NARRATIVE
On 03/18/2025 at approximately 1715 hours, I was dispatched to a vehicle collision with reports of
injury at the intersection of 152nd Ave SE and Maple Valley Hwy, within the City Limits of Renton,
County of King, State of Washington.
Upon my arrival, 1 observed heavy mechanism to the involved vehicles with airbag deployment, both
drivers While on scene, I collected each of the involved party's driving information and their
independent recollection of the events leading up to the collision.
The driver of Unit#1, identified as Carla Kiser-Davis, stated that she was the sole occupant of her
vehicle and that prior to the collision she was traveling southbound at the controlled intersection of
154th Ave SE in the left turn lane. Carla stated she intended to turn eastbound onto Maple Valley
Hwy. Carla stated that her traffic light was "green." Carla proceeded to make the left turn across the
northbound lanes of travel. While Carla was turning, she noticed Unit#2 approach the same
intersection. Carla stated that both vehicles collided in the intersection causing significant damage to
the front passenger side quarter panel and front bumper of Unit#1.
The driver of Unit#2, identified as Nataliya Kozak, said she was traveling northbound on 152nd Ave
SE and approaching the controlled intersection of Maple Valley Hwy. Nataliya stated she was
intending to continue north through the intersection. Nataliya stated as she continued going straight
ahead through the intersection, Nataliya saw Unit#1 turn in front of her vehicle. Nataliya stated she
was unable to avoid the collision and both vehicles collided causing significant damage to the front of
Unit#2. Nataliya stated she had a green light through the intersection and the driver of unit 1 failed to
yield the right of way.
From my training and experience, I know that the city has cameras at the intersection of Maple Valley
Hwy and 154th Ave SE. The cameras are on the north side of the intersection and point south where
they capture the traffic signals on the southside of the roadway.
Later, I reviewed the recorded footage and confirmed that Unit 1 did not have a green light or arrow.
When the collision occurred, there was a yellow flashing light indicating that Unit 1 had to yield. Also,
the yellow flashing light was on several seconds prior to the collision.
Based on the information above, I determined that the Driver of Unit#1 (Carla Kiser-Davis) is the
proximate cause for the collision due to not granting the right of way during a left turn causing a
collision. The driver of Unit#1 violated RCW 46.61.185(1) by being the driver of a vehicle intending to
turn to the left within an intersection and not yielding the right-of-way to any vehicle approaching from
the opposite direction which is within the intersection or so close thereto as to constitute an
immediate hazard. The driver of Unit#1 did not grant the right of way to Unit#2 traveling in the
roadway which had the right of way and was already underway. Due to Unit#1 having to traverse
across oncoming traffic, the driver of Unit#1 must wait until the intersection is clear of hazard prior to
proceeding.
Both involved vehicles had to be towed due to extensive damage cause. An exchange of information
was provided to all involved parties.
