver of Unit 1. PAGE 3 OF 5 REPORT NO. EF75841 CASE# 25-2263 OF DATE AND r�N + 03/12/25 20:23 O�COLLISION NARRATIVE I looked around Unit 1. 1 did not notice any damage to the front end of the vehicle. I also looked around the rear driver's side door panel and bumper area and did not locate any damage. Unit 1 pointed out there was patch repair work done on the bumper recently which caused a slight noticeable discoloration around the bumper area. Both the driver and passenger of Unit 1 were uninjured. They both also stated that they were wearing their seat belts. I also saw that none of their airbags had been deployed. returned to April and interviewed her some more regarding the incident. She stated the following: April clarified that she had not been walking on the crosswalk and had been walking diagonally across NE 10th St in the roadway. She described she was crossing slightly further down from the crosswalk toward the Shell station. April also mentioned that she felt that she had additional injuries to her hip area and elbows. Other officers at the location had also mentioned that the left side of April's head area did not appear wet where she stated she had fallen. I also noticed that the top part of her jeans appeared to be slightly damp indicative of the discoloration from the jeans, but her head/hair did not appear to be. The driver and front passenger of Unit 1 left the location under their power in their vehicle. April was transported to the hospital via ambulance to be further evaluated there. I spoke to the nearby open businesses to see if they had any cameras that may have captured the accident. The Shell station clerk stated he did not have any cameras that faced toward the library area and that he did not witness the collision. I also spoke to the taco truck that was parked in the Shell parking lot. They also had no cameras available and did not witness the collision. I also checked to see if there were any traffic cameras available to review. It did not appear there were any traffic cameras that covered that intersection. I provided both April and the driver of Unit 1 with Renton PD business cards with the associated case number for their records. At this time, based on the information provided, by both parties, I was unable to determine who was the proximate cause of the collision at this time. Associated photos were taken and uploaded to Evidence.com for further review. This report is for informational purposes only to document the incident. This concludes my report.
