Jackson St., Seattle, WA 98104-2826 • Reception: (206) 398-5000 • FAX: (206) 398-5499 www.soundtransit.org April 14, 2025 Jill Ding Senior Planner City of Renton 1055 S Grady Way Renton, WA 98057 Subject: Stride BRT – BT105 South Renton Transit Center (SRTC) Justification for Minor Modification of Site Plan Dear Jill: On October 29, 2024, the City of Renton Hearing Examiner approved a site plan as part of the South Renton Transit Center (SRTC) Conditional Use Permit, Master Plan Review, Site Plan Review, Bicycle Parking and Driveway Modifications, and Lot Line Adjustment (City file no. PR21-000095). SRTC is located at 200 S Grady Way, 101 S Grady Way, and 750 Rainier Ave S (APNs 1923059035, 1923059032, 1923059063, 1923059068, 1923059074). Sound Transit is submitting a request for minor modification of the previously approved SRTC site plan. Minor modification of the SRTC site plan is necessary because King County Metro (KCM) is no longer proposing an opportunity charging network for its battery electric bus (BEB) fleet. This results in a change to SRTC project scope that removes the BEB charging gantry and equipment yard. The BEB charging gantry area in the center portion of the approved SRTC site plan will continue to remain as a bus layover area, and a minimum three (3) light poles would be added in place of the gantry. The BEB charging equipment yard and the adjacent hammerhead turnaround in the southern center portion of the approved SRTC site plan would be landscaped. No other modifications are proposed. Minor modification of a previously approved site plan is subject to the approval criteria of Renton Municipal Code (RMC) 4-9-200.H.2. Responses to applicable criteria are included below as justification for approval of minor modification of a previously approved site plan: Minor modifications may be permitted by administrative determination. To be considered a minor modification, the amendment must not: a. Jackson St., Seattle, WA 98104 • Phone: 206-398-5000 • Fax: 206-398-5215 www.soundtransit.org building height, density, commercial area, amenities, public or private open space, landscaping, parking spaces, building materials (e.g., glazing), etc.; Response: No measurable aspect of any building in the previously approved SRTC site plan that remains in the proposed SRTC site plan is changed. The only measurable aspect of the previously approved SRTC site plan that will change is the proposed landscape area that will replace the BEB charging equipment yard and adjacent hammerhead turnaround paved areas. The total landscaped area and total impervious surface area will not be increased or decreased by more than 10% from the previously approved SRTC site plan. See attached Site Plan for the location of the proposed landscape area and updated total landscaped area and total impervious area calculations. b. Have a substantially greater impact on the environment and/or public facilities than the approved plan; Response: No impact on the environment and/or public facilities is anticipated. Structures proposed in the previously approved SRTC site plan will be removed, and no replacement structures are proposed. Portions of pavement proposed in the previously approved SRTC site plan will be removed and replaced with landscaping. Proposed light poles are maximum 25’ in height, and consistency with other applicable provisions of RMC 4-4-075 will be reviewed under the separate Civil Construction Permit currently in review. Proposed landscaping consistency with the applicable provisions of RMC 4-4-070 will be reviewed in the same Civil Construction Permit. c. Change the boundaries of the originally approved plan; and Response: No change the boundaries of the previously approved SRTC site plan is proposed. d. Substantially alter a key feature of the approved plan. Response: No alteration to the key features identified in the staff report to the Hearing Examiner (“the plaza at the intersection of S Grady Way and Rainier Ave S, the core facility, and the bioretention stormwater facilities and landscaping along S Grady Way”) are proposed. The BEB charging gantry and associated charging equipment yard and hammerhead turnaround are not features necessary for compliance with RMC standards.
