Grady Way CALL TO ORDER AND PLEDGE OF ALLEGIANCE Mayor Pavone called the meeting of the Renton City Council to order at 7:00 PM and led the Pledge of Allegiance. Items noted were: The Renton History Museum will be hosting Congressman Adam Smith’s 2025 Congressional Art Competition Reception, Saturday, May 3 from 11 a.m.-12 p.m. The Museum is located at 235 Mill Avenue South near Fire Station 11. Police Youth Academy applications are now available. The Academy is a collaborative effort between the Renton Police Department, King County Sheriff’s Office, Newcastle Police Department and the DEA. The four-day program held July 14-17 from 9 a.m.-4 p.m. is an opportunity that allows middle school aged students to explore a variety of topics including law enforcement, firefighting, and emergency response while developing leadership skills, teamwork, and self- confidence. Learn more about the program, read about the application process and register by Friday, May 2 at https://rentonwa.gov/PDYouthAcademy. The Renton Police Department is seeking diverse voices to discuss major incidents, policies, and community policing strategies. Members meet every other month and gain exclusive behind-the-scenes experiences. Applications may be found by visiting https://rentonwa.gov/chiefscouncil and are open to those who live, work, or have a strong connection to Renton (such as through a school or faith-based organization). Terms are a two-year commitment. The city’s Recreation Division is excited to launch the May to August Let’s Go Guide. Whether you are looking to dive into a new activity, freshen up your fitness goals, or find engaging youth programs, this guide has something for everyone. The Community and Economic Development Department and Renton Municipal Arts Commission have kicked off the “Paint with a Purpose” program. Artists interested in being part of the program and public agencies, businesses, and property owners located within the city limits are encouraged to apply. Compost and Amendments the Natural Way, the first of three free gardening classes, will be held Wednesday, May 7 at the Renton Community Center (1715 Maple Valley Hwy.) from 6-7:30 p.m. Explore how to best use compost, amendments, and so- called garden “waste” to meet the nutritional needs of your soil and plants. Classes are sponsored by a partnership between the Public Works Department, Parks & Recreation Department, and Saving Water Partnership. To register visit www.rentonwa.gov/letsgo. Preventative street maintenance will continue to impact traffic and result in occasional street closures. AUDIENCE COMMENTS Sharon Bolstad, Renton, voiced concern about an issue of not televising a sign held by Matt Hanbey at the April 14, 2025, Council meeting and that no one had responded to her about this issue yet. Council President Alberson noted that an email with an explanation had been sent to her earlier in the day. April 28, 2025 REGULAR COUNCIL MEETING MINUTES Sheryl Friez, Renton, voiced opposition to the Logan 6 development, and noted that while out picketing the project she witnessed numerous traffic violations in the area. Tristan Kochen, Renton, urged Council to provide enhanced pedestrian safety measure at intersections. CONSENT AGENDA The following items are distributed to Councilmembers in advance for study and review, and the recommended actions will be accepted in a single motion. Any item may be removed for further discussion if requested by a Councilmember. a) Approval of Council Meeting minutes of April 21, 2025. Council Concur. MOVED BY ALBERSON, SECONDED BY PÉREZ, COUNCIL CONCUR TO APPROVE THE CONSENT AGENDA AS PUBLISHED CARRIED. UNFINISHED BUSINESS Topics listed below were discussed in Council committees during the past week. Those topics marked with an asterisk (*) may include legislation. Committee reports on any topics may be held by the Chair if further review is necessary. a) Planning and Development Committee: Chair Prince presented a report recommending concurrence in the and Planning Commission recommendation to adopt the following 2024 Title IV Docket 19 Group B items and that ordinances for these items be prepared and presented for first reading when complete: D-236: HB 1110 Middle Housing and HB 1337 Accessory Dwelling Unites D-237: Conversions to Housing MOVED BY PRINCE, SECONDED BY MCIRVIN, COUNCIL CONCUR IN THE COMMITTEE RECOMMENDATION. CARRIED. b) Finance Committee: Chair Pérez presented a report recommending approval of the following payments: 1. Accounts Payable – total payment of $8,654,365.65 for vouchers 10971-10978, 423949- 423956, 423967-424269; payroll benefit withholding vouchers 7660-7670, 423957- 423966 and 0 wire transfers. 2. Payroll – total payment of $2,057,196.83 for payroll vouchers that include 683 direct deposits and 6 checks. (3/16/25-3/31/25 pay period). 3. Municipal Court vouchers 018713-018732 totaling $18,330.13. MOVED BY PÉREZ, SECONDED BY O'HALLORAN, COUNCIL CONCUR IN THE COMMITTEE RECOMMENDATION. CARRIED. c) Finance Committee:Chair Pérez presented a report recommending concurrence in the staff recommendation to approve the Mayor and City Clerk to execute the contract for Amendment 2 to CAG-25-028 with Mithun, Inc. MOVED BY PÉREZ, SECONDED BY O'HALLORAN, COUNCIL CONCUR IN THE COMMITTEE RECOMMENDATION. CARRIED. April 28, 2025 REGULAR COUNCIL MEETING MINUTES d)Finance Committee:Chair Pérez presented a report recommending concurrence in the staff recommendation to authorize the Renton Municipal Court to accept the additional Community Court funding of $15,000 from the Administrative Office of the Courts via an amendment to CAG- 24-259. MOVED BY PÉREZ, SECONDED BY O'HALLORAN, COUNCIL CONCUR IN THE COMMITTEE RECOMMENDATION. CARRIED. e)Finance Committee:Chair Pérez presented a report recommending concurrence in the staff recommendation to: 1. Approve the budget amendment and adopt the ordinance amending the 2025/2026 budget to increase revenues by $56,072,799 for an amended total revenue of $701,143,703 over the biennium, and increase expenditures by $167,033,277, for an amended total expenditure of $815,422,398 over the biennium. 2. Approve the resolution amending the 2025-2026 Fee Schedule. MOVED BY PÉREZ, SECONDED BY O'HALLORAN, COUNCIL CONCUR IN THE COMMITTEE RECOMMENDATION. CARRIED. LEGISLATION Resolution: a)Resolution No. 4553: A Resolution of the City of Renton, Washington, amending the 2025- 2026 City of Renton Fee Schedule. MOVED BY PÉREZ, SECONDED BY O'HALLORAN, COUNCIL ADOPT THE RESOLUTION AS PRESENTED. CARRIED. Ordinance for first reading: a)Ordinance No. 6158:An Ordinance of the City of Renton, Washington, amending the City of Renton Fiscal Years 2025/2026 Biennial Budget as adopted by Ordinance No. 6147, by increasing the budgeted revenues and expenditures by $56,072,799 and $167,033,277 respectively; amending the 2025 City of Renton salary table as last amended by Ordinance No. 6156; providing for severability, and establishing an effective date. MOVED BY PÉREZ, SECONDED BY O'HALLORAN, COUNCIL REFER THE ORDINANCE FOR SECOND AND FINAL READING AT THE NEXT COUNCIL MEETING. CARRIED.
