Corridor Improvements — Phase 4 Contract No. CAG-22-163 Page 1 of 14 THE CONTRACT IS MODIFIED AS FOLLOWS: Description of Change: The Contractor encountered an existing PSE vault and conduit at STA 38+33 LT that was in conflict with the proposed Joint Utility Trench. The Contractor was required to relocate the vault and conduit. Additionally, the Contractor discovered live wires inside conduits designated for removal, which conflicted with proposed storm excavation at STA 28+85 LT, proposed sewer excavation at STA 39+88 LT, the proposed hydrant at STA 24+24 LT, and proposed luminaire foundations for poles 32/P49 at STA 38+06 LT, PS2 at STA 38+70 LT, 34/P54 at STA 39+33 LT, and P56 at STA 40+07 LT. PSE is unable to address the conflicts at the storm and sewer locations quickly enough to prevent impacts on the proposed work. Therefore, the Contractor shall proceed with reasonable care to protect the conduits while continuing storm and sewer installations until PSE can deactivate and remove the wires. Conduit with live PSE wires is in direct conflict with the proposed hydrant at STA 24+24 LT, preventing hydrant installation. The Contractor shall postpone the hydrant installation until PSE has deactivated and removed the wires. The live PSE wires in conflict with luminaire foundations between STA 37+7S LT to STA 40+46 LT must remain active. The Contractor shall trench and install new conduit from STA 37+7S LT to STA 40+46 LT to house the PSE wires and install a new handhole at STA 37+80 LT per Field Directive #80. The additional work required to install the proposed storm and sewer while maintaining the existing conduits will be addressed as part of the item added part of this Change Order "Resolution of Utility Conflicts With Live PSE Wires." The Contractor shall defer installation of the hydrant at STA 24+24 LT until such time that PSE has deenergized and removed the active wires. The Contractor shall trench and install new conduit from STA 37+75 LT to STA 40+46 LT to house the wires that PSE could not remove and install a new handhole at STA 37+80 LT per Field Directive #80. Corridor Improvements — Phase 4 Contract No. CAG-22-163 Page 3 of 14 Plans: DELETE Sheets 150, 151, 158, 159, and 244. REPLACE with Sheets 150, 151, 158, 159, and 244. Reason for Change: During the installation of the Joint Utility Trench at approximately STA 38+33 LT, the Contractor discovered a live PSE vault in conflict with the proposed trench. Coordination with PSE determined that the vault needed to remain active and would have to be relocated outside the trench. This vault was not identified in the information provided by PSE. While excavating for storm at STA 28+85 LT, sewer at STA 39+88 LT, hydrant installation at STA 24+24 LT and luminaire foundations between STA 37+75 LT to STA 40+46 the Contractor discovered conduits containing live PSE wires within an existing duct bank designated for removal. These wires were part of the utility conversion plan and were to be deactivated and removed by PSE, but these locations had not been addressed. As a result, the presence of live wires created conflicts with the installation of the proposed infrastructure. This Change Order is necessary to create items to compensate the Contractor for costs incurred due to these conflicts and additional work required to resolve the conflicts. Equitable Adjustment: This Change Order does include an equitable adjustment per Section 1-09.4 of the 2022 WSDOT/APWA Standard Specifications. See attached.
