CONSEJO COUNSELING & REFERRAL SERVICES
SERVICE AND SOCIAL ORGANIZATIONS: An incorporated or unincorporated nongovernmental or
private association of persons organized for social, education, literary or charitable purposes. This
definition also includes community meeting halls, philanthropic institutions, private clubs, fraternal or
nonprofit organizations, and social service organizations. This definition excludes religious institutions and
offices, and government facilities.
All of these type organizations require hearing examiner / conditional use permitting according to Renton,
for any zone.
· Project name, size and location of site:
o Consejo Counseling and Referral Services, 18,680SF, 723 SW 10TH St, Renton, WA
98057, Parcel # 192305-9087
· Land use permits required for proposed project:
o NA
· Zoning designation of the site and any adjacent properties:
o IM - Medium Industrial
o Adjacent properties are zoned IM to north and west, and CA (Commercial Arterial) to east
and south.
o There appears to be an Overlay District of Auto Mall Area B on this and adjacent parcels
to west, east and south.
· Current use of the site and any existing improvements:
o Current use of the site is for a medical office building and associated parking and storage
building.
o Landscaping appears to have been maintained since its construction in 1985.
· Special site features:
o There are no special site features on the parcel, but there is an area to the south on the
right of way that is considered a “regulated slope” which is between 15 and 25% in slope.
· Statement addressing soil type and drainage conditions:
o The site is paved or built upon on 76% of the lot area, which is 50,529 square feet. 24%
is landscaped and the soil conditions appear to be standard for this area: sandy loam.
· Proposed use of the property and scope of the proposed development:
Consejo Counseling and Referral Services is the new owner of the building. They intend to improve and
occupy half of the upper level of the two floors of the building, Suites 210 and 250, as Phase 1. They
hope to move in in October 2018. (See phasing diagrams below for more information.) As the various
tenants’ leases expire, Consejo will move into each part of the building, as phases 2 through 4.
Consejo Renton Services
· Adult Outpatient Mental Health Programs for: Adults, Older Adults, Children and Youth, Sexual
Assault Victims which includes services such as:
o Individual Therapy
o Brief Therapy
o Group Therapy
o Family Therapy
o Case Management Services
o Psychiatric Evaluations
o Medications Management
o Day Support
o LRA Support
o Peer Support
o Brief Therapy
o In-home Behavioral Health Services
o School Based Behavioral Health Services
o Housing/residential Services
o Cultural Consultations and Culturally Appropriate Care
· Consejo Older Adult Day Support Program:
o Serves elders and adults with disabilities, includes education and lunch.
· Psychiatric Care Program
o Psychiatric evaluations, services and consultation.
· Domestic Violence Services
o One-on-one client advocacy
Materials to be used:
All phases will require interior doors and relites, sheetrock and wood stud walls (as is consistent with the
existing building structure.) Minor plumbing may occur as code requires for the occupant loads
associated with each space. Lighting and acoustic ceiling will be installed. We intend to reuse as much
as possible in each phase’s construction to minimize waste and expense. Existing fire sprinklers and fire
alarm systems will be adjusted to meet code requirements at new room configurations.
No residential units are involved or proposed with this project.
Current tenants / phasing:
· Suite 200 Eastside for Hire – on a month to month basis.
· Suite 220 Puget Sound Osteoporosis Center, LLC – lease expires 10/31/2018.
Phase 2 will be for Consejo to improve and occupy these two suites.
· Suite 270 Lilly Lee – lease expires 8/31/2019.
· Suite 230 Dove Realty – lease recently expired and are negotiating for an additional year.
Phase 3 will be for Consejo to improve and occupy these two suites.
Suite 100 RCRC occupies the entire first floor. Their lease expires on 4/20/2020, so that is the last space
Consejo will take over as Phase 4.

· For plats indicate the proposed number, net density and range of sizes (net lot area) of the new
lots:
o NA
· Access:
o Visitor and employee access and ADA access will be through the main entry on SW 10th
street. Other exterior doors are for existing only.
· Proposed off-site improvements:
o Each phase is for an interior tenant improvement for the owners, Consejo Counseling
and Referral Services. No exterior work is proposed. No change to access of the site is
proposed. No off-site improvements are proposed.
· Total estimated construction cost and estimated fair market value of the proposed project:
o Phase 1 will cost approximately $100,000. Future phases will total approximately
$400,000 combined.
· Estimated quantities and type of materials involved if any fill or excavation is proposed:
o No fill or excavation is proposed. No exterior work to the building is proposed.
· Number, type and size of any trees to be removed:
o No trees are to be removed.
· Explanation of any land to be dedicated to the city:
o No dedications are proposed to the City of Renton.
· Any proposed job shacks, site trailers, and/or model homes:
o No job shacks or trailers will be used on site for any phases of the project.
· Any proposed modifications being requested:
o NA
· Distance in feet from the wetland or stream to the nearest area of work:
o There are no wetlands or streams within 100 feet of the parcel.
· Projects located within 200 ft of Black River, Cedar River, Springbrook Creek, May Creek and
Lake Washington:
o The project is located more than 200 feet from Black River, Cedar River, Springbrook
Creek, May Creek and Lake Washington. Springbrook Creek appears to be the nearest
at 1500 feet away approximately.
