The intent of this investigation is to ensure that Renton School District is in compliance with applicable regulatory requirements that a “good faith inspection” for ACMs be performed prior to renovations. At the request of Renton School District, all accessible areas of the building within the scope of work were inspected for the presence of Asbestos-Containing Materials (ACMs), Lead Containing Paint (LCP), polychlorinated biphenyls (PCB) and mercury-containing components. 1.2 Subject Site Building Descriptions The 97 Logan Ave S property consists of a two-story wood-framed structure over an excavated crawl space and two storage sheds. The main residence was built in 1905 and totals 1,500 square feet. Interior finishes consists of carpet, sheet vinyl, and wood flooring and textured gypsum wallboard walls and ceilings. The exterior consists of wood siding with wood framed windows and doors. The roof is pitched with composite shingles on a wood deck. Heating is provided by a force air HVAC system with a furnace located on the first floor. The associated shed interiors are unfinished with wood floors and open to structure ceilings. Roofs are pitched with composite shingles on a wood deck. No heating or cooling was observed in either structure. 1.3 Asbestos Survey Process All accessible areas were inspected by AHERA Certified Building Inspector Katie King (Cert. No. 192831 Exp. 03/06/2025) on September 23rd, 2024. PBS endeavored to inspect all accessible areas of the scope of work. Inaccessible areas consist of those requiring selective demolition, fall protection, or confined space entry protocols in order to gain access. When observed, suspect materials were sampled. All samples were assigned a unique identification number and transmitted for analysis to NVL Laboratories, Inc. (NVLAP 102063-0) under chain-of-custody protocols. Samples were analyzed according to EPA Method 600R-93/116 using Polarized Light Microscopy (PLM), which has a reliable limit of quantification of 1% asbestos by volume. Information regarding the type and location of sampled materials can be found on the attached PLM Sample Inventory located in Appendix A. Suspect ACMs may exist in inaccessible areas. PBS endeavored to determine the presence and estimate the condition of suspect materials in all inaccessible areas included in the scope of work. While PBS has endeavored to identify the ACM that may be found in concealed locations, additional unidentified ACM may exist. All building demolition activities should be performed cautiously to prevent impacts to concealed asbestos-containing materials. 2 FINDINGS 2.1 Asbestos-Containing Materials (ACMs) Asbestos materials are defined by 40 CFR Part 763 AHERA as containing greater than 1% asbestos content. The following materials were determined to contain greater than 1% asbestos. • No asbestos-containing materials were identified as part of this investigation Hazardous Materials Summary Report Renton School District 97 Logan Ave S Renton, Washington // An Apex Company 2 October 22, 2024 PBS Project No. 40245.063 The following materials were sampled and found NOT to contain detectable concentrations of asbestos: • White leveling compounds – throughout the house • Gray-wood vinyl flooring and yellow vinyl floor tile – 1st floor laundry room and kitchen • White/brown patterned vinyl flooring – 2nd floor bathroom • Gypsum wallboard and joint compound – throughout the house • Off-white bumpy surfacing material – throughout the house • Dark blue bumpy surfacing material – 1st floor kitchen • White bumpy surfacing material – 1st floor bedroom closet • White caulking – 1st floor bathroom tub and toilet • White interior window caulking – throughout the house • White interior window frame caulking – throughout the house • White shower caulk – 2nd floor bathroom shower • Clear window frame sealant – exterior window on northwest side • White window frame caulking - South window between frame and siding • Off-white sink undercoat – 1st floor kitchen • Large leaf patterned stick-on wallpaper – 1st floor kitchen cupboards • Floral patterned stick-on wallpaper – 1st floor closet near bathroom • Off-white patterned stick-on wallpaper – 1st floor bathroom cabinets • Small leaf patterned stick-on wallpaper – 2nd floor bathroom cabinets • White striped laminate counter – 1st floor kitchen counter and 1st and 2nd floor bathrooms • 2’x4’ pin hole ceiling tile – 1st floor kitchen • Plastic-wrapped yellow insulation – 1st floor furnace • Yellow insulation – Attic space • Vapor barrier – Attic space • Roof shingles – exterior roofing throughout house • Vapor barrier and roof shingles – north shed and south shed For a complete listing of representative bulk sampling, sample locations and associated laboratory analysis, refer to the inventory in Appendix A. 2.2 Lead-Containing Components Representative painted coatings were sampled for lead content. The samples were assigned unique identification numbers and transmitted to NVL Laboratories, Inc. (AIHA IH #101861) in Seattle, Washington under chain-of-custody protocols for analysis using Flame Atomic Absorption. Lead was detected in the following painted coatings: • Dark brown paint on metal door – rear door of the house (0.018% lead) • White paint on wood doorframe – 1st floor closet near bathroom (0.28% lead) • Tan paint on wood siding – exterior of house (5.9% lead) • White paint on wood – exterior of house (0.77% lead) The following painted coatings were sampled and determined not to contain detectable lead: • Moss green paint on gypsum wall – 1st floor laundry room • Light green paint on wood cupboards – 1st floor kitchen • Dark blue paint on gypsum wall – 1st floor kitchen • Beige paint on gypsum wall – 1st floor family room east wall near window • Light gray paint on gypsum wall – 1st floor family room • Off-white paint on gypsum wall – 2nd floor east bedroom Hazardous Materials Summary Report Renton School District 97 Logan Ave S Renton, Washington // An Apex Company 3 October 22, 2024 PBS Project No. 40245.063 • Light blue paint on gypsum wall – 2nd floor north bedroom • Brown paint on wood wall – exterior of south shed Refer to the Appendix B for locations and laboratory results of paint samples. 2.3 Mercury-Containing Components All fluorescent light tubes and compact fluorescent lamps are presumed to contain mercury. PBS counted the number of fluorescent tubes and lamps throughout the structures for the purposes of mercury vapor recovery prior to demolition activities. Approximately four (4) 4-foot fluorescent tubes and twenty (20) compact fluorescent lamps were observed during the investigation. 2.4 PCB-Containing Components PBS inspected representative fluorescent light fixture ballasts that are to be removed to facilitate the planned demolition. Fluorescent light fixtures throughout the building were inspected and found to contain electronic ballasts. Electronic ballasts do not contain suspect PCB oils. 3 RECOMMENDATIONS 3.1 ACMs The possibility exist that suspect ACMs may be present in equipment, wall and ceiling cavities, and in other select concealed areas. These may include, but are not limited to roofing, waterproofing membrane, vapor barriers, internal gasketing, mastics, caulking, and sealants on heating, ventilation, and air conditioning (HVAC) equipment, construction adhesives, electrical insulators, below grade pipe covering, and insulation. If suspect ACMs are uncovered during construction, contractors should stop work immediately and inform the Owner promptly for confirmation testing. All untested materials should be presumed asbestos-containing or tested for asbestos content prior to impact. 3.2 Lead-Containing Components Representative paint coatings were found to contain detectable lead. Paint coatings may exist in inaccessible areas of the building or in secondary coatings on building components. Any previously unidentified painted coatings should be considered lead containing until sampled and proven otherwise. Impact of paint with detectable concentrations of lead requires construction activities to be performed in accordance with the State of Washington Department of Labor and Industries regulations for Lead in Construction (WAC 296-155-176). 3.3 Mercury-Containing Components All fluorescent lamps and CFL bulbs at this site are presumed to be mercury-containing. PBS recommends that all fluorescent lamps be carefully handled and recycled/disposed of in accordance with the contract documents and applicable regulations during demolition activities. Breakage of lamps should be avoided to prevent potential exposures to mercury. Washington Department of Safety and Health requires specific training, handling, engineering controls and disposal practices when performing this work. All waste shall be handled in accordance with WAC 173-303. 3.4 PCB-Containing Components PBS recommends all light ballasts be inspected prior to disposal. Magnetic ballasts should be presumed to contain PCBs and properly removed, stored, transported and disposed of in accordance with WAC 173-303 and 40 CFR Part 761 Subpart D. Electronic ballasts do not contain PCB’s and can be disposed of as general debris in compliance with applicable codes and endpoint facility requirements. Examination of these samples was conducted for the presence of identifiable asbestos fibers using polarized light microscopy (PLM)with dispersion staining in accordance with U.S.EPA 40 CFR Appendix E to Subpart E of Part 763,Interim Method for the Determination of Asbestos in Bulk Insulation Samples and EPA 600/R-93/116,Method for the Determination of Asbestos in Bulk Building Materials. For samples containing more than one separable layer of materials,the report will include findings for each layer (labeled Layer 1 and Layer 2,etc.for each individual layer).The asbestos concentration in the sample is determined by calibrated visual estimation. For those samples with asbestos concentrations between 1 and 10 percent based on visual estimation, the EPA recommends a procedure known as point counting (NESHAPS,40 CFR Part 61).Point counting is a statistically more accurate means of quantification for samples with low concentrations of asbestos. The detection limit for the calibrated visual estimation is <1%,400 point counts is 0.25%and 1000 point counts is 0.1% Samples are archived for two weeks following analysis.Samples that are not retrieved by the client are discarded after two weeks.
