EF83555 CASE# 25-3317 OF COLLI ION 04/13/25 03:57 OF COLLISION NARRATIVE 25-3187 On 04/08/2025 at approximately 2042 hours, I responded to an injury and blocking accident in the intersection of Benson Drive S and S 27th PI in the City of Renton, County of King, and the State of Washington. Upon arriving on scene, I saw two vehicles with heavy damage. Unit 1 was a white Kia Sorento bearing the WA license plate of(CLV7944) with heavy front-end damage and just Infront was Unit 2 which was a 2018 Toyota Camry bearing the WA license plate of (BJS2865) with significant rear end damage. Renton Fire Department was called on scene to check on all involved occupants. There was airbag deployment for Unit 1 and Unit 2 driver and passenger stated they were experiencing pain. I spoke to the driver of Unit 2 which was the Toyota Camry. The driver who identified himself as NGUYEN, AN CHI (DOB 04-16-1984) and his passenger who identified himself as MA, KIM HEAN (DOB 04-29-1984) both stated they were traveling southbound on Benson Dr S. Just south of Benson Dr S and S 27th PI their vehicle stopped and was disabled in lane one of two. They sat with their hazards flashing while working on getting a tow started when another vehicle collided into the rear of their vehicle. The Toyota Camry was inoperable and therefore towed at the owner's expense by Gene Meyers towing. I proceeded to speak to the occupants of Unit 1. The driver of the vehicle identified himself as KINDA, DICKSON WAKOVA (DOB 07-10-1978). The back right passenger was the registered owner of the vehicle and identified himself as MAGHANGA, IBRAHIM (DOB 07-02-1985) along with the final occupant that was in the back driver side passenger seat and identified himself as OLOO, KEVIN OTIANGA (DOB 02-10-1985). 1 spoke to Dickson. Dickson stated he picked up his intoxicated friends and was driving them back to their residence. Dickson stated they were traveling southbound on Benson Dr S in lane one of two. Proceeding past Benson Dr S and S 27th PI, Dickson stated at the last moment he saw a vehicle and attempted to swerve out of its way, still resulting in a collision. When asked how Dickson did not notice the blocking disabled vehicle, Dickson stated that they did not have their hazards on. I observed in conversation, along with the entire time on scene, Unit 2 having their hazards on and flashing which included the moment that Dickson stated they were not on. Along with the above mentioned, Dickson stated that he attempted to swerve away from the vehicle. This was not observed as the tracks left on the roadway along with the travel of Unit 2 post impact was directly straight ahead. The impact on the roadway along with the damage to each vehicle was photographed and later uploaded to AXON. The Kia Sorento was inoperable and therefore towed at the owner's expense by Gene Meyers towing. Dickson confirmed that he was the driver of the vehicle. KINDA, DICKSON WAKOVA (DOB 07-10-1978) will be charged with RCW 46.61.525 Negligent driving—econd degree, due to under circumstances not constituting negligent driving in the first degree, Dickson operated a motor vehicle in a manner that was both negligent and endangered both people and property, resulting in a collision. My involvement in this case was captured on my department-issued Axon body camera. This report is a summary of events that occurred and is not an exact sequencing of events. Statements have been paraphrased and summarized. At the time of this call, I was in a full police uniform equipped with a Renton Police badge and police patches.
