NARRATIVE
On 03/24/2025, at approximately 0719 hours, while employed as a uniformed Patrol Officer for the
City of Renton, I was dispatched to a blocking accident located at 1408 Bronson Way N, within the
City of Renton, County of King, State of Washington.
The Driver of Unit 2 is Romulo, Rowena L (DOB 11-11-1982). Romulo was the driver of a Jeep
Wrangler with VIN#1 C4HJWFG7JL830790. The rear passengers, Samuel Vergara (DOB 02-08-
2016) and Sebastian Vergara (DOB 08-07-2014), were also involved.
The Driver of Unit 1 is Foote, James R (DOB 08-19-1960). Foote was the driver of a white 2012 Ford
Econoline with license plate WA/C40500H.
When I arrived on the scene, I observed the Jeep Wrangler blocking both lanes, going southbound
and northbound on Bronson Ave Way N. The rear driver's side bumper of the Jeep had minor
damage. The vehicle did not move or start. I then observed a white Econoline on Factory Ave N with
minor damage on the front bumper. Both vehicles' airbags were not deployed. I asked all involved
parties if there were any injuries, and all parties declined.
I spoke with Romulo, who stated that she was driving lane one going southbound on Bronson Ave N
approaching Factory Ave N/Houser Way N. Romulo stated that she had a green light and continued
past Factory Ave N/Houser Way N when she was stuck by the Econoline. Romulo did provide me
with all her documents.
I spoke with Foote, who stated she was on Houser Way N making a right turn in lane two going
eastbound on Bronson Way N. Foote stated that he was cut off by another vehicle in lane 1, getting
into lane two to make the right turn, which caused him to go northbound into traffic striking the
Wrangler. He then mentioned that he did not know the light was red, which is why he went straight. I
advised Foote that 1 would check the surveillance. Foote provided me with documents.
The Wrangler had minor damage, which made it inoperable. Gene Meyers Towing was on the scene
and towed the Wrangler. The Econoline was operable.
I provided Romulo with the case number and my business card.
I also gave my case number and business card to Foote. Foote apologized, said he was sorry, and
wanted to tell me the truth. Foote stated that he was in lane one, traveling northbound on Factory
Way N, but did not see the red light, and he continued across the street, striking the Wrangler.
The proximate cause of the accident was Foote.
Foote will be issued a ticket for (RCW 46.61.055)Traffic control signal legend, (3) Steady red
indication (a) Vehicle operators facing a steady circular red signal alone shall stop at a clearly marked
stop line, but if none, before entering the crosswalk on the near side of the intersection or, if none,
then before entering the intersection control area and shall remain standing until an indication to
proceed is shown. However, the vehicle operators facing a steady circular red signal may, after
stopping proceed to make a right turn from a one-way or two-way street into a two-way street or into a
one-way street carrying traffic in the direction of the right turn; or a left turn from a one-way or two-
way street into a one-way street carrying traffic in the direction of the left turn; unless a sign posted by
competent authority prohibits such movement. Vehicle operators planning to make such turns shall
remain stopped to allow other vehicles lawfully within or approaching the intersection control area to
complete their movements. Vehicle operators planning to make such turns shall also remain stopped
for pedestrians who or personal delivery devices that are lawfully within the intersection control area
as required by RCW 46.61.235(1).
Foote will be issued 1 issued Unit 1, which violated Renton Municipal Code (RMC) 10-12-25 -
Inattentive Driving, which is defined as any person driving a motor vehicle on any public highway,
street, alley, or road in an inattentive manner in the City of Renton. "Inattentive manner" in this section
means a lack of: 1) attentiveness required to safely operate the vehicle under the prevailing
conditions, including, but not limited to, the nature and condition of the roadway, the weather
conditions, the presence of pedestrians, the presence of other traffic, or by the driver focusing or
directing the driver's attention to something other than driving the motor vehicle; or 2) attentiveness
that would permit the driver of a motor vehicle to observe anything resting on, or traveling on, or
entering the roadway in time to take appropriate action as circumstances require. (Ord. 4462, 7-25-
