The following comments are based on the Land-Use submittal made to the City of Renton by the applicant. The following comments represent additional information or corrections that are required to be made: 1. A revised TIR dated March 25, 2025 was submitted with the Land Use Application. Based on the City of Renton’s flow control map, the site falls within the Flow Control Duration Standard- Matching Forested and falls within a Flood Problem Flow Control Standard and is within the Lower Cedar River Drainage Basin. Therefore, the project must match the Existing site conditions for the 100-year peaks, in addition to matching the Forested site conditions for the 2-year and 10- year peaks and the discharge durations from 50% of the 2-year peak to the full 50-year peak. The report is based on a Full drainage review and Core Requirements 1 thru 9 and the six Special Requirements have been discussed in the Technical Information Report. a. Flow Control, RSWDM Core Requirement #3: Any proposed detention and/or water quality vault shall be designed in accordance with the RSWDM that is current at the time of civil construction permit application. The revised TIR indicates that the use of an LID infiltration trench design, in conjunction with the implementation of a bioretention facility, will satisfy Core Requirement #3. i. Staff has reviewed the information provided in the revised TIR and determined it to be insufficient. Applicant is required to submit stormwater modeling data that demonstrates how low impact development (LID) will be effectively implemented. Additionally, the sizing and design specifications for the infiltration trench and bioretention areas must be clearly presented in the TIR as well as on the civil construction drawings, in accordance with the stormwater modeling results. b. Water Quality, RSWDM Core Requirement #8: All projects that add more than 5,000 square feet of pollution generating impervious surface that is not fully dispersed and less than 0.75 acre of pollution generating pervious surface that is not fully dispersed require water quality. The TIR states that this project will provide a bioretention facility to satisfy Core Requirement #8: i. Staff found the information provided in the revised TIR insufficient. Applicant shall provide sizing and design specification of bioretention facility, based on the result of the stormwater modeling.
