This report is a summary of events that occurred and is not an exact sequencing of events. Statements have been paraphrased and summarized. I did not initially have my body worn camera when I arrived on scene, but later was given my camera later by another officer. My body worn camera only captured part of the incident. On 03-29-2025 1 was working as a police officer in a fully marked, department issued uniform, patrolling in a marked police vehicle for the city of Renton. At approximately 0449 hours I was dispatched to an accident with injuries at the intersection of Rainier Ave S/SW Grady Way, City of Renton, County of King, State of Washington. I gathered from the call notes, there was a two-motor vehicle collision involving injuries. One patient had complaint of chest pain, and the involved parties were conscious. I arrived on scene and observed a gray 2022 Honda Civic (license plate#CDX6332/WA) with the complete front end damaged collided with the front right side of a red Hyundai Tucson (license plate#CBP2543/WA). The hood of the Civic was popped open exposing the engine, the front fender was completely torn off from the frame only being attached to the left side of the frame and exposed the metal and wires of the inside of the vehicle. The Tucson had scrapes all over the front right fender near the tire, the front right tire broke from the frame and curved inwards towards the center of the vehicle and had a concaved front right fender with the headlight of the Civic attached to the Tucson's fender. There was also debris scattered over the middle of the intersection as a result from the collision. I contacted the driver of the Civic who was later positively identified as Jaila N. Roberson (DOB 10-15 -1995) via WADL at her vehicle. Jaila said that she had no injuries, but her sister Jazmyn M. Roberson (DOB 02-26-2003) had injuries. I contacted Jazmyn and she advised that she had chest pains and back pain as a result from the collision. I observed that the Civic had both air bags deploy. Renton Fire Authority (RFA) was called to the scene to render aid to the involved parties. contacted the driver of the Tucson who was positively identified as Susan E. Quintana (DOB 08-16- 1951) via WADL at the driver's side window. Susan was laid back in the driver's seat and winced in pain. Susan complained of chest pains, and when she reached for her documents continued to wince in pain. Susan advised the following occurred: Susan was in the left-hand turn lane facing north on Rainier Ave S to turn west on SW Grady Way. Susan said she had a green light to turn west onto SW Grady Way. Susan started her turn and observed the Civic drive southbound towards her. The Civic then collided with the right side of her vehicle in the middle of the intersection of Rainier Ave S/SW Grady Way. re-contacted Jaila, and she advised the following occurred: Jaila drove south bound on Rainier Ave S and was going to go on southbound SR167. Jaila said she had a green light to continue southbound from Rainier Ave S onto SR167. As Jaila drove through the intersection, the Tucson drove in front of her which caused Jaila to collide with the Tucson. I decided to review the traffic cameras at a later time to observe the proximate cause for the collision, because both drivers stated they had green lights. Both drivers provided valid WADL's, registration paperwork, and valid insurance information. I provided an exchange of information to both drivers involved. Both drivers had their vehicles towed by Banker's towing and they signed for them. Jaila later complained of chest pain, and all three parties (Jails, Jazmyn, Susan) were all transported to Valley Medical Center by Tri-Med. I took photos of each vehicle and uploaded them to evidence.com. I later reviewed the surveillance footage from the traffic cams and observed the following: At 0445 hours I observed that north and south bound traffic had a green light on Rainier Ave S. There was a red arrow for northbound traffic from Rainier Ave S to turn west onto SW Grady Way. I observed the Tucson failed to yield to the right of way and turned west onto SW Grady Way from Rainier Ave S. As PAGE 3 OF 5 EAN REPORT NO.` EF79277 CASE# 25-2817 O OF COLLI COLLISION TIME 03/29/25 04:47 COLLI NARRATIVE the Tucson turned onto SW Grady Way, the Civic who had the right of way continued southbound through the intersection of Rainier Ave S/SW Grady Way and collided with the front right side of the Tucson. The proximate cause for the collision was the driver of the Tucson failed to obey the traffic control device that showed she had a red arrow. As a result of the driver's failure to obey the traffic control device she collided with the Civic. I issued Susan a sector citation and had it mailed to her DOL address. I was unable to upload the video from the traffic cameras to evidence.com because of an issue with the programming. This concludes my involvement in this case.
