EF82293 CASE# 25-3302 OF DATE AND r�N + 04/12/25 14:47 O�COLLISION NARRATIVE On 04/12/2025, at approximately 1503 hours, while employed as a uniformed Patrol Officer for the City of Renton, I observed a blocking accident located at Wells Ave S and S 2nd St, within the City of Renton, County of King, State of Washington. The Driver of Unit 1 is HERNANDEZ TORRES, ELISBET (DOB 08-03-1981). HERNANDEZ TORRES was the driver of a gray 2009 Toyota RAV 4 with license plate WA/CPU6499. DELGADO HERNANDEZ, ELISBETH DOB 02-09-2005) and LILIANA DELGADO (DOB 11-24-2006), the rear passengers, were also involved. When I arrived on the scene, I observed the Rav 4 blocking lane 1, going northbound on Wells Ave S, crossing S 2nd St, and striking a 3-4 foot pole on the northeast sidewalk. The pole had minor damage (scratches). Airbags were not deployed for this incident. There were no complaints of pain from all involved parties. I advised for Renton FD to be dispatched, which they refused. I spoke with HERNANDEZ TORRES, who stated that she was driving on lane one going northbound on Wells Ave S, crossing S 2nd St. HERNANDEZ TORRES stated that she was using her maps on the phone to get to her destination. She was confused with her map and did not know which way to turn, so she pressed on the gas, which caused her to panic and hit a pole. I believe she was trying to make a right turn going eastbound on S 2nd St, which is only a one-way going westbound. HERNANDEZ TORRES possibly got nervous due to incoming traffic and tried to fix her direction. HERNANDEZ TORRES did provide me with all her documents, which were all valid. The RAV 4 had minor damage, which made it still drivable. HERNANDEZ TORRES provided their own towing. I provided HERNANDEZ TORRES with the case number and my business card. HERNANDEZ TORRES will be issued a ticket for violating Renton Municipal Code (RMC) 10-12-25- Inattentive Driving, which is defined as any person driving a motor vehicle on any public highway, street, alley, or road in an inattentive manner in the City of Renton. "Inattentive manner" in this section means a lack of: 1) attentiveness required to safely operate the vehicle under the prevailing conditions, including, but not limited to, the nature and condition of the roadway, the weather conditions, the presence of pedestrians, the presence of other traffic, or by the driver focusing or directing the driver's attention to something other than driving the motor vehicle; or 2) attentiveness that would permit the driver of a motor vehicle to observe anything resting on, or traveling on, or entering the roadway in time to take appropriate action as circumstances require. (Ord. 4462, 7-25- 94, eff. retroactive to 7-1-94; Ord. 5635, 11-14-11). HERNANDEZ TORRES understood that he would receive a ticket by mail. My Axon camera was on for this call.
