Review comments may also need to be revised based on site planning and other design changes required by City staff or made by the applicant. I have completed a preliminary review for the above-referenced proposal. The following comments are based on the pre-application submittal made to the City of Renton by the applicant. SEWER 1. Separate side sewer permits will be required for each residence subject to side sewer repairs, as applicable. SURFACE WATER 1. The project will need a Temporary Erosion and Sediment Control (TESC) Plan and Storm Water Pollution Prevention Plan that complies with the 2017 City of Renton Surface Water Design Manual (RSWDM). The TESC Plan will need to include dewatering measures and detail in-water sediment control. GENERAL COMMENTS 1. A civil construction permit for utility repairs will be required. All utility plans shall confirm to the Renton Drafting Standards. A licensed Civil Engineer shall prepare the civil plans. Close, Senior Planner SUBJECT:Kennydale Lakeline System Evaluation Project – Lake Washington General: We have completed a preliminary review of the pre-application for the above- referenced development proposal. The following comments on development and permitting issues are based on the pre-application submittals made to the City of Renton by the applicant and the codes in effect on the date of review. The applicant is cautioned that information contained in this summary may be subject to modification and/or concurrence by official decision- makers (e.g., Hearing Examiner, Community & Economic Development Administrator, Public Works Administrator, Planning Director, Development Services Director, and City Council). Review comments may also need to be revised based on site planning and other design changes required by City staff or made by the applicant. The applicant is encouraged to review all applicable sections of the Renton Municipal Code. The Development Regulations are available for purchase for $50.00 plus tax from the Finance Division on the first floor of City Hall or online at www.rentonwa.gov. Project Proposal: The City of Renton Wastewater Utility (Wastewater Utility) proposing to excavate and evaluate the condition of the Kennydale Lakeline Sewer System at up to 10 locations (the locations are still being finalized) in and along Lake Washington, a shoreline of statewide significance. The work would include the installation of site isolation best management practices (BMPs), followed by placement of shoring system, if required, and pipeline excavation using a suction pump. Once the pipeline is exposed, the pipeline would be evaluated, sediment samples or corrosion measurements may occur. Construction is planned to occur during the approved in- water work window, July 15–July 31 & November 16–December 31. More specifically, one of these actions would occur: 1) a pipeline sample or coupon would be removed for corrosion and thickness testing and repaired with a compression fitting; 2) ultrasonic pipeline thickness testing; or 3) a section of pipeline would be removed, and either a compression fitting would be installed or cleanouts would be installed. Following pipeline repair, the substrate would be returned to pre-construction conditions and BMPs would be removed. The work plan also includes the following steps: 1. Surrounding the work area with a floating silt curtain, starting with a collapsed curtain and expanding it so as to eliminate fish from the work area. Once expanded to size, the bottom of the silt curtain will be anchored to the lake bed with sandbags at four feet on center. The curtain will remain in place throughout the work and for a sufficient period after the work to allow the vast majority of sediments to settle. Conducting turbidity monitoring adjacent to the work zone before, during, and after the work. Results would be documented and any noted exceedances will lead to a) adjustment of work practices, or b) stoppage of the work until suitable adjustments can be made. 3. Placing of a shoring system along the pipeline surrounding the excavation zone. The shoring would settle down to the base of the excavation as the work progresses. 4. Suction pump sediment removal within the shoring system by use of a boat/barge-mounted trash pump. Excavated materials would be placed outside the shoring but within the silt curtain perimeter. 5. Diversion of upstream flows to the Pump Station #14 wet well for storage. Should the work take long enough to fill the wet well, vactor trucks would be available to empty the wet well and dispose of the sewage in another sewer service area. 6. Requesting reduced water usage from homes adjacent to the sewer. Flushing the pipeline with municipal water to remove most of the sewage prior to cutting the pipe. 7. Cutting of a 4-6-inch diameter hole in the pipe. 8. Cutting through the pipe at the downstream end of the work zone and placing a plate to seal the downstream pipe from excessive lake water intrusion. Cutting through the pipe at the upstream end of the work zone and removing the existing pipe between the cuts. 10. Replacing the removed pipe spool with a new pipe segment that includes cleanouts to facilitate future cleaning operations. The cleanouts would be left below the lake bed. Install repair couplings to join and seal the replacement segment to the existing pipeline. 11. Return the sewer system to normal operations. 12. Suction pump excavated materials back into the excavation zone while removing the shoring system. Shovel/rake/hydrojet finished surface to original grade. 13. Wait until sediments have settled from the work area before removing the silt curtain. Current Use: The Kennydale Lakeline Sewer System was originally constructed in 1972 to provide sanitary sewer service to approximately 55 to 60 lakefront homes along Lake Washington from the north end of Coulon Beach Park to just south of May Creek. Development Standards: The project would be subject to RMC 4-2-110A, “Development Standards for Residential Zoning Designations” effective at the time of complete application (noted as “R-8 standards” herein). These standards are available on the City’s website at http://www.codepublishing.com/WA/Renton/#!/renton04/Renton0402/Renton0402110A.html #4-2-110A. The project would also be subject to the City of Renton’s Shoreline Master Program (SMP) because the subject project is located within Lake Washington. Many of the R-8 development standards would not be applicable because of the nature of the subject project. As such, the following report only addresses the applicable development standards and/or shoreline regulations. Zoning: The area including this property has a Comprehensive Plan designation of Residential Medium Density and is zoned Residential-8 (R-8) and is located in the Shoreline Single Family Residential Overlay District. Shoreline Regulations: The objective of the Single-Family Residential Shoreline Overlay District is to accommodate residential development and appurtenant structures that are consistent with this chapter. According to the City of Renton Comprehensive Plan Policy SH-1, reasonable and appropriate shoreline uses and activities should be planned for by recognizing existing single-family residential uses and neighborhood character and ensuring that existing uses, new uses, and alteration of facilities: a) do not result in a net loss of shoreline ecological functions; b) avoid disturbance of unique and fragile areas; c) are provided with adequate public services including water, sanitary sewer, and stormwater management. Existing major service utilities is a permitted use in the Single Family Residential shoreline district. Critical Areas: The subject project is located within and along the shoreline of Lake Washington, a Shorelines of the State. As such, the project is required to comply with the City of Renton’s Shoreline Master Program (SMP). The pipeline evaluation and associated work would be located in Lake Washington Reach E. The subject project would result in potential impacts to Lake Washington, as such a Lake Study and a mitigation plan identifying “no net loss” would be required with the project application. Additionally, the City of Renton COR Maps indicate the site is located in an area of moderate landslide hazards and is located in an area of potential cultural resources. There may also be some shoreline related wetlands along the shore, as such a wetland reconnaissance would be required with the project application to ensure there are no wetlands and/or buffers impacted by the project. It is the applicant’s responsibility to ascertain whether any additional critical areas or environmental concerns are present on the site during construction. Because the subject site is located in area of known cultural resources, based on the possible presence of archeological discoveries within the vicinity of the subject site, a SEPA mitigation measures would likely be applied to the subject project. If site activity reveals cultural artifacts or other potential environmentally sensitive situation, site work shall cease and the project planner for the City of Renton shall be contacted immediately. Environmental Review: The proposed project is not exempt from Washington State Environmental Policy Act (SEPA) because of the in water work proposed. Therefore, an environmental checklist is a submittal requirement. An environmental determination will be made by the Renton Environmental Review Committee. This determination is subject to appeal by either the project proponent, by a citizen of the community, or another entity having standing for an appeal. Permit Requirements: The proposal would require a Shoreline Substantial Development Permit Exemption and Environmental (SEPA) Review. The applications would be reviewed concurrently in an estimated time frame of 6-8 weeks once a complete application is accepted. There is not a fee for the Shoreline Exemption. The Environmental (SEPA) Review fee is $1,545.00 ($1,500.00 plus 3% Technology Surcharge Fee). Detailed information regarding the land use application submittal can be found on the City’s website by clicking “City Documents” on the home screen, then “CED Forms.” All forms are in alphabetical order. The City now requires electronic plan submittal for all applications. The City’s Electronic File Standards can also be found on the City’s website. Next Steps: When the formal application materials are complete, the applicant is strongly encouraged to have the application materials pre-screened at the 6th floor front counter prior to submitting the complete application package.
